Information Collection; Federal Acquisition Regulation; Organization and Direction of Work
Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement concerning organization and direction of work.

Under the provisions of the Paperwork Reduction Act (44 U.S.C. chapter 35), the Regulatory Secretariat Division (MVCB) will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement regarding Biobased Procurements. A notice was published in the Federal Register at 79 FR 49318 on August 20, 2014. No comments were received.
NASA Advisory Council; Institutional Committee; Meeting
In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration announces a meeting of the NASA Advisory Council (NAC) Institutional Committee. This committee reports to the NAC.
Federal Acquisition Regulation; Uniform Procurement Identification; Correction
DoD, GSA, and NASA are issuing a correction to FAR Case 2012- 023; Uniform Procurement Identification (Item III), which was published in the Federal Register at 79 FR 61739, October 14, 2014.
NASA Implementation of OMB Guidance for Drug-Free Workplace Requirements (Financial Assistance); Technical Amendments
On September 22, 2014, the National Aeronautics and Space Administration (NASA) published a direct final rule which rearranged existing drug-free workplace requirements for financial assistance in the Code of Federal Regulations (CFR). The action was consistent with the Office of Management and Budget's (OMB) guidance on drug-free workplace requirements for financial assistance. This rule makes amendments for editorial purposes.

NASA Advisory Council; Science Committee; Planetary Science Subcommittee; Meeting
In accordance with the Federal Advisory Committee Act, Public Law 92-463, as amended, the National Aeronautics and Space Administration (NASA) announces a meeting of the Planetary Science Subcommittee of the NASA Advisory Council (NAC). This Subcommittee reports to the Science Committee of the NAC. The meeting will be held for the purpose of soliciting, from the scientific community and other persons, scientific and technical information relevant to program planning.

Federal Acquisition Regulation; Uniform Procurement Identification
DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to implement a uniform Procurement Instrument Identification (PIID) numbering system, which will require the use of Activity Address Codes (AACs) as the unique identifier for contracting offices and other offices, in order to standardize procurement transactions across the Federal Government.
Federal Acquisition Regulation; Irrevocable Letters of Credit
DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to remove all references to Office of Federal Procurement Policy (OFPP) Pamphlet No. 7, Use of Irrevocable Letters of Credit, and also provide updated sources of data required to verify the credit worthiness of a financial entity issuing or confirming an irrevocable letter of credit (ILC).
Federal Acquisition Regulation; Federal Contracting Programs for Minority-Owned and Other Small Businesses
DoD, GSA, and NASA are issuing a final rule amending the Federal Acquisition Regulation (FAR) to remove certain coverage involving procurements with small disadvantaged business (SDB) concerns and certain institutions of higher education that is based on authority which has expired and been found to be unconstitutional by the Court of Appeals for the Federal Circuit. These changes harmonize the FAR with current statutory authorities.

Notice of Intent To Grant Exclusive Research License
This notice is issued in accordance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i). NASA hereby gives notice of its intent to grant an exclusive, research only license in the United States to evaluate the invention described and claimed in U.S. Patent Application No. 13/ 895,717, NASA Case No. KSC-13579, entitled ``Treatment System and Method for Removing Halogenated Compounds from Contaminated Systems,'' to Etana, LLC, having its principal place of business at 424 Copeland Street, Jacksonville, Florida 32235. The patent rights in these inventions have been assigned to the United States of America as represented by the Administrator of the National Aeronautics and Space Administration. The prospective exclusive, research only license will comply with the terms and conditions of 35 U.S.C. 209 and 37 CFR 404.7.

Patents and Other Intellectual Property Rights
NASA is proposing to amend its patent waivers regulations to update citations and the patent waiver policy, and to clarify and update the patent waiver procedures, so they are more in line with the National Aeronautics and Space Act (Space Act), the authorizing statute.
