The Maritime Administration (MARAD) and the U.S. Coast Guard (USCG) announce: (1) The schedule and locations of public hearings; and (2) the availability of the Final Environmental Impact Statement (FEIS) for the Liberty Natural Gas LLC, Port Ambrose Liquefied Natural Gas Deepwater Port license application for the importation of natural gas. The Port Ambrose application describes an offshore natural gas deepwater port facility that would be located 16.1 nautical miles southeast of Jones Beach, New York, 24.9 nautical miles east of Long Branch, New Jersey, and 27.1 nautical miles from the entrance to New York Harbor in a water depth of approximately 103 feet. The FEIS complies with the Deepwater Port Act of 1974, as amended (33 U.S.C. 1501 et seq.) (DWPA) and the National Environmental Policy Act (NEPA) (42 U.S.C. 4332(2)(C)), as implemented by the Council on Environmental Quality regulations (40 CFR 1500 to 1508). MARAD and the USCG request public comments on the FEIS and the application. Publication of this notice begins a 45-day comment period, requests public participation in the process, provides information on how to participate in the process and announces informational open houses and public hearings in New York and New Jersey. Pursuant to the criteria provided in the DWPA, both New Jersey and New York have been designated as Adjacent Coastal States (ACS) for this application. Please note that this application is only for the construction and operation of a deepwater port that could only be used as a natural gas import facility. The considerable technical, operational and environmental differences between import and export operations for natural gas deepwater ports is such that any licensed deepwater port facility that proposed to convert from import to export operations would be required to submit a new license application (including application fee) and conform to all licensing requirements and regulations in effect at such time of application. In addition to payment of the application fee, licensing requirements include, but are not limited to, completion of an extensive environmental impact assessment which would include public participation and a financial responsibility review which would include public participation.

On April 27, 2015, the Natural Resources Conservation Service (NRCS) published an NOA in the Federal Register announcing the availability of a draft EA for VPA-HIP and requesting public comment. The draft EA was available for a 30-day public comment period that ended May 27, 2015. The draft EA was prepared to meet the requirements of the National Environmental Policy Act (NEPA) of 1969 and NRCS implementing regulations. Brief comments were received from one State and those comments expressed no concerns about the analysis or the effects of the program. NRCS has determined that implementing VPA-HIP is not a major Federal action significantly affecting the quality of the human environment within the context of NEPA and, therefore, an Environmental Impact Statement will not be prepared.
Notice of Proposed Changes to the National Handbook of Conservation Practices for the Natural Resources Conservation Service

Notice is hereby given of the intention of NRCS to issue a series of revised conservation practice standards in the National Handbook of Conservation Practices. These standards include: Channel Bed Stabilization (Code 584), Karst Sinkhole Treatment (Code 527), Open Channel (Code 582), Pond (Code 378), Surface Drain, Field Ditch (Code 607), Surface Drain, Main or Lateral (Code 608), Vertical Drain (Code 630) and Waste Hauling (Code 321). NRCS State Conservationists who choose to adopt these practices for use within their States will incorporate them into section IV of their respective electronic Field Office Technical Guide. Section 343 of the Federal Agriculture Improvement and Reform Act of 1996 requires NRCS to make available for public review and comment all proposed revisions to conservation practice standards used to carry out HEL and wetland provisions of the law.

Voluntary Intermodal Sealift Agreement Open Season

The Maritime Administration (MARAD) announces that the open season for Fiscal Year 2016 applications for participation in the Voluntary Intermodal Sealift Agreement (VISA) program will run for 30 days beginning today and ending July 31, 2015. The purpose of this notice is to invite interested, qualified U.S.-flag vessel operators that are not currently enrolled in the VISA program to apply. This is the only planned enrollment period for carriers to join the VISA program and derive benefits for Department of Defense (DOD) peacetime contracts initiated during the period from October 1, 2015, through September 30, 2016. Any U.S.-flag vessel operator organized under the laws of a state of the United States, or the District of Columbia, who is able and willing to commit militarily useful sealift assets and assume the related consequential risks of commercial disruption, may be eligible to participate in the VISA program. The mission of VISA is to provide commercial sealift and intermodal shipping services and systems, including vessels, vessel space, intermodal systems and equipment, terminal facilities, and related management services, to the Department of Defense (DOD), as necessary, to meet national defense contingency requirements or national emergencies. Carriers enrolled in the VISA program provide DOD with assured access to such services during contingencies. In return for their VISA commitment, DOD gives VISA participants priority for peacetime cargos.
Voluntary Intermodal Sealift Agreement/Joint Planning Advisory Group Table Top Exercise

The Voluntary Intermodal Sealift Agreement (VISA) program requires a notice of the time, place, and nature of each Joint Planning Advisory Group (JPAG) meeting be published in the Federal Register. The full text of the VISA program, including these requirements, is published in Federal Register/Vol. 79, No. 209, 6446264470, dated October 29, 2014. On June 2-3, 2015, the Maritime Administration and the U.S. Transportation Command co-hosted the 2015 Voluntary Intermodal Sealift Agreement Joint Planning Advisory Group Table-Top Exercise at Scott Air Force Base, Illinois. Participants of the Table Top Exercise (TTX) were required to possess a secret clearance due to the classified nature of the meeting and attendance was by invitation only. The Maritime Administrator invited VISA carriers, Maritime Labor Unions, Longshoreman Labor and designated U.S. Strategic Seaport personnel. In addition, representatives from the Department of Transportation, the Maritime Administration and the Department of Defense (DOD) to include the Office of the Secretary of Defense, U.S. Transportation Command, the Military Sealift Command and the Surface Deployment and Distribution Command attended the meeting.

Recognition Awards for U.S.-Flag Vessel Usage

By this notice the Maritime Administration (MARAD) announces the ``U.S. Ships'' program to recognize private commercial entities that reach certain U.S.-flag vessel usage rates for the carriage of goods or private or governmental entities that otherwise make noteworthy contributions to utilization of U.S.-flag vessels. The initial nomination period for awards recognizing support for U.S.-flag carriage in 2015 will open January 4, 2016. MARAD will publish another Federal Register Notice prior to opening the nomination period to provide additional information about this program, including additional information on specific awards eligibility, criteria, and nomination procedures. Consistent with the established policy of the United States to encourage and aid the development and maintenance of a robust maritime industry, and MARAD's mission to ``foster, promote, and develop the merchant maritime industry of the United States,'' MARAD will issue recognition awards to encourage the use of U.S.-flag vessels, whether in domestic or international commerce. This notice informs the public of this awards recognition program in anticipation of nominations and articulates the criteria for U.S. Ships recognition awards.
