The Office of the Secretary is announcing that the Secretarial Commission on Indian Trust Administration and Reform (the Commission) will hold a public webinar meeting on November 20, 2013. The Commission expects that this will be its last public meeting. During the public meeting, the Commission will approve the August 2013 public meeting summary, approve the Commission recommendations, and take public comments.

The Defense Logistics Agency proposes to add a new system of records in its inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended. This notice adds S890.11, Defense Agencies Initiative (DAI) Civilian Time and Labor Records.

We are informing the public that the U.S. Department of Agriculture (USDA) is soliciting comments to identify ways to foster communication and collaboration among those involved in diverse agricultural production systems in order to further agricultural coexistence. We are taking this action in response to recommendations from the USDA's Advisory Committee on Biotechnology & 21st Century Agriculture.

In accordance with the requirements of the Federal Advisory Committee Act, 5 U.S.C. App., 2, the U.S. Department of the Interior, Office of the Secretary, Wildland Fire Executive Council (WFEC) will meet as indicated below.

The Defense Logistics Agency (DLA) announces the availability of an environmental assessment (EA) for the potential environmental impacts associated with the proposed action to construct a General Purpose Warehouse and Information Technology Center at Defense Distribution Depot San Joaquin, CaliforniaTracy Site. The EA has been prepared as required under the National Environmental Policy Act (NEPA) (1969). In addition, the EA complies with DLA Regulation (DLAR) 1000.22. DLA has determined that the proposed action was not a major federal action significantly affecting the quality of the human environment within the context of NEPA. Therefore, the preparation of an environmental impact statement (EIS) is not required.

The Department of Labor (DOL) is submitting the Office of Workers' Compensation Programs (OWCP) sponsored information collection request (ICR) revision titled, ``Notice of Law Enforcement Officer's Injury or Occupational Disease and Notice of Law Enforcement Officer's Death,'' to the Office of Management and Budget (OMB) for review and approval for use in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq.).

The Department of Defense is publishing this notice to announce that the following Federal Advisory Committee meeting of the Department of Defense Military Family Readiness Council will take place. The purpose of this meeting is to refine the Council recommendations that will be included in the 2013 Military Family Readiness Council reports to the congressional defense committees and the Secretary of Defense.

The Department of Labor (DOL) is submitting the Office of Workers' Compensation Programs (OWCP) sponsored information collection request (ICR) revision titled, ``Energy Employees Occupational Illness Compensation Program Act Forms,'' to the Office of Management and Budget (OMB) for review and approval for use in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq.).

On December 10, 2010 (75 FR 77380-77447), DoD published a notice of approval of a personnel management demonstration project for eligible ONR employees. Within that notice, there were several typographical errors discovered. Additionally, after the publication of the notice and implementation of the demonstration project, ONR determined that for effective personnel management practices, amendments need to be made to provide better consistency in the use of the extended probationary periods for newly hired employees, and to more thoroughly cite the waivers to regulations required to apply these extended probationary periods. Amendments must also be made to better define minimally successful performance for assignments involving displacement, and to remove the requirement that advancements in certain Pay Bands need Executive Director's approval. This notice provides the final amendment to the demonstration project plans.

In compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), this notice announces that the Information Collection Request abstracted below is being forwarded to the Office of Management and Budget for review and comments. A Federal Register Notice with a 60-day comment period soliciting comments on renewing the same information collection was published on July 12, 2013 [78 FR 41974]. There were three responses to the docket with a total of seven comments. Two of the respondents were consortium/third party administrators from the trucking and pipeline industries, and one respondent represented a collection site that performs DOT urine collections and pre-employment medical exams. Our responses to the respondents' comments are explained in this notice and the supporting statement to OMB.

In compliance with section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, has submitted an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB) for review and approval. The ICR is for renewal of the approved information collection assigned OMB control number 0937-0025, scheduled to expire on October 31, 2013. Comments submitted during the first public review of this ICR will be provided to OMB. OMB will accept further comments from the public on this ICR during the review and approval period.

In compliance with section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, has submitted an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB) for review and approval. The ICR is for reinstatement of a previously-approved information collection assigned OMB control number 0937-0191, which expired on May 31, 2011. Comments submitted during the first public review of this ICR will be provided to OMB. OMB will accept further comments from the public on this ICR during the review and approval period.

The Office of the Secretary of Defense proposes to alter a system of records, DMDC 18 DoD, Synchronized Predeployment and Operational Tracker Enterprise Suite (SPOT-ES) Records, in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system allows federal agencies and Combatant Commanders the ability to plan, manage, track, account for, monitor and report on contracts, companies and contractor employees during planning, operation and drawdown of any contingency, humanitarian assistance, peacekeeping, or disaster-recovery operation both within and outside of the U.S. This system is transferring from the Department of the Army to the Office of the Secretary of Defense, Defense Management Data Center.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Assistant Secretary of Defense for Health Affairs announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

On Thursday, October 3, 2013 (78 FR 61343-61344), the Department of Defense published a notice announcing a meeting of the National Commission on the Structure of the Air Force on October 24, 2013 and October 25, 2013. This notice corrects the time of the October 24, 2013 meeting, which is now scheduled to run from 8:00 a.m. to 5:00 p.m. and also provides notice that the meeting is now partially closed to the public. The open afternoon meeting from 1:00 p.m. to 5:00 p.m. and the all-day meeting on Friday, October 25, 2013 remain as previously scheduled, with some modifications to the list of witnesses scheduled to testify.

On Tuesday, September 24, 2013 (78 FR 58526-58528), the Department of Defense published a notice announcing a meeting of the Strategic Environmental Research and Development Program, Scientific Advisory Board that was to have taken place on October 15, 2013 and October 16, 2013. This meeting was cancelled.

This Notice implements Title II of the Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002 (No FEAR Act of 2002). It is the annual obligation for Federal agencies to notify all employees, former employees, and applicants for Federal employment of the rights and protections available to them under the Federal Anti-discrimination and Whistleblower Protection Laws.

On Thursday, September 26, 2013 (78 FR 59343- 59344), the Department of Defense published a notice announcing an October 4, 2013 meeting of the National Commission on the Structure of the Air Force in Colorado Springs, Colorado. On October 3, 2013 (78 FR 61342-61343), the Department of Defense published a notice announcing an October 9, 2013 meeting of the National Commission on the Structure of the Air Force in Chicopee, Massachusetts. Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), and the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), this notice announces that the National Commission on the Structure of the Air Force meetings scheduled for Tuesday, October 1, Friday, October 4, 2013 and Wednesday, October 9, 2013 were cancelled due to the government shutdown.
