The Industry and Analysis (I&A) unit of the International Trade Administration (ITA) of the Department of Commerce is leading an effort to develop a methodology to calculate the value of machinery- based digital services in international trade. Better understanding of the true value of digital services in the machinery sector will allow the United States Government to more effectively advocate for U.S. industry in trade negotiations and international dialogues. On January 9, 2020, the United States Court of International Trade (the Court) sustained the final results of redetermination pertaining to the antidumping duty (AD) investigation of certain carbon and alloy steel cut-to-length plate (CTL plate) from Taiwan. The Department of Commerce (Commerce) is notifying the public that the final judgment in this case is not in harmony with the Amended Final Determination in the investigation of CTL plate from Taiwan, and that Commerce is amending the Amended Final Determination with respect to the application of partial adverse facts available (AFA) in making our difference-in-merchandise adjustment.
President's Advisory Council on Doing Business in Africa
The President's Advisory Council on Doing Business in Africa will hold the second meeting of the 2019-2021 term to deliberate and consider adopting an analysis report of members' keys to success approaching African markets, competing for business opportunities, and operating their businesses on the ground. The PAC-DBIA may also deliberate on recommendations on priorities and next steps for the current Council term. The final agenda for the meeting will be posted at least one week in advance of the meeting on the Council's website at https://trade.gov/pac-dbia.

Advisory Committee on Supply Chain Competitiveness Solicitation of Nominations for Membership
The Department of Commerce, International Trade Administration (ITA), requests nominations for the Advisory Committee on Supply Chain Competitiveness (``The Committee''). The Committee was established under the Federal Advisory Committee Act. The Committee was first chartered on November 21, 2011, and subsequently renewed on November 20, 2013, November 17, 2015, and November 16, 2017. The Department of Commerce most recently renewed the Committee for another two-year term beginning on November 14, 2019. The Committee has functioned effectively, and the Department has an on-going need for consensus advice regarding U.S. supply chain competitiveness. The Committee advises the Secretary on the necessary elements of a comprehensive policy approach to supply chain competitiveness designed to support U.S. export growth and national economic competitiveness, encourage innovation, facilitate the movement of goods, and improve the competitiveness of U.S. supply chains for goods and services in the domestic and global economy; and provides advice to the Secretary on regulatory policies and programs and investment priorities that affect the competitiveness of U.S. supply chains. The Department is seeking nominations for the rechartered Committee.
Uncovered Innerspring Units From the People's Republic of China: Final Results of the Antidumping Duty Administrative Review; 2018-2019
The Department of Commerce (Commerce) has completed the administrative review of the antidumping duty order on uncovered innerspring units (innersprings) from the People's Republic of China (China) covering the period of review (POR) February 1, 2018 through January 31, 2019. We continue to find that none of the exporters of subject merchandise demonstrated eligibility for a separate rate; therefore, each is part of the China-wide entity.

Suspension Agreement on Sugar From Mexico; 2018 Administrative Review of the Agreement Suspending the Antidumping Duty Investigation on Sugar From Mexico (as Amended)
The Department of Commerce (Commerce) preliminarily determines that the selected respondents Ingenio Adolfo Lopez Mateos S.A. de C.V. and its affiliates (Grupo PIASA) and Ingenio P[aacute]nuco S.A.P.I. de C.V. (P[aacute]nuco), are in compliance with the Agreement Suspending the Antidumping Duty Investigation on Sugar from Mexico (AD Agreement), as amended on June 30, 2017 (collectively, amended AD Agreement), for the period January 1, 2018 through December 31, 2018, when such amended AD Agreement was in effect. Further, Commerce preliminarily determines that the amended AD Agreement in effect during the POR was meeting its statutory requirements under sections 734(c) and (d) of the Tariff Act of 1930, as amended (the Act). The preliminary results are set forth in the section titled ``Methodology and Preliminary Results,'' infra. We intend to issue the final results of review within 120 days after publication of these preliminary results in the Federal Register.

Fresh Tomatoes From Mexico: Notification of Implementation of Inspection Program
The Department of Commerce (Commerce) hereby notifies the public and members of the trade community of the implementation of the inspection program established by Section VII.C of the 2019 Agreement Suspending the Antidumping Duty Investigation on Fresh Tomatoes from Mexico (2019 Suspension Agreement). Implementation of the Section VII.C inspection program will begin 60 days from the date of publication of this notice. Beginning 60 days from the date of publication of this notice, certain fresh tomatoes from Mexico shall be subject to a United States Department of Agriculture (USDA) inspection for quality and condition defects.

Modification of Regulations Regarding Benefit and Specificity in Countervailing Duty Proceedings
The Department of Commerce (Commerce) is modifying two regulations pertaining to the determination of benefit and specificity in countervailing duty proceedings. These modifications clarify how Commerce will determine the existence of a benefit when examining a subsidy resulting from currency undervaluation and clarify that companies in the traded goods sector of the economy can constitute a group of enterprises for purposes of determining whether a subsidy is specific.

We have preliminarily determined that: Sailun Group Co., Ltd. (Sailun Group) is the successor-in- interest to Sailun Jinyu Group Co., Ltd. (Sailun Jinyu); Sailun (Dongying) Tire Co., Ltd. (Sailun Dongying) is the successor-in- interest to Shandong Jinyu Industrial Co., Ltd. (Shandong Jinyu); and Sailun Group (Hong Kong) Co., Ltd. (Sailun HK) is the successor-in- interest to Sailun Jinyu Group (Hong Kong) Co., Ltd. (Sailun Jinyu HK). As a result, these entities should be accorded the same treatment previously accorded to this company group. Interested parties are invited to comment on these preliminary results.

Diamond Sawblades and Parts Thereof From the People's Republic of China: Notice of Covered Merchandise Referral and Initiation of Scope Inquiry
Pursuant to the Enforce and Protect Act of 2015 (EAPA), the Department of Commerce (Commerce) received a covered merchandise referral from U.S. Customs and Border Protection (CBP) in connection with a CBP EAPA investigation concerning the antidumping duty order on diamond sawblades and parts thereof (diamond sawblades) from the People's Republic of China (China). In accordance with EAPA, Commerce intends to determine whether the merchandise subject to the referral is covered by the scope of this order and promptly transmit its determination to CBP. Commerce is providing notice of the referral and inviting participation from interested parties.
America Crece Industry Roundtable and Request for Public Comment
The International Trade Administration (ITA) of the Department of Commerce seeks individual comments from industry on government programs aimed at catalyzing U.S. private sector participation in commercial opportunities in energy and other infrastructure in Latin America and the Caribbean (LAC). Through this notice, ITA announces a request for written public comments and announces a roundtable discussion with industry representatives and U.S. government staff. This notice serves as an initial step in improving ITA's understanding of private sector interests and programmatic and policy needs in energy and other infrastructure sectors in the LAC region under the new America Crece initiative.
