The Secretary of Defense has determined the need for a Support Center (Center) for the University Consortium for Cybersecurity (UC2). The Center will provide, during a two-year term, administrative support for the academic research and engagement activities of UC2. To be eligible, interested institutions must have been designated as National Centers of Academic Excellence (NCAE) in cybersecurity for at least 24 months from the date of the publication of this notice and, further, must demonstrate an understanding of cybersecurity research, be eligible for access to classified material, and demonstrate commitment to the UC2 mission of a closer collaboration between academia and the DoD.

This document corrects typographical and technical errors in the final rule that appeared in the June 17, 2024, Federal Register, titled "Medicare Program; Medicare Prescription Drug Benefit Program; Health Information Technology Standards and Implementation Specifications." The effective date of the final rule was July 17, 2024.

DoD is proposing revisions to its regulations on Other Transaction (OT) agreements for prototype projects to implement changes in statutory authority enacted by Congress since the last update in 2004. The Department is proposing changes in: the authority to provide for follow-on production OTs and contracts; special circumstances for award of OTs to small businesses, nontraditional defense contractors, nonprofit research institutions, and consortia; approval requirements for large dollar OTs; the authority to supply prototypes and production items to another contractor as Government furnished items; and applying procurement ethics requirements to covered OT agreements.

The DoD is publishing this notice to announce that the following Federal Advisory Committee meeting of the National Security Education Board (NSEB) will take place.

The Department of Transportation (DOT or the Department) is proposing to amend its rules implementing the transportation provisions under Title II, Part B, and Title III of the Americans with Disabilities Act (ADA) by adopting as regulatory accessibility standards the Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG) issued by the Architectural and Transportation Barriers Compliance Board (Access Board) on August 8, 2023. This proposed rule would adopt the Access Board's PROWAG into the Department's ADA regulations. When adopted, DOT's public right-of-way ADA standards will apply only to new construction and alterations of transit stops in the public right-of-way. For purposes of this rulemaking, transit stops in the public right-of-way are facilities in the public right-of-way used in the provision of designated or specified public transportation, as defined in DOT's existing ADA regulations.
