Notice of Availability of Guidance on Accelerated Decisionmaking in Environmental Reviews
DOT is announcing the availability of guidance implementing Section 1319 of MAP-21, on Accelerated Decisionmaking in Environmental Reviews. This section of MAP-21 provides for the use of errata sheets on the Draft Environmental Impact Statement, in lieu of a Final EIS (FEIS), when the EIS has limited or factual changes. It also states that the lead agency under NEPA shall issue a combined FEIS and ROD unless circumstances exist to make it impracticable. This eliminates the 30-day wait period between the release of the FEIS and ROD. This guidance builds on the interim guidance that was released by FHWA and FTA in January 2013, but applies to the entire Department. The FHWA and FTA interim guidance is retained as a supplemental appendix specific to those agencies. The Department of Transportation (DOT), Office of the Secretary (OST), Office of Small and Disadvantaged Business Utilization (OSDBU) announces the opportunity for: (1) Business centered community- based organizations; (2) transportation-related trade associations; (3) colleges and universities; (4) community colleges or; (5) chambers of commerce, registered with the Internal Revenue Service as 501 C(6) or 501 C(3) tax-exempt organizations, to compete for participation in OSDBU's Small Business Transportation Resource Center (SBTRC) program in the Northern Plains Region (Montana, North Dakota, Minnesota and Iowa). OSDBU will enter into Cooperative Agreements with these organizations to provide outreach to the small business community in their designated region and provide financial and technical assistance, business training programs, business assessment, management training, counseling, marketing and outreach, and the dissemination of information, to encourage and assist small businesses to become better prepared to compete for, obtain, and manage DOT funded transportation- related contracts and subcontracts at the federal, state and local levels. Requirements for the Recognizing Aviation and Aerospace Innovation in Science and Engineering Awards; Deadline Extension
Pursuant to a recommendation by the Future of Aviation Advisory Committee, the Secretary of Transportation is announcing the third-annual competition to recognize students with the ability to demonstrate unique, innovative thinking in aerospace science and engineering. In its third year, the Secretary has decided to create two divisions within the award: A high school division and a university division (both undergraduate and graduate). The Secretary of Transportation intends to use the awards to incentivize students at high schools and universities to think creatively in developing innovative solutions to aviation and aerospace issues, and to share those innovations with the broader community. This notice extends the deadline for submitting proposals for the RAISE Award and makes other small changes to the prior notices issued in April (79 FR 19167) and May (79 FR 29476) 2014. The Department of Transportation has decided that interested students could benefit from more time to develop proposals for the 2014 competition. Thus, we are extending the dates for submitting expressions of interest to November 14, 2014, and for submitting final packages to 3:00 p.m. Eastern Standard Time on December 30, 2014.
Notice of Order Soliciting Community Proposals
The Department of Transportation is soliciting proposals from communities or consortia of communities interested in receiving grants under the Small Community Air Service Development Program. The full text of the Department's order, including Appendices, is included in this Notice. As noted in the order, an application for a grant under this program must include a Grant Proposal of no more than 20 pages (one-sided only), a completed Application for Federal Domestic Assistance (SF424), a Summary Information Schedule, and any letters from the applicant community showing support.

Emergency Order Providing for Local Notification of High-Volume Rail Transport of Bakken Crude Oil
On May 7, 2014, the U.S. Secretary of Transportation issued an Emergency Order (EO), that requires that each railroad operating trains containing more than 1,000,000 gallons of Bakken crude oil (approximately 35 tank cars) in a particular state to provide the State Emergency Response Commission notification regarding the expected movement of such trains through the counties in that state. Proposed Information Collection Request; Notice of Requirements and Procedures for Grant Payment Request Submission
The Department of Transportation (DOT), Office of the Secretary (OST) will be submitting the following request for extension to the previously approved information collection request to the Office of Management and Budget (OMB) for review and clearance in accordance with the Paperwork Reduction Act of 1995. The information collection was previously published in the Federal Register on December 27, 2013, allowing for a 60-day public comment period.

Notice of Funding Availability for the Department of Transportation's National Infrastructure Investments under the Consolidated Appropriations Act, 2014
This notice announces the availability of funding and requests proposals for the Department of Transportation's National Infrastructure Investments. This notice is addressed to organizations that are interested in applying and provides guidance on selection criteria and application requirements for the National Infrastructure Investments. The Consolidated Appropriations Act, 2014 (Pub. L. 113-76, January 17, 2014) (``FY 2014 Appropriations Act'') appropriated $600 million to be awarded by the Department of Transportation (``DOT'') for National Infrastructure Investments. This appropriation is similar, but not identical, to the program funded and implemented pursuant to the American Recovery and Reinvestment Act of 2009 (the ``Recovery Act'') known as the Transportation Investment Generating Economic Recovery, or ``TIGER Discretionary Grants,'' program. Because of the similarity in program structure, DOT will continue to refer to the program as ``TIGER Discretionary Grants.'' As with previous rounds of TIGER, funds for the FY 2014 TIGER program (``TIGER FY 2014'') are to be awarded on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area, or a region. Through this notice, DOT is soliciting applications for TIGER Discretionary Grants. In the event that this solicitation does not result in the award and obligation of all available funds, DOT may decide to publish an additional solicitation(s).
Next Phase of the Regulatory Review of Existing DOT Regulations
In accordance with Executive Order 13563, ``Improving Regulation and Regulatory Review,'' the Department of Transportation (Department, DOT, or we) is conducting a review of its existing regulations to evaluate their continued validity and determine whether they are crafted effectively to solve current problems. On February 16, 2011, the Department began a process to review existing regulations, which included a public meeting and various other opportunities to solicit public comments. That process resulted in a Plan for Implementation of Executive Order 13563 that was released in August 2011. Additionally, the Department has regularly updated the list of regulations that are under review or further study and provided updates on timing of the review. The latest update was released in January 2014 and can be found at https://www.reginfo.gov. (See Appendix D of the Department's semi-annual Regulatory Agenda.) In continuing this effort, the Department again invites the public to comment on the next phase of its retrospective regulatory review process.
