AGENCY:
The Visiting Committee on
Advanced Technology (VCAT or
Committee), National Institute of
Standards and Technology (NIST), will
meet Monday, October 23, 2017 from
8:30 a.m. to 3:30 p.m. Eastern Time and
Tuesday, October 24, 2017 from 8:30
a.m. to 12:30 p.m. Eastern Time. The
VCAT is composed of not fewer than 9
members appointed by the NIST
Director, a majority of whom are
eminent in such fields as business,
research, new product development,
engineering, labor, education,
management consulting, environment,
and international relations.
DATES: The VCAT will meet on Monday,
October 23, 2017 from 8:30 a.m. to 3:30
p.m. Eastern Time and Tuesday,
October 24, 2017 from 8:30 a.m. to 12:30
p.m. Eastern Time. The portion of the
meeting that is closed to the public will
take place on Tuesday, October 24, 2017
from 8:30 a.m. to 10:30 a.m.

Authority: 15 U.S.C. 278, as amended,
and the Federal Advisory Committee
Act, as amended, 5 U.S.C. App.
The purpose of this meeting is for the
VCAT to review and make
recommendations regarding general
policy for NIST, its organization, its
budget, and its programs within the
framework of applicable national
policies as set forth by the President and
the Congress. The agenda will include
an update on major programs at NIST.
In addition, the meeting will include
presentations and discussions on
priorities for the NIST Laboratory
Programs over the next decade. The
Committee will also be briefed on plans
to improve research services and
support. During a closed session on
October 24, 2017 from 8:30 a.m. until
10:30 a.m., the VCAT will discuss
NIST’s security posture, including
recent incidents and planned
improvements. The agenda may change
to accommodate Committee business.
The final agenda will be posted on the
NIST Web site at https://www.nist.gov/
director/vcat/agenda.cfm.
Individuals and representatives of
organizations who would like to offer
comments and suggestions related to the
Committee’s affairs are invited to
request a place on the agenda. On
Monday, October 23, approximately
one-half hour in the afternoon will be
reserved for public comments and
speaking times will be assigned on a
first-come, first-serve basis. The amount
of time per speaker will be determined
by the number of requests received, but
is likely to be about 3 minutes each. The
exact time for public comments will be
included in the final agenda that will be
posted on the NIST Web site at https://
www.nist.gov/director/vcat/agenda.cfm.
Questions from the public will not be
considered during this period. Speakers
who wish to expand upon their oral
statements, those who had wished to
speak but could not be accommodated

ACTION:
In accordance with the
regulations implementing the Marine
Mammal Protection Act (MMPA) as
amended, notification is hereby given
that NMFS has issued an incidental
harassment authorization (IHA) to the
University of Hawaii (UH) to
incidentally take, by Level A and Level
B harassment only, marine mammals
during a marine geophysical survey in
the Central Pacific Ocean.
SUMMARY:
This Authorization is valid from
September 14, 2017 through September
13, 2018.
