The Substance Abuse and Mental Health Services Administration (SAMHSA) is committed to preventing the onset and reducing the progression of mental illness, substance abuse, and substance-related problems among all individuals. As part of this effort, SAMHSA has expanded and refined the agency's National Registry of Evidence-based Programs and Practices (NREPP). Two previous notices announcing these changes have been published in the Federal Register (70 FR 50381, Aug. 26, 2005; 71 FR 13133, Mar. 14, 2006). Since 2006, SAMHSA has held two open submission periods during which interventions could be submitted for potential review and inclusion on the NREPP Web site (71 FR 37590, June 30, 2006; 72 FR 30814, June 4, 2007). This notice announces the open submission period for fiscal year 2010, explains how submissions will be screened and selected, and provides guidance on the submission process for individuals and organizations seeking to have an intervention reviewed and listed on the NREPP Web site. Potential applicants should be aware that this notice includes new information relating to the eligibility of interventions and the review process that supersedes guidance provided in earlier Federal Register notices.

This final rule responds to petitions for reconsideration of a December 14, 2006 final rule establishing a new small adult female side impact crash test dummy, called the ``SID-IIs'' test dummy. The petitions were submitted by the Alliance of Automobile Manufacturers, First Technology Safety Systems, and Denton ATD. In response to the petitions, among other things today's final rule modifies the iliac performance criteria to allow a new material formulation and design to be used for the iliac wing of the dummy's pelvis, defines a time period in which accelerations are measured in the thorax with arm and pelvis acetabulum tests, slightly modifies some of the test procedures used in the qualification tests (e.g., by slightly lowering the impact speed of the impactor in two tests and by increasing the recovery time for the pelvis-iliac and pelvis-acetabulum tests), adjusts the performance corridors for the various impact tests of the dummy, and revises parts of the drawing package and the user's manual for the dummy.

We, the U.S. Fish and Wildlife Service (USFWS), announce a 90- day finding on a petition to revise critical habitat for Eriogonum pelinophilum (clay-loving wild buckwheat) under the Endangered Species Act (Act) of 1973, as amended. Following a review of the petition, we find that the petition presents substantial scientific or commercial information indicating that revision of the critical habitat for E. pelinophilum may be warranted. Therefore, with the publication of this notice, we are initiating a review of the critical habitat for the species, and will subsequently issue a 12-month finding to determine if revisions to the species' critical habitat are warranted. To ensure that the review is comprehensive, we are soliciting scientific and commercial data and other information regarding this species.

Section 106 of the Higher Education Opportunity Act 2008 (HEOA) suspended the activities of NACIQI and terminated the existing membership on August 14, 2008. The law also stated that the appointment of any new members could not take place until after January 31, 2009. In addition, section 106 restructured the NACIQI's membership to provide for 18 members, six of whom shall be appointed by the Secretary of Education (Secretary). The closure was necessary because the mothership sector was projected to reach its Pacific whiting harvest guideline. This action is authorized by regulations implementing the Pacific Coast Groundfish Fishery Management Plan (FMP), which governs the groundfish fishery off Washington, Oregon, and California. EPA is reopening the public comment period for a proposal published on May 8, 2009 (74 FR 21568). In that action, EPA proposed to disapprove the ozone attainment demonstration submitted by the State of Connecticut for the Connecticut portion of the New York-N. New Jersey- Long Island, NY-NJ-CT moderate ozone nonattainment area. The comment period on this proposed action closed on June 8, 2009. At the request of the State of Connecticut, EPA is reopening the public comment period through August 7, 2009. EPA will consider all comments submitted on this proposed action from May 8, 2009 through August 7, 2009.
