This notice has been issued under the authority of Section 131 of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2160). The Department is providing notice of a proposed subsequent arrangement under the Agreement for Cooperation Concerning Civil Uses of Nuclear Energy Between the Government of the United States of America and the Government of Canada and the Agreement for Cooperation in the Peaceful Uses of Nuclear Energy Between the United States of America and the European Atomic Energy Community. This subsequent arrangement concerns the retransfer of 514,705.9 kg of U.S.-origin natural uranium hexafluoride (68.00% U), 350,000 kg of which is uranium, from Areva Resources Canada, Inc. (Areva Resources) in Saskatoon, Saskatchewan, Canada, to URENCO in Almelo, Netherlands. The material, which is currently located at Areva Resources, will be transferred to URENCO-Almelo for enrichment and use as fuel in civilian nuclear power programs in the United States and France. The material was originally obtained by Areva Resources from the Feed Component Substitution Implementing Contract. In accordance with Section 131 of the Atomic Energy Act of 1954, as amended, it has been determined that this subsequent arrangement will not be inimical to the common defense and security. This subsequent arrangement will take effect no sooner than fifteen days after the date of publication of this notice.

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice that on October 21, 2010, it issued an opinion and order pursuant to section 3 of the Natural Gas Act (NGA), that Sabine Pass Liquefaction, LLC's (Sabine Pass) pending application of September 7, 2010, in DOE/FE Docket No. 10-111 LNG for authorization to export liquefied natural gas (LNG) to non free trade agreement countries will be reviewed under section 3(a) of the NGA, and Sabine Pass' request for review under section 3(c) of the NGA is denied. This Order is available for inspection and copying in the Office of Oil and Gas Global Security and Supply docket room, 3E-042, Forrestal Building, 1000 Independence Avenue, SW., Washington, DC 20585. The docket room is open between the hours of 8 a.m. and 4:30 p.m., Monday through Friday, except Federal holidays. Albany-Eugene Transmission Line Rebuild Project

In accordance with the National Environmental Policy Act (NEPA), BPA intends to prepare an EIS on its proposed rebuild of a 32- mile section of the Albany-Eugene 115-kilovolt (kV) No. 1 Transmission Line in Lane and Linn counties, Oregon. The deteriorated condition of this 70-year old line compromises BPA's ability to maintain reliable electric service and poses a safety risk to the public and maintenance crews. With this notice BPA is initiating the public scoping process for the Albany-Eugene Transmission Line Rebuild Project EIS and requesting comments about the potential environmental impacts it should consider as it prepares the EIS for the proposed project.
Western Electric Coordinating Council; Qualified Transfer Path Unscheduled Flow Relief Regional Reliability Standard

Under section 215 of the Federal Power Act, the Federal Energy Regulatory Commission (Commission) proposes to approve regional Reliability Standard IRO-006-WECC-1 (Qualified Transfer Path Unscheduled Flow Relief) submitted to the Commission for approval by the North American Electric Reliability Corporation. While we propose to approve the regional Reliability Standard, as discussed in this Notice of Proposed Rulemaking, IRO-006-WECC-1 raises some concerns about which the Commission requests additional information. Depending upon the responses received, in the Final Rule the Commission may, as a separate action under section 215(d)(5) of the FPA, direct the Western Electricity Coordinating Council to develop modifications to the regional Reliability Standard to address the issues identified.

In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Department of Energy (DOE), which includes the Western Area Power Administration (Western) and the Loan Guarantee Program (LGP), the California Energy Commission (CEC), and the Bureau of Land Management (BLM), have prepared a Draft Environmental Impact Statement (EIS) and Staff Assessment (SA), which may require a California Desert Conservation Area (CDCA) Plan Amendment, as a joint environmental analysis document for the proposed Rice Solar Energy Project (Project), in Riverside County, California, and by this notice are announcing the opening of the comment period. Western, on behalf of DOE, and CEC are joint lead agencies for purposes of satisfying the requirements of NEPA and the California Environmental Quality Act (CEQA), with the BLM acting as a cooperating agency. This document corrects the number assigned to the Environmental Assessment (EA) referenced in the October 15, 2010, notice of proposed rulemaking (NOPR) regarding the fossil fuel- generated energy consumption requirements for new Federal buildings and Federal buildings undergoing major renovations. The correction is necessary because the proposed rulemaking referenced the EA number as (DOE-EA-1463). The correct EA number in the NOPR should be (DOE/EA-1778).

Under section 215 of the Federal Power Act, the Commission hereby remands a revised regional Reliability Standard developed by the Western Electricity Coordinating Council and approved by the North American Electric Reliability Corporation, which the Commission has certified as the Electric Reliability Organization responsible for developing and enforcing mandatory Reliability Standards. The revised regional Reliability Standard, designated by WECC as BAL-002-WECC-1, would set revised Contingency Reserve requirements meant to maintain scheduled frequency and avoid loss of firm load following transmission or generation contingencies.

Under section 215(d)(2) of the Federal Power Act (FPA), the Federal Energy Regulatory Commission proposes to approve a regional Reliability Standard, BAL-502-RFC-02, Planning Resource Adequacy Analysis, Assessment and Documentation, developed by ReliabilityFirst Corporation (RFC) and submitted to the Commission by the North American Electric Reliability Corporation (NERC). The proposed regional Reliability Standard requires planning coordinators within the RFC geographical footprint to analyze, assess and document resource adequacy for load in the RFC footprint annually, to utilize a ``one day in ten year'' loss of load criterion, and to document and post load and resource capability in each area or transmission-constrained sub-area identified.

Each Regional Transmission Organization (RTO) and Independent System Operator (ISO) will be required to submit a compliance filing including tariff revisions to comply with the amended regulations or to demonstrate that its existing tariff already satisfies the regulations.

The U.S. Department of Energy (DOE) has decided to offer Great Basin Transmission, LLC (Great Basin), a conditional commitment for a Federal loan guarantee for partial financing of the 235-mile southern portion of the Southwest Intertie Project (SWIP), a proposed 500- kilovolt (kV) transmission line that would extend from southern Nevada to southern Idaho. This Record of Decision (ROD) is based on the analysis in the Final Environmental Impact Statement for Project Financing for Southwest Intertie ProjectSouth (SWIP South) (DOE/EIS- 0443, January 2010) (DOE FEIS). The DOE FEIS consists of a cover sheet for the January 2010 adoption of the Bureau of Land Management (BLM) 1993 Southwest Intertie Project Environmental Impact Statement and Proposed Plan Amendment (SWIP EIS) and the BLM 2008 Environmental Assessment for the Southwest Intertie Project Southern Portion NV-040- 07-048 (SWIP South EA). This ROD also reflects minor modifications to the Great Basin proposal and new information developed since DOE issued its FEIS. DOE's offer of a conditional commitment for a loan guarantee for SWIP South is authorized under Title XVII of the Energy Policy Act of 2005, as amended by Section 406 of the American Recovery and Reinvestment Act of 2009 (Recovery Act). This conditional commitment to provide a Federal loan guarantee is contingent upon Great Basin satisfying all precedent funding obligations, and all other contractual, statutory, regulatory, environmental compliance, and other requirements specified by DOE. DOE has prepared this ROD in accordance with the Council on Environmental Quality regulations (40 CFR Parts 1500-1508) for implementing the National Environmental Policy Act (NEPA), and DOE's NEPA Implementing Procedures (10 CFR Part 1021).
