Standard Rates of Subsistence Allowance and Commutation Instead of Uniforms for Members of the Senior Reserve Officers' Training Corps
This final rule removes DoD's regulation which provides internal processes and accounting information in order to provide subsistence and commutation instead of uniforms to members of Senior Reserve Officers' Training Corps (ROTC) programs located at eligible colleges and universities. Examples of eligible colleges and universities include The Citadel and Virginia Military Institute where students wear a uniform prescribed by the institution instead of Service-specific uniforms.
Agency Information Collection Activities: Reinstatement of a Previously Approved Collection of Information
The Department of Transportation (DOT) invites public comments on our intention to request Office of Management and Budget (OMB) approval to renew an information collection (OMB Control Number 2105- 0563) in accordance with the requirements of the Paperwork Reduction Act of 1995. The collection is necessary for administration of the BUILD Transportation Discretionary Grants Program. BUILD Transportation grants support surface transportation infrastructure projects that have a significant local or regional impact. A 60-day Federal Register notice was published on December 28, 2018 (83 FR 67484). Since the publication of the 60-day Federal Register notice, no comments were received to the Docket (DOT-OST-2015-0221) and therefore no review of comments was required, so none was performed by the Department.
Privacy Act of 1974; Matching Program
This Computer Matching Agreement (CMA) identifies individuals receiving both federal compensation or pension benefits and public assistance benefits under federal programs administered by the states and verifies public assistance clients' declarations of income circumstances.
Privacy Act of 1974; System of Records
The system contains personnel, employment, and pay data on current and former military and civilian personnel and survivors and dependents of military personnel. System data is used to conduct computer matches with various agencies in accordance with the Computer Matching and Privacy Protection Act of 1988. This proposed routine use will enable the conducting of a match with state public assistance agencies to continue.

Establishment of TRICARE Select and Other TRICARE Reforms
This final rule implements the primary features of section 701 and partially implements several other sections of the National Defense Authorization Act for Fiscal Year 2017 (NDAA-17). The law makes significant changes to the TRICARE program, especially to the health maintenance organization (HMO)-like health plan, known as TRICARE Prime; to the preferred provider organization (PPO) health plan, previously known as TRICARE Extra and replaced by TRICARE Select; and to the third health care option, known as TRICARE Standard, which was terminated December 31, 2017, and is also replaced by TRICARE Select. The statute also adopts a new health plan enrollment system under TRICARE and new provisions for access to care, high value services, preventive care, and healthy lifestyles. In implementing the statutory changes, this final rule makes a number of improvements to TRICARE.

In accordance with the Privacy Act of 1974, the Department of Transportation proposes to update and reissue a current Department of Transportation system of records titled, ``Department of TransportationDOT/ALL 017 Freedom of Information Act (FOIA) and Privacy Act Case Files System of Records.'' The Department also intends to consolidate the following legacy system, ``DOT/MARAD 003 Freedom of Information and Privacy Request Records'' as part of the same and rescind DOT/MARAD 003. This system of records will allow the Department of Transportation, to include its Operating Administrations, the Office of the Inspector General, and Secretarial Offices, to collect and retain records and related correspondence on individuals who have filed requests for information under the Freedom of Information Act and Privacy Act of 1974, including requests for review of final denials of such requests. As a result of a biennial review of this system, records have been updated within the following sections; Security Classification to include classified and sensitive records, Categories of Individuals to include individuals making requests on behalf of the subject individual and individuals whose requests have been referred to the Department for processing by other agencies as well as individuals involved in processing and responding to requests and/or appeals, Categories of Records to provide greater clarity of the type of records and information included in the system, Purposes to include responding to litigation associated with requests, and other activities required to assist the Department in executing its responsibilities, Routine Uses to include three new routine uses to support processing of FOIA and Privacy Act requests, appeals and amendments, and to facilitate understanding of DOT processes, Retrievability to expand the set of identifiers that may be used to retrieve cases, System Manager to provide information on where to find operating administration specific contacts, and Exemptions Claimed to clarify that records requested from other systems are not part of this system of records. Additionally, this notice includes non-substantive changes to simplify the language, formatting, and text of the previously published notice to align with the requirements of Office of Memorandum and Budget Memoranda A-108. This updated system, titled Freedom of Information Act and Privacy Act Case Files, will be included in the Department of Transportation's inventory of record systems.

Notice of Request for Comments: V2X Communications
On December 26, 2018, the Department of Transportation published a Request for Comments that discussed numerous issues concerning vehicle-to-vehicle (V2V), vehicle-to-infrastructure (V2I), and vehicle-to-pedestrian (V2P) communications, collectively known as ``V2X.'' The original comment period for this request would have closed on January 25, 2019. Prior to that time, the Department announced on its website, https://www.transportation.gov/v2x, that it would consider all comments submitted within 30 calendar days of January 25, 2019. Today's notice makes clear that the comment period has been extended and will now close on February 25, 2019.
Exceptional Family Member Program (EFMP)
This part discusses procedures for identifying a family member with special needs and coordinating travel for family members of active duty Service members who meet the Department of Defense (DoD) criteria for the Exceptional Family Member Program (EFMP). It also describes procedures for processing DoD civilian employees who have family members with special needs for an overseas assignment and provides family support services to military families with special needs.

Notice of Public Meetings of the Invasive Species Advisory Committee
Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of a meeting of the Invasive Species Advisory Committee. The purpose of the Advisory Committee (ISAC) is to provide advice to the National Invasive Species Council (NISC), as authorized by Executive Orders 13112 and 13751, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of an in-person meeting on Tuesday, February 26, 2019 through Thursday, February 28, 2019 is to convene the full ISAC Class 9 to respond to requests for advice on: (1) Relevance of the ISAC wildlife health white paper recommendations to addressing invasive ticks and tick-borne diseases (with particular emphasis on military and outdoor recreation contexts); and, (2) recommendations set forth in ISAC white papers over the last twenty years that have not yet been addressed and warrant timely consideration given pressing/emerging invasive species concerns.

In accordance with the Privacy Act of 1974, the Department of Transportation proposes to update and reissue a current Department of Transportation system of records titled, ``Department of Transportation/Office of the SecretaryDOT/OST 102Aviation Consumer Complaint Application Online System of Records.'' This system of records allows the Department of Transportation/Office of the Secretary to collect and maintain records on service-related consumer complaints, inquiries, opinions, and compliments regarding air carriers or air travel companies. The records and information collected and maintained in this system are used to verify compliance with Department's aviation consumer protection requirements. The system receives and is used to process informal complaints regarding aviation consumer issues. The Aviation Consumer Complaint Application Online System of Records utilizes the Department's electronic case management and tracking system to generate reports. It also allows the Department to manage information provided during the course of its investigations and, in the process, to facilitate its management of investigations and investigative resources. Through this system, the Department can enter, update, review, analyze, and manage information regarding case projects and enforcement elements in addition to the ability to run a variety of reports to better manage tracking current and expiring cases. Furthermore, it allows DOT employees to track actions taken to resolve violations, provide a system for creating and reporting statistical information, and tracking government property and other resources used in investigative activities. This system of records notice has been updated within the system location, system manager, categories of records in the system, record source categories, routine uses, storage, retrievability, retention and disposal, safeguards, notification procedures, exemptions, and history. Additionally, the Department of Transportation is issuing a Notice of Proposed Rulemaking to exempt this system of records from certain provisions of the Privacy Act, elsewhere in the Federal Register. Furthermore, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. It also updates the SORN to reflect changes in the heading names and order as required by the reissuance of Circular A-108 by the Office of Management and Budget. This updated system will be included in the Department of Transportation's inventory of record systems.
