The company plans to manufacture
small quantities of the listed controlled
substances in bulk for distribution to its
customers for use as reference
standards.
No comments or objections have been
received. DEA has considered the
factors in 21 U.S.C. 823(a) and
determined that the registration of
Chemtos, LLC., to manufacture the
listed basic classes of controlled
substances is consistent with the public
interest at this time. DEA has
investigated Chemtos, LLC., to ensure
that the company’s registration is
consistent with the public interest. The
investigation has included inspection
and testing of the company’s physical
security systems, verification of the
company’s compliance with state and

Notice.
The Department of Labor
(DOL) is submitting the Office of
Workers’ Compensation Programs
(OWCP) sponsored information
collection request (ICR) titled,
‘‘Survivor’s Form for Benefits under the
Black Lung Benefits Act,’’ to the Office
of Management and Budget (OMB) for
review and approval for continued use,
without change, in accordance with the
Paperwork Reduction Act (PRA) of
1995.
SUMMARY:
By Notice dated June 7, 2013, and
published in the Federal Register on
June 20, 2013, 78 FR 37241, Noramco,
Inc., 1440 Olympic Drive, Athens,
Georgia 30601, made application to the
Drug Enforcement Administration
(DEA) to be registered as a bulk
manufacturer of Opium Tincture (9630),
a basic class of controlled substance
listed in schedule II.
The company plans to manufacture
the listed controlled substance in bulk
for distribution to its customers.
No comments or objections have been
received. DEA has considered the
factors in 21 U.S.C. 823(a) and
determined that the registration of
Noramco, Inc., to manufacture the listed
basic class of controlled substance is
consistent with the public interest at
this time.
DEA has investigated Noramco, Inc.,
to ensure that the company’s
registration is consistent with the public
interest. The investigation has included
inspection and testing of the company’s
physical security systems, verification
of the company’s compliance with state
and local laws, and a review of the
company’s background and history.
Therefore, pursuant to 21 U.S.C.
823(a), and in accordance with 21 CFR
1301.33, the above named company is
granted registration as a bulk
manufacturer of the basic class of
controlled substance listed.

Workers’ Compensation uses the
information in determining the
survivor’s entitlement to benefits. The
BLBA and regulations 20 CFR 410.221
and 725.304 authorize this information
collection.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1240–0027.
OMB authorization for an ICR cannot
be for more than three (3) years without
renewal, and the current approval for
this collection is scheduled to expire on

hazard. Regulations 30 CFR 75.1702–1
requires a mine operator to submit a
smoking prevention plan to the MSHA
for approval.
