Cold-Drawn Mechanical Tubing From China, Germany, India, Italy, Korea, and Switzerland; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-576-577 and 731-TA-1362- 1367 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of cold-drawn mechanical tubing from China, Germany, India, Italy, Korea, and Switzerland, provided for in subheadings 7304.31.30, 7304.31.60, 7304.51.10, 7304.51.50, 7306.30.50, and 7306.50.50 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Governments of China and India. Unless the Department of Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by June 5, 2017. The Commission's views must be transmitted to Commerce within five business days thereafter, or by June 12, 2017.
Certain Dental Ceramics, Products Thereof, and Methods of Making the Same Institution of Investigation
Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on March 17, 2017, under section 337 of the Tariff Act of 1930, as amended, on behalf of Ivoclar Vivadent AG of Schaan, Liechtenstein; Ivoclar Vivadent, Inc. of Amherst, New York; and Ardent, Inc. of Amherst, New York. A supplement to the complaint was filed on April 3, 2017. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain dental ceramics, products thereof, and methods of making the same by reason of infringement of certain claims of U.S. Patent No. 7,452,836 (``the '836 patent''); U.S. Patent No. 6,517,623 (``the '623 patent''); U.S. Patent No. 6,802,894 (``the '894 patent''); and U.S. Patent No. 6,455,451 (``the '451 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal Statute. The complainants request that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.
Submission for OMB Review; Comment Request; Agency Proposal for the Collection of Information Submitted to the Office of Management and Budget (OMB) for Review; Comment Request
In accordance with the provisions of the Paperwork Reduction Act of 1995, the Commission has submitted a proposal for the collection of information to OMB for approval. The proposed information collection is a 3-year extension of the current ``generic clearance'' (approved by the Office of Management and Budget under control No. 3117-0016) under which the Commission can issue information collections (specifically, producer, importer, purchaser, and foreign producer questionnaires and certain institution notices) for the following types of import injury investigations: Antidumping, countervailing duty, escape clause, market disruption, NAFTA safeguard, and ``interference with programs of the USDA.'' Any comments submitted to OMB on the proposed information collection should be specific, indicating which part of the questionnaires or study plan are objectionable, describing the issue in detail, and including specific revisions or language changes.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on March 10, 2017, under section 337 of the Tariff Act of 1930, as amended, on behalf of Sony Corporation of Japan and Sony Electronics Inc. of San Diego, California. A letter supplementing the complaint was filed on March 28, 2017. Notice is hereby given that the U.S. International Trade Commission has terminated the above-captioned investigation with a finding of violation of section 337, and has issued a general exclusion order directed against infringing arrowheads with deploying blades and components thereof and packaging therefor, and a cease and desist order directed against respondent Shenzhen Zowaysoon Trading Company Ltd. (``Zowaysoon Trading'') of Shenzhen, China. The Commission has terminated the investigation.

Unless the Department of Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping duty investigations in 45 days, or in this case by May 15, 2017. The Commission's views must be transmitted to Commerce within five business days thereafter, or by May 22, 2017.
Carbon and Alloy Seamless Standard, Line, and Pressure Pipe from Japan and Romania; Scheduling of Full Five-Year Reviews
The Commission hereby gives notice of the scheduling of full reviews pursuant to the Tariff Act of 1930 (``the Act'') to determine whether revocation of the antidumping duty orders on carbon and alloy seamless standard, line, and pressure pipe from Japan and Romania would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. The Commission has determined to exercise its authority to extend the review period by up to 90 days.
