Television Broadcasting Services Wittenberg and Shawano, Wisconsin
The Video Division, Media Bureau (Bureau), has before it a notice of proposed rulemaking issued in response to a petition for rulemaking filed by TV 49, Inc. (TV-49 or Petitioner), the permittee of an unbuilt television station on channel 31 allotted to Wittenberg, Wisconsin. The Petitioner has requested that the Commission delete channel 31 from Wittenberg and allot it to Shawano, Wisconsin in the Table of TV Allotments and modify its construction permit to specify Shawano as its community of license. TV-49 filed comments in support of the petition, as required by the rules, reaffirming its commitment to file for channel 31 at Shawano.

Regulatory Guide: Basis for Withdrawal of Regulatory Guides in Division 6, “Products,” and Division 10, “General”
The U.S. Nuclear Regulatory Commission (NRC) is withdrawing Regulatory Guides (RGs) in Division 6, ``Products,'' (RGs 6.1, 6.2, 6.4, 6.5, and 6.9), and Division 10, ``General,'' (RGs 10.2, 10.3, 10.4, 10.5, 10.6, 10.7, 10.8, and 10.9). These RGs are being withdrawn because there is more up-to-date guidance in the NUREG-1556 Series, ``Consolidated Guidance About Materials Licenses,'' making these RGs obsolete.
Paper Plates From China, Thailand, and Vietnam; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigations Nos. 701-TA-704-705 and 731-TA-1664- 1666 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of paper plates from China, Thailand, and Vietnam, provided for in subheading 4823.69.00 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Governments of China and Vietnam. Unless the Department of Commerce (``Commerce'') extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by March 11, 2024. The Commission's views must be transmitted to Commerce within five business days thereafter, or by March 18, 2024.
Deregistration Under Section 8(f) of the Investment Company Act of 1940

Office of Federal Procurement Policy; Federal Acquisition Regulation: Pay Equity and Transparency in Federal Contracting
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a proposed Governmentwide policy developed by the Administrator for Federal Procurement Policy (OFPP Administrator), pursuant to the Administrator's authority that would prohibit contractors and subcontractors from seeking and considering information about job applicants' compensation history when making employment decisions for certain positions. Under the proposed policy and the proposed regulatory amendments, contractors and subcontractors would also be required to disclose the compensation to be offered to the hired applicant in job announcements for certain positions.

Limited of Hong Kong, China; TCL Electronics Holdings Ltd. f/k/a TCL Multimedia Technology Holdings, Ltd. of Hong Kong, China; TCL Technology Group Corporation of Guangdong, China; TTE Corporation of Hong Kong, China; TCL Holdings (BVI) Ltd. of Hong Kong, China; TCL King Electrical Appliances (Huizhou) Co. Ltd. of Guangdong, China; Shenzhen TCL New Technology Co., Ltd. of Guangdong, China; TCL MOKA International Ltd. of Hong Kong, China; TCL Smart Device (Vietnam) Co., Ltd. of Binh Duong Province, Vietnam; Manufacturas Avanzadas SA de CV of Chihuahua, Mexico; TCL Electronics Mexico, S de RL de CV of Benito Juarez, Mexico; TCL Overseas Marketing Ltd. of Hong Kong, China; TTE Technology, Inc. (``TTE Technology'') of Corona, California; and Realtek Semiconductor Corporation (``Realtek'') of Hsinchu, Taiwan (collectively, ``Respondents'') have violated section 337 of the Tariff Act of 1930, as amended, by importing, selling for importation, or selling within the United States after importation certain graphics systems, components thereof, and digital televisions containing the same that infringe claims 19 and 20 of U.S. Patent No. 8,854,381 (``the '381 patent''). The Commission has determined that the appropriate remedies are a limited exclusion order (``LEO'') against the Respondents' infringing products and cease and desist orders (``CDOs'') against each of Respondents except for Realtek. The Commission has also determined to set no (0 percent) bond for importations of the excluded articles imported during the period of Presidential review. This investigation is hereby terminated.

Notice is hereby given that on January 19, 2024, the presiding administrative law judge (``ALJ'') issued an Initial Determination on Violation of Section 337. The ALJ also issued a Recommended Determination on remedy and bonding should a violation be found in the above-captioned investigation. Agency Information Collection Activities; Submission for OMB Review; New Collection
In accordance with the Paperwork Reduction Act of 1995 (``PRA''), the Federal Trade Commission (``FTC'' or ``Commission'') is submitting to the Office of Management and Budget (``OMB'') its proposal to seek OMB clearance for information collection requirements contained in the Federal Cigarette Labeling and Advertising Act (``FCLAA''). The FCLAA requires the FTC to review plans for the rotation of health warnings on cigarette packaging and advertising. The current provisional clearance expires on January 31, 2024, and the FTC intends to seek OMB renewal for three years.
