This correction fixes incorrect language in the regulations. The language in the final rule inadvertently stated the draw of the Dix Avenue Bridge, mile 2.73, is remotely operated, when it is not equipped or authorized to operate remotely.

The directive contains security-sensitive information and, therefore, cannot be made available to the general public. Owners or operators of PRC-manufactured STS cranes should immediately contact their local Coast Guard Captain of the Port (COTP) or District Commander for a copy of MARSEC Directive 105-4.

The Coast Guard proposes to update its maritime security regulations by adding regulations specifically focused on establishing minimum cybersecurity requirements for U.S.-flagged vessels, Outer Continental Shelf facilities, and U.S. facilities subject to the Maritime Transportation Security Act of 2002 regulations. This proposed rule would help to address current and emerging cybersecurity threats in the marine transportation system. We seek your comments on this proposed rule and whether we should: use and define the term reportable cyber incident to limit cyber incidents that trigger reporting requirements, use alternative methods of reporting such incidents, and amend the definition of hazardous condition.

New Merchant Mariner Credential

The Coast Guard announces the availability of a new style of Merchant Mariner Credential (MMC) for review. The new style of MMC is replacing the current passport-style MMC. The new MMC will be implemented on March 1, 2024. Issuance of the passport-style MMC will be discontinued on the same date. Passport-style MMCs will remain valid through their expiration date. The Coast Guard has included an example of the new MMC in this docket for review. The Coast Guard will continue to produce mariner medical certificates in their current format.

The Coast Guard proposes to modify the operating schedule that governs the Atlantic Beach Bridge across the Reynolds Channel, mile 0.4, at Atlantic Beach, NY. The bridge owner, Nassau County Bridge Authority, submitted a request on September 22, 2022 to modify the regulation to decrease the number of openings on signal from October through May. On November 16, 2023 Nassau County Bridge Authority sent an additional request to add a bridge tower call number and remove outdated language. It is expected that this change to the regulations will better serve the needs of the community while continuing to meet the reasonable needs of navigation. Great Lakes Pilotage Rates-2024 Annual Review

The Coast Guard proposes to establish 179 temporary 500-meter safety zones around the construction of 176 wind turbine generators and three offshore substations in Federal waters on the Outer Continental Shelf, east-northeast of Virginia Beach, Virginia. This action would protect life, property, and the environment during construction of their foundations and their subsequent installation, from May 1, 2024, to May 1, 2027. When subject to enforcement, only attending vessels and those vessels specifically authorized by the Fifth Coast Guard District Commander, or a designated representative, are permitted to enter or remain in the temporary safety zones.
