HSPD-12 establishes a mandatory, Government-wide standard for secure and reliable forms of identification (credentials) issued by the Federal Government to its Federal Employees, Non-Federal employees and contractors. The Office of Management and Budget (OMB) mandated that these credentials be issued to all Federal Government employees, contractors, and other applicable individuals who require long-term access to federally controlled facilities and/or information systems. The SAN is an international security cooperation (SC) database and communications network that provides the Security Cooperation Offices (SCOs) and others in the SC community access to SC financial and logistics management systems, information via various bulletin boards, and a library system for sharing large document files. The SAN provides the primary interface for the input and output of data from all military departments, SCOs, and International Military Student Offices (IMSOs). Additionally, the SCO training manager obtains data used for the Security Cooperation Training Management System (SC-TMS) from SAN. All SCOs and IMSOs must use the SAN and its components to perform their assigned SC training management functions.

The OUSD(C) is modifying an existing System of Records titled, ``Forms and Account Management Service (FAMS),'' DCFO 01. FAMS will be the sole, web-based platform for the appointment and termination of Department Accountable Officials, appointment and termination of Key Signatories of financial documentation, and access management to a portfolio of information systems. During Financial Improvement and Audit Readiness (FIAR) audits of Department of Defense (DoD) Information Technology (IT) processes, numerous notices of findings and recommendations were issued related to vulnerabilities in managing Defense systems account access and appointment of accountable official positions. Findings identified gaps in properly handling and managing accounts for access and authority to act. Improper account management presents information security risks that could result in unauthorized access. Historically, many of these functions were performed in a decentralized manner and conducted manually without effective checks and balances on accuracy. Introduction of the new web-based platform will reduce and eliminate the use of paper forms as it will automate the request and approval processes and enable periodic validation and reconciliation of account records against actual account permissions.

Civil Monetary Penalty Adjustments for Inflation

This final rule is being issued to adjust for inflation each civil monetary penalty (CMP) provided by law within the jurisdiction of the United States Department of Commerce (Department of Commerce). The Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015, required the head of each agency to adjust for inflation its CMP levels in effect as of November 2, 2015, under a revised methodology that was effective for 2016 which provided for initial catch up adjustments for inflation in 2016, and requires adjustments for inflation to CMPs under a revised methodology for each year thereafter. The 2019 adjustments for inflation to CMPs to the Department of Commerce's CMPs were published in the Federal Register on February 7, 2019, and became effective March 1, 2019. The annual methodology provides for the improvement of the effectiveness of CMPs and to maintain their deterrent effect. Agencies' annual adjustments for inflation to CMPs shall take effect not later than January 15. The Department of Commerce's 2020 adjustments for inflation to CMPs apply only to CMPs with a dollar amount, and will not apply to CMPs written as functions of violations. The Department of Commerce's 2020 adjustments for inflation to CMPs apply only to those CMPs, including those whose associated violation predated such adjustment, which are assessed by the Department of Commerce after the effective date of the new CMP level.

The U.S. Department of Transportation (Department or DOT) is seeking comment in this Notice of Proposed Rulemaking (NPRM) on proposed amendments to the Department's disability regulation. This NPRM proposes specific measures for improving accessibility of lavatories on single-aisle aircraft for passengers with disabilities. These improvements include changes to the interior of the lavatory, additional services that airlines would provide with respect to lavatory access, training requirements, and improvements to the aircraft's onboard wheelchair.
