MHK Distributed and Alternate Applications Forum
This notice serves to announce that the Water Power Technologies Office (WPTO) within the Department of Energy (DOE) intends to hold a marine and hydrokinetic (MHK) Distributed and Alternate Applications Forum (``Forum'') in Washington, DC from December 5-7, 2017. The purpose of the Forum is to gather the latest information on potential high-priority alternative markets for MHK technologies. In order to gather as much data as possible, the Forum will bring together key representatives from potential high-priority markets, MHK technology developers and academia, along with staff from the Department of Energy and its national laboratories who have conducted some preliminary investigation of potential opportunities. This information will ultimately be used to inform WPTO activities and strategy.

Revision of a Currently Approved Information Collection for the Energy Efficiency and Conservation Block Grant Financing Programs
The Department of Energy (DOE) invites public comment on a revision of a currently approved collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. The information collection requests a revision and three-year extension of its Energy Efficiency and Conservation Block Grant Program, OMB Control Number 1910-5150. The proposed action will continue the collection of information on the status of financing program activities, expenditures, and results, to ensure that program funds are being used appropriately, effectively and expeditiously. No changes to the collection instrument are being proposed. Comments are invited on: (a) Whether the revision of the currently approved collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden pertaining to the approved collection of information, including the validity of the methodology and assumptions used; (c) ways to further enhance the quality, utility, and clarity of the information being collected; and (d) ways to further minimize the burden regarding the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Notice of Petition for Waiver of Johnson Controls, Inc. (JCI) From the Department of Energy Central Air Conditioners and Heat Pumps Test Procedure, and Granting of Interim Waiver
This notice announces receipt of and publishes a petition for waiver from JCI seeking an exemption from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the efficiency of central air conditioners (CAC) and heat pumps (HP). According to JCI, testing its CAC and HP basic models that use variable-speed, oil-injected scroll compressors (VSS systems) with only a 20-hour break-in period produces results unrepresentative of their true energy consumption characteristics, and would provide materially inaccurate comparative data. JCI requests that in lieu of the 20-hour break-in limit, it be permitted to test its VSS systems with a 72-hour break-in period. This notice also grants JCI an interim waiver from the DOE CAC and HP test procedure for its specified basic models, subject to use of the alternative test procedure as set forth in this notice. DOE solicits comments, data, and information concerning JCI's petition and its suggested alternate test procedure.
Notice of Request for Information on Solar Energy Technology Analysis & Data Needs
The U.S. Department of Energy (DOE) invites public comment on its Request for Information (RFI) number DE-FOA-0001818 regarding the Solar Energy Technology Analysis & Data Needs. DOE's Solar Energy Technologies Office (SETO) is requesting input on integrated data and analysis needs across the solar value chain to inform near to mid-term plans for the development of resources such as information based network planning, real time optimization, and bankability tools in the context of DOE's SunShot 2030 goals. SETO aims to better understand the information-related problems and questions that exist for key stakeholders, including manufacturers, project developers, financiers, engineering procurement and construction businesses, state and local jurisdictions, researchers, analysts, and others supporting the technological advancement and wide scale adoption of solar technology.

The Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE) has submitted to the Office of Management and Budget (OMB) for clearance, a proposal for a three-year extension, with changes, of a collection of information under the provisions of the Paperwork Reduction Act of 1995. The proposed collection will provide DOE with the information necessary to meet its statutory and regulatory obligations under the National Environmental Policy Act (NEPA) of 1969 and the DOE NEPA implementing regulations, which requires EERE to perform environmental impact analyses prior to making a decision to provide Federal funding for research, development and demonstration projects funded by DOE.
Notice of Availability of Guidance and Application for Hydroelectric Incentive Program
The U.S. Department of Energy (DOE) gives notice of updated guidance for the Energy Policy Act of 2005 program. The guidance describes the hydroelectric incentive payment requirements and explains the type of information that owners or authorized operators of qualified hydroelectric facilities must provide DOE when applying for hydroelectric incentive payments. This incentive is available for electric energy generated and sold for a specified 10-year period as authorized under the Energy Policy Act of 2005. In Congressional appropriations for Federal fiscal year 2017, DOE received funds to support this hydroelectric incentive program. At this time, DOE is only accepting applications from owners and authorized operators of qualified hydroelectric facilities for hydroelectricity generated and sold in calendar year 2016.
Extension of Waiver to Panasonic Appliances Refrigeration Systems Corporation of America (PAPRSA) From the Department of Energy Consumer Refrigerator and Refrigerator-Freezer Test Procedures
The U.S. Department of Energy (``DOE'') is granting a waiver extension (Case No. RF-047) to Panasonic Appliances Refrigeration Systems Corporation of America (``PAPRSA'') to waive the requirements of the DOE refrigerator and refrigerator-freezer test procedures for determining the energy consumption of a specific combination cooler- refrigerator basic model, PR5181WBC. Under this extension, PAPRSA is required to test and rate this basic model in accordance with the applicable DOE test procedure, with the exception that it must calculate energy consumption using a correction factor (``K-factor'') of 0.85.
Energy Conservation Program: Test Procedure for Room Air Conditioners
The U.S. Department of Energy (``DOE'') is initiating a data collection process through this request for information to consider whether to amend DOE's test procedure for room air conditioners (``room ACs''). To inform interested parties and to facilitate this process, DOE has gathered data, identifying several issues associated with the currently applicable test procedure on which DOE is interested in receiving comment. The issues outlined in this document mainly concern issues initially identified in an RFI issued in 2015 considering amendments to the current energy conservation standards and test procedure for room ACs; harmonization with the recently established portable air conditioner (``portable AC'') test procedure; clarification of the test setup and testing conditions; updated industry test procedures for room ACs; and any additional topics that may inform DOE's decisions in a future test procedure rulemaking, including methods to reduce regulatory burden while ensuring the procedure's accuracy. DOE welcomes written comments from the public on any subject within the scope of this document (including topics not raised in this RFI).

Notice of Petition for Waiver of Apple, Inc., Microsoft Corporation, Poin2 Lab, and Hefei Bitland Information Technology Co., Ltd. From the Department of Energy External Power Supplies Test Procedure and Grant of Interim Waiver
This notice announces receipt of and publishes petitions for waivers from Apple, Inc. (``Apple''), Microsoft Corporation (``Microsoft''), Poin2 Lab (``Poin2''), and Hefei Bitland Information Technology Co., Ltd. (``Bitland'') (collectively, ``the petitioners'') seeking an exemption from specific portions of the U.S. Department of Energy's (``DOE's'') test procedure for determining external power supply (``EPS'') energy efficiency. The waiver requests pertain to adaptive EPSs that support a particular International Electrotechnical Commission standard. Under the existing DOE test procedure, the average active mode efficiency of an adaptive EPS must be tested at both its lowest and highest achievable output voltages. The petitioners contend that since their products operate above 2 amps current at the lowest achievable output voltages under rare conditions and for only brief periods of time, the suggested alternative testing approach detailed in their waiver petition requests is needed to measure the active mode efficiency of their products in a representative manner. DOE is granting the petitioners with an interim waiver from the DOE EPS test procedure for the specified basic models of EPSs, subject to use of the alternative test procedure as set forth in this document and is soliciting comments, data, and information concerning the petitions and the suggested alternate test procedure.
Notice of Petition for Waiver of New Shunxiang Electrical Appliance Co., Ltd., From the Department of Energy Refrigerator, Refrigerator-Freezer, Freezer Test Procedures
This notice announces receipt of and publishes a petition for waiver from New Shunxiang Electrical Appliance Co., Ltd. (``New Shunxiang''), seeking an exemption from specified portions of the U.S. Department of Energy (``DOE'') test procedure for determining the energy consumption of refrigerators and refrigerator-freezers under the regulations. New Shunxiang contends that the DOE test procedure does not clearly address its basic model JG50-2D1, which combines a compartment intended for storing wine (a cooler compartment) with a beverage cooler (a refrigerator compartment), and has petitioned for a waiver from appendix A. Although New Shunxiang did not propose an alternate test approach for its basic model, DOE has granted waivers for similar products. Therefore, DOE is considering whether to permit New Shunxiang to test and rate its basic model of combination cooler- refrigerator in a manner similar to that which DOE has permitted for other manufacturers with similar products. DOE also solicits comments, data, and information concerning New Shunxiang's petition and on the alternate test procedure detailed in this document.
Notice of Petition for Waiver of ITW Food Equipment Group, LLC From the Department of Energy Commercial Refrigeration Equipment Test Procedures and Grant of Interim Waiver
This notice announces receipt of and publishes a petition for waiver from ITW Food Equipment Group, LLC (ITW) seeking an exemption from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of commercial refrigeration equipment under the regulations for basic models of their Innopod temperature controlled grocery and general merchandise system (Innopod). ITW requests modifications, as specified in its petition for waiver, to the existing DOE test procedure, which references Air- Conditioning, and Refrigeration Institute (ARI) Standard 1200-2006 and Air-Conditioning, Heating, and Refrigeration Institute (AHRI) Standard 1200 (I-P)-2010 that further references American National Standards Institute/American Society of Heating, Refrigerating and Air- Conditioning Engineers (ANSI/ASHRAE) Standard 72. ITW submitted to DOE an alternate test procedure that allows for testing of specified Innopod basic models. This notice also announces that DOE has granted ITW an interim waiver from the DOE commercial refrigeration equipment test procedures for the specified commercial refrigeration equipment basic models, subject to use of the alternative test procedure as set forth in this notice. DOE solicits comments, data, and information concerning ITW's petition and its suggested alternate test procedure.

Energy Conservation Program: Energy Conservation Standards for Dedicated-Purpose Pool Pump Motors; Notice of Public Meeting
On January 18, 2017, the U.S. Department of Energy (``DOE'') published in the Federal Register a direct final rule to establish new energy conservation standards for dedicated purpose pool pumps. These standards did not directly address the efficiency of the motors used in dedicated-purpose pool pumps, particularly in replacement applications. Interested stakeholders have encouraged DOE to initiate a working group to specifically address dedicated-purpose pool pump motors that can be used in replacement applications. Therefore, DOE is announcing a public meeting to gather data and information that could lead to the consideration of energy conservation standards for dedicated-purpose pool pump (DPPPs) motors. The meeting will be held on August 10, 2017.
Notice of Petition for Waiver From Acuity Brands From the Department of Energy Illuminated Exit Signs Test Procedure
This notice announces receipt of a petition from Acuity Brands (Acuity) seeking a waiver from specific portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of illuminated exit signs. Acuity seeks to use an alternate test procedure to address issues involved in testing certain basic models of illuminated exit signs identified in its petition. Acuity contends that its combination illuminated exit signs cannot be accurately tested using the currently applicable DOE test procedure. Although Acuity has proposed an alternate test procedure, DOE is proposing a different alternate test procedure to test and rate specified Acuity basic models in this notice. DOE solicits comments, data, and information concerning Acuity's petition and DOE's proposed alternate test procedure.
Notice of Petition for Waiver of AHT Cooling Systems GmbH and AHT Cooling Systems USA Inc. From the Department of Energy Commercial Refrigerator, Freezer, and Refrigerator-Freezer Test Procedures and Partial Granting of an Interim Waiver
This notice announces receipt of and publishes a petition for waiver from AHT Cooling Systems GmbH and AHT Cooling Systems USA Inc. (AHT) seeking an exemption from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of commercial refrigerators, freezers, and refrigerator- freezers (collectively ``commercial refrigeration equipment'') under the regulations. AHT seeks to use an alternate test procedure to address issues involved in testing forty-eight basic models identified by AHT as part of its petition that do not have a typical defrosting cycle (i.e., the cooling coils are built into the body of the units and require defrosting once or twice per week). Consequently, AHT seeks to test and rate these basic models as ice cream freezers only and to use an alternate two-part test procedure to account for the infrequent defrosts. This notice also announces that DOE is declining to grant AHT an interim waiver regarding multi-mode operation, but DOE is granting an interim waiver to address the defrost cycles, with modifications to AHT's requested approach. The U.S. Department of Energy (DOE) is withdrawing its notice of petition for waiver, partial granting of an interim waiver, and request for public comment for AHT Cooling Systems GmbH and AHT Cooling Systems USA Inc. (``AHT'') from the commercial refrigerator, freezer, and refrigerator-freezer (``CRE'') test procedures. The notice published on March 28, 2017, included an error in the calculations to determine daily energy consumption in the alternate test procedure and omitted a step needed to accurately capture the entire defrost energy contribution. Therefore, DOE is withdrawing the notice in its entirety and will republish the notice with corrected calculations and associated discussion.
Energy Conservation Program for Consumer Products: Decision and Order Granting a Waiver to Miele Incorporated From the Department of Energy Residential Dishwasher Test Procedure
The U.S. Department of Energy (DOE) gives notice of a decision and order (Case No. DW-012) that grants to Miele Incorporated (Miele) a waiver from the DOE dishwasher test procedure for determining the energy consumption of dishwashers. Under this decision and order, Miele is required to test and rate its dishwasher using an alternate test procedure that allows for testing of one specified basic model at 208 volts when measuring energy consumption.
Energy Conservation Program for Consumer Products: Decision and Order Granting a Waiver to Samsung Electronics America, Inc. From the Department of Energy Residential Clothes Washer Test Procedure
The U.S. Department of Energy (DOE) gives notice of a decision and order (Case No. CW-027) that grants to Samsung Electronics America, Inc. (Samsung) a waiver from the DOE test procedure for determining the energy consumption of clothes washers. Under this decision and order, Samsung is required to test and rate its clothes washers with clothes containers greater than 6.0 cubic feet using an alternate test procedure that takes this larger capacity into account when measuring energy consumption.

This notice serves to announce that the Water Power Technologies Office (WPTO) within the U.S. Department of Energy (DOE) intends to hold an Executive Summit on Hydropower Research and Development (``Summit'') in Washington, DC on May 4, 2017. Through this initiative, the WPTO intends to engage industry and researchers to articulate hydropower industry research and development (R&D) needs, discuss capabilities of the national laboratories, and provide guidance to industry on how to engage with the national laboratories to accelerate innovation and achieve bottom-line results.
Energy Conservation Program for Consumer Products: Decision and Order Granting a Waiver to Dyson, Inc. From the Department of Energy Battery Charger Test Procedure
The U.S. Department of Energy (DOE) gives notice of a decision and order (Case No. BC-001) that grants to Dyson, Inc. (Dyson) a waiver from the DOE test procedure for determining the energy consumption of battery chargers. Under this decision and order, Dyson is required to test and rate the battery charger used in its robotic vacuum cleaner model RB01, marketed as the Dyson 360-Eye (Robot) using an alternate test procedure to turn off functions not associated with the battery charging process during the charge and maintenance mode test by isolating a terminal of the battery pack using isolating tape when measuring energy consumption.
Notice of Petition for Waiver of AHT Incorporated From the Department of Energy Commercial Refrigeration Equipment Test Procedures and Partial Grant of Interim Waiver
This notice announces receipt of and publishes a petition for waiver from AHT Cooling Systems GmbH and AHT Cooling Systems USA Inc. (AHT) seeking an exemption from specified portions of the U.S. Department of Energy (DOE) test procedure for determining the energy consumption of multi-mode commercial refrigeration equipment. ASHRAE Standard 72-2005, incorporated by reference in Appendix B, does not provide for defrost testing with built-in cooling coils into the body of AHT's unique multi-mode commercial refrigeration equipment basic models. Consequently, AHT submitted to DOE an alternate test procedure that allows for testing of six specified basic models with a different defrost cycle. This notice also announces that DOE has granted AHT an interim waiver from the DOE commercial refrigeration equipment test procedures for the specified commercial refrigeration equipment basic models, subject to use of the alternative test procedure as set forth in this notice. Notice of Public Scoping, Request for Comment, and Announcement of Public Scoping Meetings for the U.S. Department of Energy Environmental Assessment for New England Aqua Ventus I (DOE/EA-2049)
The U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is proposing to authorize the expenditure of federal funding for the development of New England Aqua Ventus I, an offshore wind advanced technology demonstration project consisting of two turbines on floating foundations in the Gulf of Maine, approximately 2.5 miles south of Monhegan Island, Lincoln County, Maine and 12 miles off the mainland. Development actions include design, construction, and commissioning of the proposed project; environmental monitoring; and up to five years of post- construction structural and performance monitoring data collection by the University of Maine. This project is also known as the Maine Aqua Ventus I project. The proposed project would consist of up to two wind turbine generators and the necessary electrical transmission facilities (i.e. underwater and underground cable) to connect to the Central Maine Power distribution line located in Port Clyde within the town of St. George, Maine. Additional project activities and/or potential impacts from the proposed project would occur in or near Hampden, Searsport, Monhegan Island, Port Clyde and Pemaquid, Maine. The operation, maintenance and eventual decommissioning of the proposed project are considered connected actions under the Council on Environmental Quality's Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act and will be analyzed in this Environmental Assessment (EA) as part of the proposed action. Pursuant to the requirements of the National Environmental Policy Act (NEPA), DOE is preparing an EA to identify and analyze potential impacts to the human environment that may occur if DOE authorizes the expenditure of federal funding in support of New England Aqua Ventus I. DOE is requesting public input on the scope of the EA for New England Aqua Ventus I. External Peer Review Meeting
All programs within the U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy are required to undertake rigorous, objective peer review of their funded projects on a regular basis in order to ensure and enhance the management, relevance, effectiveness, and productivity of those projects. The Wind Energy Technologies Office intends to hold an External Peer Review in Arlington, VA, on February 14-16, 2017. An External Peer Review Panel will review current and recently completed projects and provide feedback on technical, scientific, and business merit; the actual or anticipated results; and the productivity and management effectiveness of projects. The review panel will also assess the potential impact of projects on the wind power industry and identify additional research initiatives and resources that may prove to be advantageous in the future. Principal Investigators, expert reviewers, Wind Energy Technologies Office staff, and contract support staff will be in attendance during the review meeting. The event is open to the public based upon space availability.

Request for Information-Challenges and Opportunities for Sustainable Development of Hydropower in Undeveloped Stream Reaches of the United States; Notice of Reopening of Comment Period
On November 9, 2016, the Water Power Technologies Office (WPTO) within the Department of Energy (DOE) issued a request for information (RFI) in the Federal Register to invite input from the public regarding challenges and opportunities associated with hydropower development in undeveloped stream-reaches. The WPTO is reopening the comment period until February 10, 2017, to provide interested parties with additional time to submit comments.
