Accurate Fluorescence Measurements Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, is establishing the Accurate Fluorescence Measurements Consortium and invites organizations to participate in this Consortium. The Consortium will develop tools for improving the accuracy of quantitative fluorescence measurements including reference materials, reference data and reference methods for relative spectral correction of spectra, lifetimes and quantum yields and for assessing the associated uncertainties and utilities. Notice of Localization and Tracking System Testing Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, is establishing the Localization and Tracking System (LTS) Testing Consortium and invites organizations to participate in this Consortium. Participants in this Consortium will have the opportunity to test their LTS leveraging a unique capability on the NIST Gaithersburg campus. The goals of the LTS Testing Consortium are to demonstrate and further develop standardized localization and tracking system testing procedures, and to assess current state of the art. The LTS Testing Consortium will not evaluate whether any individual system is commercially feasible. Participants in the Consortium will be required to sign a Cooperative Research and Development Agreement (CRADA).

Building the Foundations for Quantum Industry
The National Institute of Standards and Technology (NIST) requests information about the broader needs of the industrial community in the area of quantum information science (QIS). NIST seeks input from stakeholders regarding opportunities for research and development, means and methods of inducing interaction and collaboration, providing support for emerging market areas, identifying barriers to near-term and future applications, and understanding workforce needs. As part of this effort, NIST will hold a workshop on Thursday, October 5, 2017. The information received in response to this RFI and during the workshop will inform recommendations for the development and coordination of U.S. Government policies, programs, and budgets to advance U.S. competitiveness in QIS.

Request for Information on the Development of the Organization of Scientific Area Committees (OSAC) for Forensic Science 2.0
The National Institute of Standards and Technology (NIST) and the Department of Justice (DOJ) established the Organization of Scientific Area Committees (OSAC) for Forensic Science in 2013 as part of a larger effort to strengthen forensic science in the United States. NIST has primary responsibility to support the OSAC and has publicly announced its intention to transition the administration of the OSAC to another host within five to ten years. NIST made a commitment to the forensic science community (community) that OSAC 2.0 will ensure the continued scientific integrity and stability of the organization. NIST publishes this notice to request information for consideration in the development of a comprehensive transition plan for the OSAC that meets the needs of the community and ensures that transition is conducted in a manner that safeguards the efficiency and effectiveness of the OSAC.
Federated Cloud Public Working Group

Prospective Grant of Exclusive Patent License

Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure: Workforce Development
Executive Order 13800, ``Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure'' (the ``Executive Order''), directs the Secretary of Commerce, in conjunction with the Secretary of Homeland Security, and in consultation with other Federal Departments and Agencies, to assess the scope and sufficiency of efforts to educate and train the American cybersecurity workforce of the future, including cybersecurity-related education curricula, training, and apprenticeship programs, from primary through higher education; and provide a report to the President with findings and recommendations regarding how to support the growth and sustainment of the Nation's cybersecurity workforce in both the public and private sectors. Request for Participation on Developing Industrial Wireless Systems Best Practices Guidelines
The Intelligent Systems Division of NIST is forming a technical working group (TWG) to develop best practices guidelines in selecting and deploying industrial wireless solutions within industrial environments such as process control and manufacturing. Guidelines will consider the entire wireless ecosystem within factories with emphasis on wireless networks operating on the factory floor. This includes factory/plant instrumentation, control systems, and back-haul networks. The guidelines will be technology and vendor agnostic and will address the current needs of industry to have independent guidelines based on user requirements and measurement science research.

The primary purpose of this meeting is to discuss an outline for the Committee's 2017 Report on the Effectiveness of the National Earthquake Hazards Reduction Program (NEHRP). The agenda may change to accommodate Committee business. The final agenda and any meeting materials will be posted on the NEHRP Web site at https:// nehrp.gov/. Interested members of the public will be able to participate in the meeting from remote locations by calling in to a central phone number.
Reopening of Submission Period for National Institute of Standards and Technology Prize Competition-Reusable Abstractions of Manufacturing Processes (RAMP) Challenge
The National Institute of Standards and Technology (NIST) is reopening the deadline for submitting entries and for resubmitting entries to the Reusable Abstractions of Manufacturing Processes (RAMP) Competition from March 20, 2017, to April 9, 2017. All entries submitted between December 19, 2016, and April 9, 2017, will be deemed timely and will be given full consideration. If, however, a person wishes to resubmit their entry, they may do so until the new deadline of April 9, 2017, and the new submission will replace the original submission. Entries submitted after the revised submission deadline of April 9, 2017, will not be reviewed or considered for the award.
