The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from India for the period December 1, 2018 through November 30, 2019.

We preliminarily determine that steel concrete reinforcing bar (rebar) from Mexico that is bent on one or both ends and otherwise meeting the description of in-scope merchandiseif produced and/or exported by Deacero S.A.P.I. de C.V. (Deacero) to the United Statesis circumventing the antidumping duty order on rebar from Mexico.

The Department of Commerce (Commerce) determines that Dongbu Steel Co., Ltd/Dongbu Incheon Steel Co., Ltd. (Dongbu) received countervailable subsidies that are above de minimis, and that Hyundai Steel Company (Hyundai Steel) received countervailable subsidies that are de minimis. The period of review (POR) is January 1, 2017 through December 31, 2017.

The Department of Commerce (Commerce) determines that Liang Chyuan Industrial Co., Ltd. and its affiliate Integral Building Products Inc. (collectively, LC), PT Enterprise, Inc. and its affiliated producer Pro-Team Coil Nail Enterprise, Inc. (collectively, PT), and Unicatch Industrial Co. Ltd. (Unicatch), made U.S. sales of subject merchandise below normal value during the period of review (POR) July 1, 2017 through June 30, 2018.

The Department of Commerce (Commerce) continues to find that Weihai Zhongwei Rubber Co., Ltd. (Zhongwei) received countervailable subsidies from certain programs during the period of review (POR) from January 1, 2017 through December 31, 2017.

The Department of Commerce (Commerce) finds that sales of certain steel nails (steel nails) from Malaysia were made at less than normal value during the period of review (POR) July 1, 2017 through June 30, 2018.

A Request for Panel Review was filed on behalf of the Government of Mexico with the United States Section of the NAFTA Secretariat on March 2, 2020, pursuant to NAFTA Article 1904. Panel Review was requested of the Department of Commerce's final countervailing duty determination regarding Certain Fabricated Structural Steel from Mexico. The final determination was published in the Federal Register on January 30, 2020. The NAFTA Secretariat has assigned case number USA-MEX-2020-1904-03 to this request.

A Request for Panel Review was filed on behalf of Corey S.A. de C.V. (``Corey'') with the United States Section of the NAFTA Secretariat on February 28, 2020, pursuant to NAFTA Article 1904. Panel Review was requested of the Department of Commerce's final antidumping duty determination regarding Certain Fabricated Structural Steel from Mexico. The final determination was published in the Federal Register on January 30, 2020. The NAFTA Secretariat has assigned case number USA-MEX-2020-1904-01 to this request.

As a result of the determination by the Department of Commerce (Commerce) and the International Trade Commission (ITC) that revocation of the antidumping duty order on certain steel threaded rod (steel threaded rod) from the People's Republic of China (China) would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the antidumping duty order.

The Department of Commerce (Commerce) preliminarily determines that certain frozen warmwater shrimp (shrimp) from India is being, or is likely to be, sold in the United States at less than normal value.

The Department of Commerce (Commerce) determines that Hyundai Steel Co. (Hyundai Steel) and Dongkuk Steel Mill Co., Ltd. (DSM), exporters/producers of certain cut-to-length plate from the Republic of Korea (Korea), received de minimis net subsidy rates during the period of review (POR) January 1, 2018 through December 31, 2018.

The Department of Commerce (Commerce) is amending its final results of the administrative review of the antidumping duty order on circular welded carbon steel standard pipe and tube products (pipes and tubes) from Turkey. The period of review (POR) is May 1, 2017 through April 30, 2018. The amended final weighted-average dumping margins are listed below in the section entitled ``Amended Final Results.''

As a result of these sunset reviews, the Department of Commerce (Commerce) finds that revocation of the antidumping duty orders on certain oil country tubular goods (OCTG) from India, the Republic of Korea (Korea), the Republic of Turkey (Turkey), and the Socialist Republic of Vietnam (Vietnam) would be likely to lead to continuation or recurrence of dumping. The magnitude of the dumping margins likely to prevail are indicated in the ``Final Results of Sunset Review'' section of this notice.

Commerce preliminarily finds that revocation of the antidumping duty order on monosodium glutamate (MSG) from the Republic of Indonesia (Indonesia) would be likely to lead to the continuation or recurrence of dumping at the levels indicated in the ``Preliminary Results of Review'' section of this notice.

The Department of Commerce (Commerce) is rescinding the anti- circumvention inquiries on aluminum extrusions from the People's Republic of China (China) that were initiated on May 6, 2019.

The Department of Commerce (Commerce) preliminarily determines that producers/exporters subject to this review made sales of stainless steel bar (SS Bar) from India at less than fair value (LTFV) during the period of review (POR) February 1, 2018 through January 31, 2019. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (Commerce) hereby publishes a list of scope rulings and anti-circumvention determinations made during the period October 1, 2019 through December 31, 2019. We intend to publish future lists after the close of the next calendar quarter.

The Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain glass containers (glass containers) from the People's Republic of China (China) for the period of investigation (POI) January 1, 2018 through December 31, 2018. Interested parties are invited to comment on this preliminary determination.

Pursuant to the Enforce and Protect Act of 2015 (EAPA), the Department of Commerce (Commerce) received a covered merchandise referral from U.S. Customs and Border Protection (CBP) in connection with a CBP EAPA investigation concerning the antidumping duty order on diamond sawblades and parts thereof (diamond sawblades) from the People's Republic of China (China). In accordance with EAPA, Commerce intends to determine whether the merchandise subject to the referral is covered by the scope of this order and promptly transmit its determination to CBP. Commerce is providing notice of the referral and inviting participation from interested parties.
