The Department of Transportation and the Maritime Administration (MARAD) announces that the Marine Transportation System National Advisory Council (MTSNAC) will meet on September 11, 2014. In January 2014, MARAD held a three-day National Maritime Strategy Symposium to discuss issues facing U.S.-flag vessels. The purpose of this initial public meeting was to generate ideas to improve, strengthen, and sustain the cargo opportunities and sealift capacity of the U.S.-flagged fleet engaged in international commercial trade. A second symposium was held in May which focused on domestic shipping, shipbuilding, ports and the needs of maritime stakeholders on the inland waterways, Great Lakes, gulf and coastwise trade. This meeting will be closed pursuant to 5 U.S.C. 552b(c)(3) in order to deliberate on pre-decisional Agency policy documents containing selected concepts submitted to MARAD from interested members of the public during the two symposiums and as comments in response to meeting notices published in the Federal Register to facilitate the development of a National Maritime Strategy (NMS). The input MARAD receives from the Council will be part of its on-going deliberations as it prepares a long term maritime strategy. As this national maritime strategy develops, MARAD will continue to provide additional opportunities for the public to comment.

The Maritime Administration (MARAD) announces that the open season for Fiscal Year 2015 applications for participation in the Voluntary Intermodal Sealift Agreement (VISA) program will run for 30 days beginning today and ending September 8, 2014. The purpose of this notice is to invite interested, qualified U.S.-flag vessel operators that are not currently enrolled in the VISA program to apply. This is the only planned enrollment period for carriers to join the VISA program and derive benefits for Department of Defense (DOD) peacetime contracts initiated during the period from October 1, 2014, through September 30, 2015. Any U.S.-flag vessel operator organized under the laws of a state of the United States, or the District of Columbia, who is able and willing to commit militarily useful sealift assets and assume the related consequential risks of commercial disruption, may be eligible to participate in the VISA program. The mission of VISA is to provide commercial sealift and intermodal shipping services and systems, including vessels, vessel space, intermodal systems and equipment, terminal facilities, and related management services, to the Department of Defense (DOD), as necessary, to meet national defense contingency requirements or national emergencies. Carriers enrolled in the VISA program provide DOD with assured access to such services during contingencies. In return for their VISA commitment, DOD gives VISA participants priority for peacetime cargos.

This notice serves to inform interested parties and the public of the Maritime Administration's (MARAD) new policy on certification of cruise vessel security and safety training providers. As required by the Cruise Vessel Security and Safety Act of 2010, Public Law 111-207 (July 27, 2010) (codified at 46 U.S.C. sections 3507-08) (CVSSA), the U.S. Coast Guard (USCG), in consultation with the Federal Bureau of Investigation (FBI), and MARAD developed training standards and curricula (the ``Model Course'') to allow for the certification of passenger vessel security personnel, crewmembers, and law enforcement officials on the appropriate methods for the prevention, detection, evidence preservation and reporting of criminal activities in the international maritime environment. In addition, the CVSSA provided the Maritime Administrator with the discretionary authority to certify organizations in the United States and abroad that offer the curriculum for training and certification. On May 23, 2013, the agency published a notice in the Federal Register seeking public comment on a draft policy under which such certification would be carried out (78 FR 30956). In response, the agency received four separate comments to which it provides its responses below. The agency is now announcing its voluntary certification program for training providers to assure the general public that passenger cruise vessel security and safety personnel have received training that is in strict compliance with the CVSSA mandated Model Course. MARAD certification will serve to assist the cruise industry in identifying and obtaining qualified training services.

The Maritime Administration (``MARAD'') is soliciting public comments on amendments to its regulations which implement new requirements regarding certain large fishing industry vessels set forth in the American Fisheries Act of 1998, as amended by the Coast Guard Authorization Act of 2010 (``CGAA'') and the Coast Guard and Maritime Transportation Act of 2012 (``CGMTA''). The proposed revisions to the regulation adds two new exceptions to the restrictions on the eligibility of vessels over 165 feet in registered length to be documented with fishery endorsements, eliminates the 15-day application deadline for vessels whose fishery endorsements have become invalid, limits fishery endorsement eligibility for certain large fishing industry vessels, and eliminates certain exemptions for specific vessels that were deleted in the CGMTA.

The Maritime Administration (MARAD) is issuing this notice to advise the public and interested agencies that MARAD is adopting the United States Army Corps of Engineers (COE) May 2007 Final Environmental Impact Statement and subsequent Record Of Decision (FEIS, ROD; August 2007) for the Masonville Dredged Material Containment Facility (DMCF) proposed by the Maryland Port Administration (MPA). MARAD is adopting the 2007 EIS to satisfy MARAD's National Environmental Policy Act (NEPA) obligations related to MPA's receipt of a Transportation Investment Generating Economic Recovery (TIGER) grant from the US DOT. MARAD is administering that grant. Under applicable Council on Environmental Quality (CEQ) regulations, MARAD may adopt and recirculate the COE's Final EIS because MARAD's proposed action is substantially the same as the action covered by the COE's FEIS.

Marine Highway Projects Open Season

The U.S. Department of Transportation (DOT) and Maritime Administration (MARAD) announce that the open season for Marine Highway project submissions begins today and ends on September 30, 2016. The purpose of this notice is to invite interested parties to submit Marine Highway project applications to DOT for review and consideration. Marine Highway route recommendations will continue to be accepted and reviewed at any time. Since the last open season, the program's originating authority, the Energy Independence and Security Act of 2007, has been amended to include short sea routes that do not have parallel landside routes. Accordingly, the Department can now review and consider designating Marine Highway routes and projects between all U.S. ports, including U.S. ports with no contiguous landside connection, as well as between U.S. ports and ports in Canada located in the Great Lakes Saint Lawrence Seaway System.
