The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigation Nos. 701-TA-571-572 and 731-TA-1347- 1348 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of biodiesel from Argentina and Indonesia, provided for in subheadings 3826.00.10 and 3826.00.30 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of Argentina and Indonesia. Unless the Department of Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by May 8, 2017. The Commission's views must be transmitted to Commerce within five business days thereafter, or by May 15, 2017.

Notice is hereby given that the U.S. International Trade Commission (the ``Commission'') has determined not to review a February 22, 2017, initial determination (``ID'') (Order No. 13) granting an unopposed motion to terminate the investigation based on the withdrawal of the complaint. This investigation is terminated.

Following receipt of a letter on behalf of the Acting United States Trade Representative (USTR) dated February 17, 2017, advising that several petitioners have withdrawn requests for waivers of the competitive need limitation under the Generalized System of Preferences (GSP) program and that USTR accordingly was withdrawing its request for advice regarding such petitions, the U.S. International Trade Commission (Commission) has amended the scope of its investigation and will not provide advice regarding the withdrawn petitions.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 17, 2017, under section 337 of the Tariff Act of 1930, as amended, on behalf of Pathway Innovations and Technologies, Inc. of San Diego, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain document cameras and software for use therewith by reason of infringement of certain claims of U.S. Patent No. 8,508,751 (``the '751 patent''). The complaint further alleges that an industry in the United States exists as required by the applicable Federal statute. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 7) of the presiding administrative law judge (``ALJ'') granting Complainants' motion for termination of the investigation based on withdrawal of the complaint. The investigation is terminated.

Correction is made to the March 23, 2017 deadline for filing pre-hearing briefs and statements in the Dates section of the notice which was published on February 10, 2017 (82 FR 10397). The date of the deadline for filing pre-hearing briefs and statements should be March 28, 2017.

Notice is hereby given that the U.S. International Trade Commission has determined not to review an initial determination (``ID'') (Order No. 8) of the presiding administrative law judge (``ALJ''), granting a motion to terminate the above-captioned investigation in its entirety based upon a settlement agreement between complainant Qualcomm Incorporated (``Qualcomm'') of San Diego, California and respondents Zhuhai Meizu Technology Co., Ltd. and Zhuhai Meizu Telecom Equipment Co., Ltd. (collectively, ``Meizu''), both of Zhuhai, Guangdong, China; and withdrawal of the complaint as to the remaining respondents.

Notice is hereby given that the U.S. International Trade Commission has received a complaint entitled Certain Digital Cable and Satellite Products, Set-Top Boxes, Gateways, and Components Thereof, DN 3204; the Commission is soliciting comments on any public interest issues raised by the complaint or complainant's filing pursuant to the Commission's Rules of Practice and Procedure.

The Commission is inviting the public to appear at the public hearing and or to submit information in writing in connection with the preparation of its 23rd report under section 215 of the Caribbean Basin Economic Recovery Act, which requires the Commission to report biennially to the Congress and the President by September 30 of each reporting year on the economic impact of the Act on U.S. industries and U.S. consumers and on the economy of the beneficiary countries. The report is being prepared under Commission investigation No. 332-227, Caribbean Basin Economic Recovery Act: Impact on U.S. Industries and Consumers and on Beneficiary Countries. The report will cover trade during calendar years 2015 and 2016, and will be transmitted to the Congress and the President by September 29, 2017.

The Commission hereby gives notice that it will proceed with full reviews pursuant to the Tariff Act of 1930 to determine whether revocation of the countervailing and antidumping duty orders on cut-to- length carbon quality steel plate from India, Indonesia, and Korea would be likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time. A schedule for the reviews will be established and announced at a later date.

The Commission hereby gives notice of the scheduling of the final phase of antidumping and countervailing duty investigation Nos. 701-TA-564 and 731-TA-1338-1340 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of steel concrete reinforcing bar (rebar) from Japan, Taiwan, and Turkey, provided for in subheadings 7213.10.00, 7214.20.00, and 7228.30.80 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce to be subsidized by the government of Turkey and sold at less-than-fair-value from Japan, Taiwan, and Turkey.\1\

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 6, 2017, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of J.S.T. Corporation of Farmington Hills, Michigan. A supplement to the complaint was filed on February 13, 2017. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain electrical connectors, components thereof, and products containing the same by reason of infringement of certain claims of U.S. Patent No. 7,004,766 (``the '766 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

The Commission hereby gives notice of the scheduling of the final phase of antidumping investigation Nos. 731-TA-1334-1337 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of emulsion styrene-butadiene rubber from Brazil, Korea, Mexico, and Poland, provided for in subheading 4002.19.00 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce to be sold at less-than-fair-value.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on February 2, 2017, under section 337 of the Tariff Act of 1930, as amended, on behalf of Paice LLC of Baltimore, Maryland and Abell Foundation, Inc. of Baltimore, Maryland. Letters supplementing the complaint were filed on February 15, 2017, and February 21, 2017. The Commission hereby gives notice of the scheduling of the final phase of antidumping investigation No. 731-TA-1330 (Final) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of dioctyl terephthalate (DOTP) from Korea, provided for in subheading 2917.39.20 of the Harmonized Tariff Schedule of the United States, preliminarily determined by the Department of Commerce to be sold at less-than-fair- value.
