On June 9, 2020, the Department of Commerce, published a 30- day public comment period notice in the Federal Register with FR Document Number 2020-12413 (Pages 35257-35258), and on March 24, 2020, published a 60-day public comment period notice with FR Document Number 2020-06174 (Page 16612) seeking public comments for an information collection entitled, ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery.'' This document referenced incorrect information in the DATA section, and Commerce hereby issues a correction notice as required by the Paperwork Reduction Act of 1995.
Debt Management
The general debt management regulations of the Department of Agriculture (USDA) provide that individual USDA agencies may issue regulations for their own specific debt collection activities principally in recognition that the agencies conducted debt collection activities prior to the enactment of the Debt Collection Improvement Act of 1996 (DCIA). Many of the provisions of individual agencies are redundant to part 3. This rule will eliminate the debt collection regulations of the following USDA agencies, and part 3 will be revised to include specific provisions used by these agencies: the Commodity Credit Corporation (CCC); the Federal Crop Insurance Corporation (FCIC), and the Farm Service Agency (FSA). In addition, as required by the Federal Civil Penalties Inflation Adjustment Improvements Act of 2015 (the 2015 Civil Penalties Act), this rule updates the size of civil monetary penalties to reflect inflationary adjustments for 2020.

Privacy Act of 1974; System of Records
DHA is modifying the System of Records titled, ``Military Health Information System (MHIS),'' EDHA 07 to facilitate public health activities and research efforts in response to the COVID-19 pandemic. In addition, this System of Records will become the DoD-wide SORN with enterprise application across the department. The proposed modifications include clarifying the purposes for the handling and use of data to improve quality assurance within healthcare operations (such as data analytics and clinical research) to address COVID-19. Modifications also include broadening the categories of individuals to cover all associated information systems and updating routine uses to enable better collaboration with federal agencies and academic institutions to accommodate the COVID-19 Insights Project. The Military Health Information System (MHIS) collects and maintains data that supports benefits determination for Military Health System (MHS) beneficiaries between the DoD, Department of Veterans Affairs (VA), and Department of Health and Human Services (HHS) healthcare programs. This data also provides Federal Agencies the ability to support continuity of care for patrons, ensures more efficient adjudication of claims, enables quality assurance and healthcare operations, and supports a myriad of healthcare policy, public health, military mission, data analysis, and clinical research activities.

Notice of Funding Availability; Coronavirus Food Assistance Program (CFAP) Additional Commodities Request for Information; Correction
This document corrects the supplementary information section to the notice of funding availability and additional commodities request for information published in the Federal Register on May 22, 2020, concerning CFAP. This document adds questions to request specific information related to certain specialty crops. This is intended to add clarity. USDA is still requesting comments on additional commodities that are not already identified and on the paperwork reduction act for CFAP activities. The questions added in this correction cover additional commodities and the development of their payment rates as envisioned in the cost analysis for the CFAP rule and are not expected to impact the costs of CFAP.
Coronavirus Food Assistance Program; Correction
The Secretary of Agriculture is correcting a final rule that appeared in the Federal Register on May 21, 2020. The document was issued to implement the Coronavirus Food Assistance Program (CFAP) that provides assistance to agricultural producers impacted by the effects of the COVID-19 outbreak. There is one typo in the table of payment rates for the commodity of carrots that needs to be corrected. Additional corrections are being made to add clarity to the rule.

The Department of Transportation (DOT) invites public comments about our intention to request Office of Management and Budget (OMB) approval to renew information collection 2105-0529, Procedures for Transportation Drug and Alcohol Testing Program (ICR 2105-0529). The information to be collected will be used to document tests conducted and actions taken to ensure safety in the workplace and/or are necessary under the Omnibus Transportation Employee Testing Act of 1991, which requires DOT to implement a drug and alcohol testing program in various transportation-related industries. DOT is required to publish this notice in the Federal Register in accordance with the Paperwork Reduction Act of 1995.

Second Amendment to Declaration Under the Public Readiness and Emergency Preparedness Act for Medical Countermeasures Against COVID-19
The Secretary issues this amendment pursuant to section 319F-3 of the Public Health Service Act to clarify that Covered Countermeasures under the Declaration include qualified pandemic and epidemic products that limit the harm COVID-19 might otherwise cause.
Privacy Act of 1974; System of Records
The NRO is rescinding a Privacy Act System of Records, ``QNRO- 30, Technology Fellowship and Enrichment Programs and Events.'' This System of Records maintained information on controlling and tracking access for NRO Technology Fellowship and Enrichment Program participants to NRO networks, computer systems, and information technology databases. The System of Records also enabled information systems security officers to access, review, and grant requests for the creation, deletion, or transfer of network accounts to Program participants. The NRO Technology Fellowship and Enrichment Program was discontinued and the supporting information system decommissioned. The records from that system have been destroyed in accordance with the record retention and disposal policy as specified in the SORN.

Civilian Employment and Reemployment Rights for Service Members, Former Service Members and Applicants of the Uniformed Services
This final rule removes the DoD part that contains its responsibilities under the Uniformed Services Employment and Reemployment Rights Act (USERRA). The part duplicates DoD's internal policy assigning DoD responsibilities and providing internal procedures for informing Service members, former Service Members, and individuals who apply for uniformed service of their civilian employment and reemployment rights, benefits, and obligations. This internal policy does not require codification, therefore, DoD will remove this part and publish notification in the Federal Register informing the public of administrative information concerning a request for pertinent information regarding periods of uniformed service.
Central Arizona Project, Arizona; Water Allocations
The Department of the Interior (Department) is proposing to reallocate non-Indian agricultural (NIA) priority Central Arizona Project (CAP) water in accordance with the Arizona Department of Water Resources' (ADWR) recommendation for reallocation, as provided by ADWR's letter dated January 16, 2014, to the Department. The Department is requesting public comments on the proposed decision. If the proposed decision is implemented, the Department would offer to enter into a subcontract with the entities listed in the table below, as recommended by ADWR.
TRICARE Pharmacy Benefits Program Reforms
This rule finalizes Department of Defense (DoD) implementation of Section 702 of the National Defense Authorization Act for Fiscal Year 2018 (NDAA FY18). The law made significant changes to the TRICARE Pharmacy Benefits Program; specifically it: Updated co-payment requirements; authorized a new process for encouraging use of pharmaceutical agents that provide the best clinical effectiveness by excluding coverage for particular pharmaceutical agents that provide very little or no clinical effectiveness relative to similar agents and for giving preferential status to agents that provide enhanced clinical effectiveness; and authorized special reimbursement methods, amounts, and procedures to encourage use of high-value products and discourage use of low-value products with respect to pharmaceutical agents provided as part of medical services from authorized providers. This rule finalizes the changes made to the TRICARE Pharmacy Benefit Program as stated in the interim final rule.

The Defense Financial Management Certification Program (DFMCP) is the approved strategy to meet this requirement.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior (DOI) is issuing a public notice of its intent to create a DOI Privacy Act system of records titled, ``INTERIOR/DOI-21, eRulemaking Program.'' Tribal Transportation Self-Governance Program
The U.S. Department of Transportation (DOT or Department) is issuing this final rule to establish and implement the Tribal Transportation Self-Governance Program (TTSGP or Program) pursuant to section 1121 of the Fixing America's Surface Transportation (FAST) Act. Representatives of Tribes and the Federal Government negotiated the rule in accordance with the Negotiated Rulemaking Act. The Program will afford Tribes participating in the Program greater control and decision-making authority over their use of certain DOT funding for which they are eligible recipients while reducing administrative burdens. These regulations include eligibility criteria, describe the contents of and process for negotiating self-governance compacts and funding agreements with the Department, and set forth the roles and responsibilities of and limitations on the Department and Tribes that participate in the Program.

Revised Non-Foreign Overseas Per Diem Rates
Defense Human Resources Activity publishes this Civilian Personnel Per Diem Bulletin Number 313. Bulletin Number 313 lists current per diem rates prescribed for reimbursement of subsistence expenses while on official Government travel to Alaska, Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States. The Fiscal Year (FY) 2020 per diem rate review for Puerto Rico resulted in lodging, meal and incidental rate changes in certain locations.

Findings of Research Misconduct
Findings of research misconduct have been made against Mr. Logan Fulford (Respondent), who was a graduate research assistant, Cincinnati Children's Hospital Medical Center (CCHMC), and former graduate student, University of Cincinnati (UC). Mr. Fulford engaged in research misconduct in research supported by National Cancer Institute (NCI), National Institutes of Health (NIH), grant R01 CA142724 and National Heart, Lung, and Blood Institute (NHLBI), NIH, grant R01 HL084151. The administrative actions, including supervision for a period of two (2) years, were implemented beginning on May 8, 2020, and are detailed below.
