Xanthan Gum From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2013-2014
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on xanthan gum from the People's Republic of China (``PRC''). For these final results, we have treated Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.)/Shandong Fufeng Fermentation Co., Ltd./Xinjiang Fufeng Biotechnologies Co., Ltd. (collectively, ``Fufeng''), Deosen Biochemical Ltd./Deosen Biochemical (Ordos) Ltd. (collectively, ``Deosen''), and A.H.A. International Co., Ltd. (``AHA'') as mandatory respondents. The period of review (``POR'') is July 19, 2013, through June 30, 2014. The Department published its Preliminary Results on August 7, 2015 and issued post-preliminary results on August 5, 2016. We gave interested parties an opportunity to comment on the Preliminary Results and post-preliminary results, and based upon our analysis of the comments received, we made certain changes to the dumping margin calculations for these final results of review.
Xanthan Gum From the People's Republic of China: Final Results of Antidumping Duty Administrative Review, Final Determination of No Shipments, Final Partial Rescission; 2014-2015
The Department of Commerce (``the Department'') has conducted an administrative review of the antidumping duty order on xanthan gum from the People's Republic of China (``PRC''). For these final results, we have treated Neimenggu Fufeng Biotechnologies Co., Ltd. (a.k.a. Inner Mongolia Fufeng Biotechnologies Co., Ltd.)/Shandong Fufeng Fermentation Co., Ltd./Xinjiang Fufeng Biotechnologies Co., Ltd. We gave interested parties an opportunity to comment on the Preliminary Results, and based upon our analysis of the comments received, we have not made any changes to the dumping margin calculations for these final results of review.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results of Antidumping Duty Administrative Review, 2015-2016
On November 9, 2016, the Department of Commerce (Department) published in the Federal Register the preliminary results of the eleventh administrative review of the antidumping duty order on certain warmwater shrimp from the Socialist Republic of Vietnam (Vietnam). We continue find that the mandatory respondents in this review do not qualify for a separate rate and are, therefore, considered part of the Vietnam-Wide Entity during the period of review (POR) February 1, 2015, through January 31, 2016.
Monosodium Glutamate From Indonesia: Final Results of Antidumping Duty Administrative Review; 2014-2015
On November 25, 2016, the Department of Commerce (Department) published its preliminary results of the administrative review of the antidumping duty order on monosodium glutamate (MSG) from Indonesia. The administrative review covers one exporter of the subject merchandise, PT Cheil Jedang Indonesia (CJI). The period of review (POR) is May 8, 2014, through October 31, 2015. We continue to find that sales of subject merchandise by CJI were not made at prices less than normal value during the POR. The final weighted- average dumping margin is listed below in the section entitled ``Final Results of Review.''
Seamless Refined Copper Pipe and Tube From Mexico: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2014-2015
On December 12, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on seamless refined copper pipe and tube from Mexico. The review covers three producers/exporters of the subject merchandise, GD Affiliates S. de R.L. de C.V. (Golden Dragon), Nacional de Cobre, S.A. de C.V. (Nacobre), and IUSA, S.A. de C.V. (IUSA). The period of review (POR) is November 1, 2014, through October 31, 2015. No interested party submitted comments on the preliminary results. The final results do not differ from the preliminary results.
Welded Carbon Steel Standard Pipe and Tube Products From Turkey: Amended Final Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is amending its final results of the administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey for the period May 1, 2014, through April 30, 2015, to correct ministerial errors. The amended final weighted- average dumping margins for the reviewed firms are listed below in the section entitled, ``Amended Final Results.''
Certain Crystalline Silicon Photovoltaic Products From the People's Republic of China and From Taiwan: Preliminary Results of Changed Circumstances Reviews, and Intent To Revoke Antidumping Duty Orders and Countervailing Duty Order in Part
On April 20, 2016, the Department of Commerce (the ``Department'') received a request for revocation, in part, of the antidumping duty (``AD'') and countervailing duty (``CVD'') orders on certain crystalline silicon photovoltaic products from the People's Republic of China (``PRC'') and the AD order on certain crystalline silicon photovoltaic products from Taiwan (collectively ``Orders'') with respect to certain solar panels. We preliminarily determine that the producers accounting for substantially all of the production of the domestic like product to which the Orders pertain lack interest in the relief provided by the Orders with respect to certain solar panels that are incorporated in the battery charging and maintaining units described below. Accordingly, we intend to revoke, in part, the Orders as to imports of certain solar panels that are incorporated in the battery charging and maintaining units, as described below. The Department invites interested parties to comment on these preliminary results.
Small Diameter Graphite Electrodes From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2015-2016
On October 21, 2016, the Department of Commerce (the Department) published the preliminary results of the seventh administrative review of the antidumping duty order on small diameter graphite electrodes (graphite electrodes) from the People's Republic of China (PRC). The Department preliminarily determined that the three manufacturers or exporters of the subject merchandise covered by the review, the Fangda Group, Fushun Jinly Petrochemical Carbon Co., Ltd. (Fushun Jinly), and Jilin Carbon Import and Export Company (Jilin Carbon), had no shipments of the subject merchandise during the period of review (POR). No interested party commented on the preliminary results. As a result, the Department has made no changes for the final results of this review.
Glycine From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the Department) and the U.S. International Trade Commission (USITC) that revocation of the antidumping duty order on glycine from the People's Republic of China (the PRC) would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of this antidumping duty order.

Wooden Bedroom Furniture From the People's Republic of China: Final Results Antidumping Duty Administrative Review and Final Determination of No Shipments in Part; 2015
On October 11, 2016, the Department of Commerce (the ``Department'') published the preliminary results of the eleventh administrative review (``AR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). The period of review (``POR'') is January 1, 2015, through December 31, 2015. The AR covers 18 PRC exporters of subject merchandise, of which the Department selected one company for individual examination, Nantong Wangzhuang Furniture Co., Ltd. (``Nantong Wangzhuang''). For these final results, we continue to find that WBF has been sold in the United States at less than normal value and that certain companies subject to this administrative review had no shipments during the POR.

Certain Activated Carbon From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Administrative Review and Notice of Amended Final Results
The Court of International Trade (CIT or Court) sustained the Department of Commerce's (the Department's) second remand results pertaining to the sixth administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (PRC) covering the period of April 1, 2012, through March 31, 2013. The Department is rescinding the review with respect to RZBC. Further, the Department preliminarily finds that Taihe is part of the PRC-wide entity.

The Department of Commerce (``the Department'') is simultaneously initiating, and issuing the preliminarily results of, a changed circumstances review of the antidumping duty (``AD'') order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). We preliminary determine that Yihua Lifestyle Technology Co., Ltd. (``Yihua Tech'') is the successor-in-interest to Guangdong Yihua Timber Industry Co., Ltd. (``Yihua Timber'') for purposes of the AD order on WBF from the PRC and, as such, is entitled to Yihua Timber's cash deposit rate with respect to entries of subject merchandise. Interested parties are invited to comment on this preliminary determination.

Certain New Pneumatic Off-the-Road Tires From India: Affirmative Amended Final Determination of Sales at Less Than Fair Value and Final Negative Determination of Critical Circumstances
The Department of Commerce (Department) is amending its final negative determination of sales at less-than-fair-value (LTFV) with respect to certain new pneumatic off-the-road tires (OTR tires) from India to correct ministerial errors in the calculation of the weighted- average dumping margin of Alliance Tires Private Limited (ATC), one of the mandatory respondents in the investigation. Correction of these errors results in a revised margin for ATC that is above de minimis, and, thus, also results in an affirmative determination of sales at LTFV. The Department is also assigning a new ``All-Others'' rate.
