The Nuclear Regulatory Commission (NRC) is withdrawing a direct final rule that would have revised the Holtec International HI- STORM 100 cask system listing within the ``List of Approved Spent Fuel Storage Casks'' to include Amendment No. 2 to the Certificate of Compliance. The NRC is taking this action because it has received significant adverse comments in response to an identical proposed rule which was concurrently published with the direct final rule.

Notice is hereby given that the staff of the Nuclear Regulatory Commission (NRC) has prepared a model application related to the revision of technical specifications (TS) on steam generator tube integrity for pressurized water reactors (PWRs). The purpose of this model is to permit the NRC to efficiently process amendments that propose to revise TS for steam generator tube integrity. Licensees of nuclear power reactors to which the model applies may request amendments utilizing the model application.

The NRC is preparing a submittal to OMB for review of continued approval of information collections under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. Chapter 35). Information pertaining to the requirement to be submitted: 1. The title of the information collection: 10 CFR part 33-Specific Domestic Licenses of Broad Scope for Byproduct Material. 2. Current OMB approval number: 3150-0015. 3. How often the collection is required: There is a one-time submittal of information to receive a license. Once a specific license has been issued, there is a 10-year resubmittal of the information for renewal of the license. 4. Who is required or asked to report: All applicants requesting a license of broad scope for byproduct material and all current licensees requesting renewal of a broad scope license. 5. The estimated number of annual respondents: 1. 6. The number of hours needed annually to complete the requirement or request: 1. 7. Abstract: 10 CFR part 33 contains mandatory requirements for the issuance of a broad scope license authorizing the use of byproduct material. The subparts cover specific requirements for obtaining a license of broad scope. These requirements include equipment, facilities, personnel, and procedures adequate to protect health and minimize danger to life or property. Submit, by July 5, 2005, comments that address the following questions: 1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility? 2. Is the burden estimate accurate? 3. Is there a way to enhance the quality, utility, and clarity of the information to be collected? 4. How can the burden of the information collection be minimized, including the use of automated collection techniques or other forms of information technology? Notice is hereby given that the staff of the Nuclear Regulatory Commission (NRC) has prepared a model safety evaluation (SE) relating to changes in Combustion Engineering (CE) plant required action end state requirements in technical specifications (TS). The NRC staff has also prepared a model no-significant-hazards-consideration (NSHC) determination relating to this matter. The purpose of these models is to permit the NRC to efficiently process amendments that propose to adopt technical specifications changes, designated as TSTF- 422, related to Topical Report CE NPSD-1186, Rev. 00, ``Technical Justification for the Risk Informed Modification to Selected Required Action End States for CEOG PWRs,'' which was approved by an NRC SE dated July 17, 2001. Licensees of CE nuclear power reactors to which the models apply could then request amendments, confirming the applicability of the SE and NSHC determination to their reactors. The NRC staff is requesting comment on the model SE and model NSHC determination prior to announcing their availability for referencing in license amendment applications.

Notice is hereby given that the staff of the Nuclear Regulatory Commission (NRC) has prepared a model application relating to the modification of requirements regarding the impact of inoperable snubbers not in technical specifications, on supported systems in technical specifications (TS). The purpose of this model is to permit the NRC to efficiently process amendments that propose to modify requirements by adding to the TS a limiting condition for operation (LCO) 3.0.8 that provides a delay time for entering a supported system TS when the inoperability is due solely to an inoperable snubber, if risk is assessed and managed, as generically approved by this notice. Licensees of nuclear power reactors to which the model applies could request amendments utilizing the model application.

The Nuclear Regulatory Commission (NRC) is confirming the effective date of May 16, 2005, for the direct final rule that was published in the Federal Register on February 28, 2005 (70 FR 9501). This direct final rule amended the NRC's regulations to revise the Standardized Advanced NUHOMS[supreg] System listing to include Amendment No. 1 to Certificate of Compliance Number (CoC No.) 1029.
Availability of Interagency Steering Committee on Radiation Standards' Reports on Radioactivity in Sewage Sludge and Ash

This Federal Register notice announces the availability of two final reports, prepared by the Sewage Sludge Subcommittee of the Interagency Steering Committee on Radiation Standards (ISCORS), addressing radioactivity in sewage sludge and ash at publicly owned treatment works (POTWs). The first report, ``ISCORS Assessment of Radioactivity in Sewage Sludge: Modeling to Assess Radiation Doses,'' assesses the potential levels of radiation doses to people from radioactivity in sewage sludge, by modeling the transport of radioactivity from sludge into the local environment. The report also provides a complete description and justification of the dose assessment methodology. The second report, ``ISCORS Assessment of Radioactivity in Sewage Sludge: Recommendations on Management of Radioactive Materials in Sewage Sludge and Ash at Publicly Owned Treatment Works,'' is written for POTW operators. This report is intended to (1) alert POTW operators and others to the possibility of radioactive materials concentrating in sewage sludge and incinerator ash, (2) inform operators how to determine if there are elevated levels of radioactivity in their sludge, and (3) assist POTW operators in identifying further actions that may be taken to reduce potential radiation exposures from sludge and ash.
