Regulatory Capital Rules: Regulatory Capital, Implementation of Tier 1/Tier 2 Framework
The Farm Credit Administration (FCA or we) is reopening the comment period on the proposed rule that would revise our regulatory capital requirements for Farm Credit System (System) institutions to include tier 1 and tier 2 risk-based capital ratio requirements, a tier 1 leverage requirement, a capital conservation buffer, revised risk weightings, and additional public disclosure requirements.

The ICR describes the nature of the information collection and its expected costs and burden.
Office of Presidential Libraries; Disposal of Presidential Records
NARA is issuing final notice that it intends to dispose of several collections of disaster recovery backup tapes from the Ronald Reagan (Reagan) and George H.W. Bush (GHW Bush) administrations under the provisions of 44 U.S.C. 2203(g)(3). NARA published notice in the Federal Register (February 6, 2015 (80 FR 6770)), proposing to dispose of these backup tapes. That initial notice contains a detailed description of the tapes, the reasons for destruction, and a synopsis of the completed restoration projects. NARA has determined that the backup tapes do not warrant further retention. All required backup restoration projects have taken place, NARA is preserving and permanently retaining the restored records, and we have identified no further need to preserve or maintain the backup tapes. This notice constitutes a final agency action, as described in 44 U.S.C. 2203(g)(3), and NARA will dispose of the described backup tapes on or after the date below.
Military Resale (MR) Commodities; Correction
The Committee published a Final Rule in the Federal Register of June 5, 2015, adding MR numbers to a series of MR numbers that already exist. In the Final Rule, new MR series 11000 and 12000 were designated as ``Exclusive''. This document removes MR series 11000 and 12000 from being designated as ``Exclusive''. All other parameters of the Final Rule remain the same as published on June 5, 2015.
Biweekly Notice Applications and Amendments to Facility Operating Licenses and Combined Licenses Involving No Significant Hazards Considerations
Pursuant to Section 189a. (2) of the Atomic Energy Act of 1954, as amended (the Act), the U.S. Nuclear Regulatory Commission (NRC) is publishing this regular biweekly notice. The Act requires the Commission to publish notice of any amendments issued, or proposed to be issued and grants the Commission the authority to issue and make immediately effective any amendment to an operating license or combined license, as applicable, upon a determination by the Commission that such amendment involves no significant hazards consideration, notwithstanding the pendency before the Commission of a request for a hearing from any person. This biweekly notice includes all notices of amendments issued, or proposed to be issued from May 28, 2015, to June 10, 2015. The last biweekly notice was published on June 9, 2015.
Carriage of Digital Television Broadcast Signals
The Federal Communications Commission (Commission) adopts a proposal filed jointly by the American Cable Association and the National Association of Broadcasters that modifies and extends the exemption from the requirement to carry high definition (``HD'') broadcast signals under ``material degradation'' provisions of the Communications Act of 1934, as amended (``the Act'') that the Commission granted to certain small cable systems in 2012 (``HD carriage exemption'').
Shared Commercial Operations in the 3550-3650 MHz Band
In this document, the Federal Communications Commission (FCC or Commission) adopts rules to establish a new Citizens Broadband Radio Service in the 35503700 MHz band. This document implements a three- tiered spectrum authorization framework in the 3550-3700 MHz band to facilitate a variety of small cell and other broadband uses of the band on a shared basis with incumbent federal and non-federal users.

Lifeline and Link Up Reform
In this document, the Wireline Competition Bureau (Bureau) clarifies rules regarding subscriber usage of Lifeline-supported service established in the Lifeline Reform Order. The Bureau clarifies that, pursuant to the Lifeline Reform Order, an eligible telecommunications carrier (ETC) must both assess and collect a monthly fee from a subscriber in order to avoid the Lifeline usage requirements, including the requirement to de-enroll inactive subscribers who fail to use the service within any consecutive 60-day period.

FCC To Hold Open Commission Meeting Thursday, June 18, 2015
The Commission will consider a Second Further Notice of Proposed Rulemaking, Order on Reconsideration, Second Report and Order, and Memorandum Opinion and Order in order to comprehensively restructure and modernize the Lifeline program to efficiently and effectively connect low-income Americans to broadband, strengthen program oversight and administration, and take additional measures to eliminate waste, fraud, and abuse.
Information Collection Being Reviewed by the Federal Communications Commission Under Delegated Authority
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501-3520), the Federal Communications Commission (FCC or the Commission) invites the general public and other Federal agencies to take this opportunity to comment on the following information collection. Comments are requested concerning: Whether the proposed collection of information is necessary for the proper performance of the functions of the Commission, including whether the information shall have practical utility; the accuracy of the Commission's burden estimate; ways to enhance the quality, utility, and clarity of the information collected; ways to minimize the burden of the collection of information on the respondents, including the use of automated collection techniques or other forms of information technology; and ways to further reduce the information collection burden on small business concerns with fewer than 25 employees. The FCC may not conduct or sponsor a collection of information unless it displays a currently valid control number. No person shall be subject to any penalty for failing to comply with a collection of information subject to the PRA that does not display a valid Office of Management and Budget (OMB) control number.
Regulation D: Reserve Requirements for Depository Institutions
The Board is amending Regulation D (Reserve Requirements of Depository Institutions) regarding the payment of interest on certain balances maintained at Federal Reserve Banks by or on behalf of eligible institutions. Specifically, the amendments permit interest payments on certain balances to be based on a daily rate rather than on a maintenance period average rate. The amendments should help to enhance the role of such rates of interest in moving the Federal funds rate into the target range established by the FOMC, particularly on occasions when changes in those rates do not coincide with the beginning of a maintenance period.
Changes or Corrections to Mail Classification Schedule
The Commission is issuing a set of final rules addressing changes and corrections to the Mail Classification Schedule (MCS). The final rules establish procedures for material changes in services offered in connection with products and corrections to product descriptions. Relative to the proposed rules, all changes are minor and non-substantive.

The National Science Foundation (NSF) is required to publish a notice of permit applications received to conduct activities regulated under the Antarctic Conservation Act of 1978. NSF has published regulations under the Antarctic Conservation Act at Title 45 Part 670 of the Code of Federal Regulations. This is the required notice of permit applications received.
