The National Institute of Justice (NIJ) announces publication of Minimum Scheme Requirements to Certify Criminal Justice Restraints Described in NIJ Standard 1001.00. The minimum scheme requirements are found in the Supplementary Information below, as well as in the document found here: https://www.ncjrs.gov/pdffiles1/nij/250566.pdf. NIJ Standard 1001.00, Criminal Justice Restraints Standard, was published in the Federal Register on November 19, 2014, and may be found here: https://federalregister.gov/a/2014-27367. All references to ``Criminal Justice Restraints Certification Program Requirements, NIJ CR-1001.00'' in NIJ Standard 1001.00, including in Section 1.1.1 of that standard, shall be understood to refer to the Minimum Scheme Requirements published here. NIJ has been working with conformity assessment bodies to develop acceptable criteria by which NIJ would recognize a product certification scheme operated by a certification body in the private sector. Certification better ensures that quality restraints are available to criminal justice practitioners. In the interest of officer safety and public safety, NIJ anticipates recognizing certification programs in the private sector that meet or exceed the minimum scheme requirements. Certification bodies that are interested in developing a product certification scheme for restraints described in NIJ Standard 1001.00 should contact NIJ at the contact information listed below. As previously noted (https://www.federalregister.gov/d/2016-22057), Safety Equipment Institute (SEI), which is accredited by the American National Standards Institute (ANSI) to ISO/IEC 17065 Conformity assessment Requirements for bodies certifying products, processes and services, has established a certification program for restraints described in NIJ Standard 1001.00. ISO/IEC 17065 is a joint endeavor of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). For law enforcement and corrections personnel, first responders, and others who work with the public, overcoming language barriers when working with individuals with limited English proficiency is vital to doing their jobs effectively. Voice translation technology can provide a practical solution. The National Criminal Justice Technology Research, Test, and Evaluation Center (NIJ RT&E Center) is developing a ``Market Survey of Voice Translation Technologies for Criminal Justice Applications'' to address this issue. The National Institute of Justice (NIJ) announces that it is discontinuing the metallic handcuffs Compliance Testing Program (CTP). The program is closed to new submissions effective upon publication of this notice. The metallic handcuffs Compliant Products List (CPL) will remain published for an additional year until September 14, 2017, after which time it will be taken down. In place of the CTP, NIJ has been working with conformity assessment bodies to develop acceptable criteria by which NIJ would recognize a product certification scheme operated by a certification body in the private sector. NIJ seeks feedback from the public on draft minimum requirements that a product certification scheme must contain for the certification of restraints described in NIJ Standard 1001.00, Criminal Justice Restraints Standard. NIJ anticipates recognizing certification programs that meet or exceed the minimum scheme requirements. Unmanned Aircraft Systems Evaluation

NIJ is soliciting information on the operational use of Unmanned Aircraft Systems (UAS) in support of law enforcement. The focus of the study is on the use of UAS for crash scene reconstruction; however, information on alternative uses of UAS in law enforcement is also requested. The National Criminal Justice Research, Test and Evaluation Center (NIJ RT&E Center) is performing an operational evaluation of UAS for Crash Scene Reconstruction. The objective of this evaluation is to evaluate the utility of a UAS to support crash scene reconstruction in an operational law-enforcement setting. In particular, the study will determine whether a UAS could be used to improve crash scene reconstruction in terms of quality, safety, timeliness, or other metrics. Based upon previous investigations, the Center has identified a number of agencies that have operational UAS capabilities configured to support law enforcement. The Center is now seeking to partner with those or other interested agencies in order to complete the operational evaluation. Information Sought: The Center is seeking law enforcement agencies with which to partner in an operational evaluation of UAS technology for Crash Scene Reconstruction. This evaluation will, at the discretion of the partnering agency, occur during normal operations or during scheduled exercises. Agencies or vendors who respond to this request for information are invited to provide general comments with regard to the evaluation for NIJ RT&E Center to consider, including which uses of the system and which performance metrics are appropriate for the evaluation. It should be noted that the purpose of the evaluation is to assess the utility of UAS technology; this includes assessment of both current and possible future practices. The Center is not evaluating the participating law enforcement agencies, just the application of using UAS for Crash Scene Reconstruction. Information will be obtained through responses to the information requested below as a baseline for initial information gathering from responding law enforcement agencies. Follow up discussions will be conducted in some cases. CBRN Protective Ensemble Standard Workshop

The NIJ and the Technical Support Working Group are hosting a workshop in conjunction with the 2105 Personal Protective Equipment Workshop in Fort Lauderdale, FL. The focus of the workshop is the research conducted in support of the revision of NIJ Standard 0116.00 CBRN Protective Ensemble Standard for Law Enforcement, found at https:/ /www.ncjrs.gov/pdffiles1/nij/221916.pdf. The session is intended to inform manufacturers, test laboratories, certification bodies, and other interested parties of these standards development efforts. The workshop is being held specifically to discuss recent progress made toward the revision and to receive input, comments, and recommendations. Space is limited at the workshop, and as a result, only 50 participants will be allowed to register for each session. It is requested that each organization limit their representatives to no more than two per organization. Exceptions to this limit may occur, should space allow. Participants planning to attend are responsible for their own travel arrangements.
