This interim final rule implements Section 716 of the National Defense Authorization Act for Fiscal Year 2013 which establishes a five year pilot program that would generally require TRICARE for Life beneficiaries to obtain all refill prescriptions for covered maintenance medications from the TRICARE mail order program or military treatment facility pharmacies. Covered maintenance medications are those that involve recurring prescriptions for chronic conditions, but do not include medications to treat acute conditions. Beneficiaries may opt out of the pilot program after one year of participation. This rule includes procedures to assist beneficiaries in transferring covered prescriptions to the mail order pharmacy program. This regulation is being issued as an interim final rule in order to comply with the express statutory intent that the program begin early in calendar year 2013. Public comments, however, are invited and will be considered for possible revisions to this rule for the second year of the program.

The Department of Defense (DoD) is publishing this notice to announce the following Federal Advisory Committee Meeting of the Uniform Formulary Beneficiary Advisory Panel (hereafter referred to as the Panel).

The Department of Labor (DOL) is submitting the Employee Benefits Security Administration (EBSA) sponsored information collection request (ICR) titled, ``Prohibited Transaction Class Exemption 1985-68 to Permit Employee Benefit Plans to Invest in Customer Notes of Employers,'' to the Office of Management and Budget (OMB) for review and approval for continued use, without change, in accordance with the Paperwork Reduction Act of 1995 (PRA), 44 U.S.C. 3501 et seq.

In compliance with section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, has submitted an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB) for review and approval. The ICR is for a new generic clearance. OMB will accept further comments from the public on this ICR during the review and approval period.

On November 4, 2013, DHS published a notice in the Federal Register, announcing a Secretarial determination under section 212(d)(3)(B)(i) of the Immigration and Nationality Act, 8 U.S.C. 1182(d)(3)(B)(i), as amended. DHS inadvertently omitted three words from that notice. With this document, DHS is making three typographical corrections to that notice: inserting the words ``alien,'' ``in,'' and ``or.''

In compliance with section 3507(a)(1)(D) of the Paperwork Reduction Act of 1995, the Office of the Secretary (OS), Department of Health and Human Services, has submitted an Information Collection Request (ICR), described below, to the Office of Management and Budget (OMB) for review and approval. In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Office of the Under Secretary of Defense (Personnel and Readiness) announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The Department of Defense is publishing the unclassified text of a section 36(b)(1) arms sales notification. This is published to fulfill the requirements of section 155 of Public Law 104-164 dated July 21, 1996.

On November 29, 2013, the Department of Labor (DOL) will submit the Occupational Safety and Health Administration (OSHA) sponsored information collection request (ICR) revision titled, ``Cranes and Derricks in Construction Standard,'' to the Office of Management and Budget (OMB) for review and approval for use in accordance with the Paperwork Reduction Act (PRA) of 1995 (44 U.S.C. 3501 et seq.).

The Department of Labor published a document in the Federal Register on November 8, 2013, announcing submission of the Wage and Hour Division sponsored information collection request (ICR) proposal titled, ``Worker Classification Survey,'' to the Office of Management and Budget for review and approval for use in accordance with the Paperwork Reduction Act of 1995, 44 U.S.C. 3501 et seq., and to invite comments on the ICR. The document contained an incorrect URL to access a copy of the ICR free of charge via the Internet.

The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35).

The Department of Defense has submitted to OMB for clearance, the following proposal for collection of information under the provisions of the Paperwork Reduction Act (44 U.S.C. Chapter 35).

The Department of Transportation (DOT), Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU) announces the opportunity for; (1) Business centered community- based organizations; (2) transportation-related trade associations; (3) colleges and universities; (4) community colleges or; (5) chambers of commerce, registered with the Internal Revenue Service as 501 C (6) or 501 C (3) tax-exempt organizations, to compete for participation in OSDBU's Small Business Transportation Resource Center (SBTRC) program in the Northwest Region. The Defense Information Systems Agency proposes to add a new system of records, KWHC 08, entitled ``DefenseReady'', to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will manage personnel and security records for the purpose of validation, analysis, and appraisal throughout the lifecycle. This system is used to track travel, security, sensitive items such as access/accountable badges, ownership and employment data of White House Communications Agency (WHCA) employees for the White House community.

The Department of Defense is publishing this notice to correct a previously announced notice of a Federal advisory committee closed meeting of the National Commission on the Structure of the Air Force (``the Commission'') (78 FR 68826-68828, November 15, 2013).

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/United States Citizenship and Immigration Services008 Refugee Access Verification Unit System of Records.'' This system of records allows the Department of Homeland Security/U.S. Citizenship and Immigration Services to collect information to verify claimed relationships between anchor relatives in the United States and their overseas family members seeking access to the U.S. Refugee Admissions Program under the Priority 3 Family Reunification Program. Eligible anchor relatives who were admitted to the United States as refugees or granted asylum in the United states may file an Affidavit of Relationship for qualifying overseas family members (spouses, unmarried children under age 21, and/or parents) to seek access to the U.S. Refugee Admission Program for their family members under Priority 3. USCIS is updating this system of records to include: (1) An updated system location; (2) updated categories of records; (3) updated routine uses; (4) a proposed retention schedule; (5) updated data elements used to retrieve records; and (6) updated sources of records. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. This updated system will continue to be included in the Department of Homeland Security's inventory of record systems.

Pursuant to the provisions of the Federal Advisory Committee Act, notice is hereby given of meetings of the Invasive Species Advisory Committee. The purpose of the Advisory Committee is to provide advice to the National Invasive Species Council, as authorized by Executive Order 13112, on a broad array of issues related to preventing the introduction of invasive species and providing for their control and minimizing the economic, ecological, and human health impacts that invasive species cause. The Council is co-chaired by the Secretary of the Interior, the Secretary of Agriculture, and the Secretary of Commerce. The duty of the Council is to provide national leadership regarding invasive species issues. The purpose of a meeting via teleconference, in lieu of physical travel, on Thursday, December 12, 2013 is to convene the full Advisory Committee to discuss consideration, modification and adoption of an ISAC position paper on utilizing harvest incentives to control invasive species. The Per Diem, Travel and Transportation Allowance Committee is publishing Civilian Personnel Per Diem Bulletin Number 290. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 290 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The Department of Defense is publishing this notice to announce the following Federal Advisory Committee meeting of the Response Systems to Adult Sexual Assault Crimes Panel. This meeting is open to the public.
