The Department of Commerce (Commerce) preliminarily determines that High Den Enterprises Ltd. (High Den) is not eligible for a separate rate and is a part of the China-wide entity. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (Commerce) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with April anniversary dates. In accordance with Commerce's regulations, we are initiating those administrative reviews.

The Department of Commerce (Commerce) preliminarily finds that sales of certain carbon and alloy steel cut-to-length plate (CTL plate) from Austria have been made below normal value (NV) during the period of review (POR), November 14, 2016, through April 30, 2018. We invite interested parties to comment on these preliminary results.

The United States Department of Commerce, International Trade Administration, is amending the Notice published in April 9, 2019, regarding the Clean Energy and Zero Emission Vehicle Technologies Trade Mission to Mexico November 17-22, to modify the participation fee for the trade mission and the timeframe for recruitment and application. The participation fee for the Business Development Mission will be $4,000.00 for SME and $5,500.00 for large firms. Recruitment for the mission will conclude no later than August 9, 2019. Applications received after August 9, 2019, will be considered only if space and scheduling constraints permit.

The Department of Commerce (Commerce) is amending the preliminary determination in the countervailing duty investigation of polyester textured yarn from India to correct a significant ministerial error.

The Department of Commerce (Commerce) is rescinding the administrative review of the antidumping duty order on potassium permanganate from the People's Republic of China (China) for the period of review (POR), January 1, 2018, through December 31, 2018.

The Department of Commerce (Commerce) is correcting the amended final results of the administrative review of the antidumping duty order on certain steel nails from the People's Republic of China (China).

As a result of this expedited sunset review, the Department of Commerce (Commerce) finds that revocation of the antidumping duty order on certain laminated woven sacks from the People's Republic of China (China) would be likely to lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Sunset Review'' section of this notice.

The Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order on sodium nitrite from the People's Republic of China (China) would be likely to lead to the continuation or recurrence of a countervailable subsidy at the levels indicated in the ``Final Results of Sunset Review'' section of this notice.

The Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order certain hot-rolled carbon steel flat products from Thailand would be likely to lead to the continuation or recurrence of net countervailable subsidies at the rates in the ``Final Results of Review'' section of this notice.

As a result of this sunset review, the Department of Commerce (Commerce) finds that revocation of the antidumping duty order on non- malleable cast iron pipe fittings (NMPF) from the People's Republic of China (China) would be likely to lead to continuation or recurrence of dumping at the level identified in the ``Final Results of Review'' section of this notice.

The U.S. Department of Commerce Trade Finance Advisory Council (TFAC or Council) will hold a meeting via teleconference on Thursday, June 20, 2019. The meeting is open to the public with registration instructions provided below.

The Department of Commerce (Commerce) determines that certain corrosion-resistant steel products (CORE) from India are being, or are likely to be sold, at less than normal value during the period of review (POR) July 1, 2017, through June 30, 2018.

On May 1, 2019, the Department of Commerce (Commerce) initiated the sunset reviews of the antidumping duty orders on prestressed concrete steel rail tie wire (PC tie wire) from Mexico and the People's Republic of China (China). Because the domestic interested parties did not participate in these sunset reviews, Commerce is revoking these antidumping duty orders.

The Department of Commerce (Commerce) continues to find that Tianjin Magnesium International, Co., Ltd. (TMI) and Tianjin Magnesium Metal Co., Ltd. (TMM) had no shipments of subject merchandise covered by the antidumping duty order on magnesium metal from the People's Republic of China (China) for the period of review (POR) April 1, 2017, through March 31, 2018.

On April 1, 2019, the Department of Commerce (Commerce) initiated a sunset review of the antidumping duty (AD) order on freshwater crawfish tail meat from the People's Republic of China (China). Because no domestic interested party responded to the sunset review notice of initiation by the applicable deadline, Commerce is revoking the AD order on freshwater crawfish tail meat from China.

On May 22, 2019, the United States Court of International Trade (CIT) issued its final judgment sustaining the final results of redetermination pertaining to the first antidumping duty (AD) administrative review of certain crystalline silicon photovoltaic products from Taiwan. The Department of Commerce (Commerce) is notifying the public that the final judgment in this case is not in harmony with the final results of the AD administrative review, and that Commerce is amending the final results with respect to the weighted-average dumping margins assigned to Sino-American Silicon Products Inc. (SAS) and Solartech Energy Corp. (Solartech) (collectively, SAS-Solartech), and the non-selected companies.

As a result of this second sunset review, the Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order on raw flexible magnets from the People's Republic of China (China) would be likely to lead to the continuation or recurrence of a countervailable subsidy at the levels indicated in the ``Final Results of Review'' section of this notice.

As a result of these second sunset reviews, the Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on raw flexible magnets from the People's Republic of China (China) and Taiwan would be likely to lead to continuation or recurrence of dumping at the level indicated in the ``Final Results of Sunset Reviews'' section of this notice.

The Department of Commerce (Commerce) preliminarily determines that aluminum wire and cable from the People's Republic of China (China) is being, or is likely to be, sold in the United States at less than fair value (LTFV), for the period of investigation January 1, 2018, through June 30, 2018. Interested parties are invited to comment on this preliminary determination.

For the final results of this review the Department of Commerce (Commerce) continues to find that the selected respondents Ingenio El Higo S.A. de C.V., Ingenio Melchor Ocampo S.A. de C.V., and Zucarmex S.A. de C.V. (and its affiliates) (collectively, Grupo Zucarmex), and Ingenio San Miguel Del Naranjo S.A. de C.V. (and its affiliates) (collectively, Grupo Beta San Miguel), are in compliance with the Agreement Suspending the Antidumping Duty Investigation on Sugar from Mexico (AD Agreement), as amended on June 30, 2017 (collectively, amended AD Agreement), for the period October 1, 2017, through November 30, 2017, and that the amended AD Agreement is meeting the statutory requirements under sections 704(c) and (d) of the Tariff Act of 1930, as amended (the Act).

On December 20, 2018, the Department of Commerce (Commerce) published the preliminary results of the administrative review of the antidumping duty order on certain cut-to-length carbon-quality steel plate products (CTL plate) from the Republic of Korea (Korea). Based on our analysis of the comments received, we continue to find that subject merchandise has been sold at less than normal value.

The Department of Commerce (Commerce) preliminarily determines that refillable stainless steel kegs (kegs) from the People's Republic of China (China) are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is January 1, 2018, through June 30, 2018. Interested parties are invited to comment on this preliminary determination.
