Certain Lined Paper Products From India: Final Results of Antidumping Duty Administrative Review; 2014-2015
On October 14, 2016, the Department of Commerce (the Department) published the Preliminary Results of the administrative review of the antidumping duty order on certain lined paper products (CLPP) from India. The period of review (POR) is September 1, 2014, through August 31, 2015. This review covers two mandatory respondents, Kokuyo Riddhi Paper Products Private Limited (Kokuyo Riddhi) and Navneet Education Limited (Navneet). For these final results, we find that neither Kokuyo Riddhi nor Navneet made sales below normal value during the POR. See the ``Final Results of the Review'' section below.
Uncovered Innerspring Units From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016
On November 7, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on uncovered innerspring units (innersprings) from the People's Republic of China (PRC). We gave interested parties an opportunity to comment on the preliminary results, and based upon our analysis of the comments received, our final results remain unchanged from the preliminary results. In these final results, we determine that innersprings are being, or are likely to be, sold in the United States at less than fair value. The period of review (POR) is February 1, 2015, through January 31, 2016. The final weighted-average dumping margin is listed below in the Final Results of Review section of this notice.
Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board) will hold its first meeting with the newly appointed Secretary of Commerce on Friday, March 31, 2017. The Board was re-chartered in August 2015 and advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. During the meeting, the Secretary of Commerce will provide an overview of the Administration's policy priorities with respect to the travel and tourism sector, and the Board will discuss key issues impacting travel and tourism companies. The Board will also deliberate on and may adopt recommendations related to travel security and the customer experience, visa facilitation, key market engagement, and research. The final agenda will be posted on the Department of Commerce Web site for the Board at https://trade.gov/ttab, at least one week in advance of the meeting.
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings and anticircumvention determinations made between January 1, 2016, and March 31, 2016, inclusive. We intend to publish future lists after the close of the next calendar quarter.
Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with January anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Certain Cut-to-Length Carbon-Quality Steel Plate From the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review, and Preliminary Intent To Rescind in Part: Calendar Year 2015
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain cut-to-length carbon-quality steel plate from the Republic of Korea (Korea) for the period January 1, 2015, through December 31, 2015. This review covers multiple exporters/producers; two of which are being individually examined as mandatory respondents. The Department preliminary determines that Hyundai Steel Co. (Hyundai Steel) received countervailable subsidies that are above de minimis and that Dongkuk Steel Mill Co., Ltd. (DSM) received countervailable subsidies that are de minimis. Therefore, we are applying to the five firms not selected for individual examination in the administrative review the above de minimis net subsidy rate calculated for Hyundai Steel. See the ``Preliminary Results of Review'' section below.

Large Power Transformers From the Republic of Korea: Final Results of Antidumping Duty Administrative Review; 2014-2015
On September 2, 2016, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the third administrative review of the antidumping duty order on large power transformers from the Republic of Korea. The review covers five producers/exporters of the subject merchandise, Hyosung Corporation (Hyosung), Hyundai Heavy Industries Co., Ltd. (Hyundai), Iljin, Iljin Electric Co., Ltd. (Iljin Electric), and LSIS Co., Ltd. (LSIS). Iljin, Iljin Electric and LSIS, were not selected for individual examination. The period of review is August 1, 2014, through July 31, 2015. As a result of our analysis of the comments and information received, these final results differ from the preliminary results of review. For the final weighted-average dumping margins, see the ``Final Results of Review'' section below.
Ammonium Sulfate From the People's Republic of China: Antidumping Duty and Countervailing Duty Orders

Magnesium Metal From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2015-2016
On January 6, 2017, the Department of Commerce (``Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on magnesium metal from the People's Republic of China (``PRC'') covering the period April 1, 2015, through March 31, 2016. This review covers two PRC companies, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal Co., Ltd. (``TMM''). The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, the final results are unchanged from the Preliminary Results, and we continue to find that TMI and TMM did not have reviewable entries during the period of review (``POR'').
Welded ASTM A-312 Stainless Steel Pipe From South Korea and Taiwan: Final Results of the Expedited Fourth Sunset Reviews of the Antidumping Duty Orders
As a result of these sunset reviews, the Department of Commerce (the Department) finds that revocation of the antidumping duty orders on welded ASTM A-312 stainless steel pipe from South Korea and Taiwan would be likely to lead to continuation or recurrence of dumping. The magnitude of the dumping margins likely to prevail is indicated in the ``Final Results of Sunset Review'' section of this notice.

The period of review (``POR'') is July 31, 2014 through January 31, 2016. The administrative review covers one mandatory respondent, Changzhou Trina Solar Energy Co., Ltd./Trina Solar (Changzhou) Science & Technology Co., Ltd. (``Trina''), which we have preliminarily determined to treat as a single entity with the additional affiliated companies identified below. The Department preliminarily finds that Trina sold subject merchandise in the United States at prices below normal value (``NV'') during the POR. The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain crystalline silicon photovoltaic products (solar products) from Taiwan. The period of review (``POR'') is July 31, 2014, through January 31, 2016. This administrative review covers 14 exporters of the subject merchandise, including two mandatory respondents, Motech Industries, Inc. (``Motech'') and Sino-American Silicon Products Inc. (``SAS''). The Department preliminarily determines SAS and Motech made sales of subject merchandise at less than normal value during the POR. Additionally, we are rescinding this administrative review with respect to 18 companies that timely withdrew their request for administrative review. Interested parties are invited to comment on these preliminary results.

Certain Frozen Warmwater Shrimp From India: Preliminary Results of Antidumping Duty Administrative Review; 2015-2016
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. The review covers 231 producers and/or exporters of the subject merchandise. The Department selected two mandatory respondents for individual examination: Falcon Marine Exports Limited and its affiliate K.R. Enterprises (collectively, Falcon); and the Liberty Group, which consists of: Devi Marine Food Exports Private Ltd.; Kader Exports Private Limited; Kader Investment and Trading Company Private Limited; Liberty Frozen Foods Pvt. Ltd.; Liberty Oil Mills Ltd.; Premier Marine Products Private Limited; and Universal Cold Storage Private Limited. The period of review (POR) is February 1, 2015, through January 31, 2016. We preliminarily determine that sales to the United States have been made below normal value and, therefore, are subject to antidumping duties. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. We invite all interested parties to comment on these preliminary results.
Certain Preserved Mushrooms From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2015-2016
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (the PRC). The period of review (POR) is February 1, 2015, through January 31, 2016. The Department preliminarily determines that, during the POR, one mandatory respondent, Dezhou Kaihang Agricultural Science Technology Co. Ltd. (Dezhou Kaihang) did not sell subject merchandise below normal value (NV). We also preliminarily determine that the other mandatory respondent, Linyi City Kangfa Foodstuff Drinkable Co., Ltd. (Kangfa) has not demonstrated its eligibility for a separate rate and is, therefore, part of the PRC-wide entity. We preliminarily determine that the following companies had no reviewable shipments during the POR: (1) Zhangzhou Hongda Import & Export Trading Co., Ltd. (Hongda); and (2) Zhangzhou Gangchang Canned Foods Co., Ltd., Fujian and Zhangzhou Gangchang Canned Foods Co., Ltd. (collectively, Gangchang). Finally, we preliminarily find that the remaining 98 companies under review did not demonstrate their eligibility for a separate rate and are part of the PRC-wide entity. Interested parties are invited to comment on these preliminary results.

The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from Thailand. The review covers 160 producers/exporters of the subject merchandise. The Department selected two mandatory respondents for individual examination: A Foods 1991 Co., Limited and May Ao Foods Co., Ltd. (collectively, Mayao); and Thai Union/Pakfood, which consists of Thai Union Group Public Co., Ltd. (also known as Thai Union Frozen Products Public Co., Ltd.), Thai Union Seafood Company Limited, Pakfood Public Company Limited, Asia Pacific (Thailand) Co., Ltd., Chaophraya Cold Storage Co. Ltd., Okeanos Co. Ltd., Okeanos Food Co. Ltd., and Takzin Samut Co. Ltd. The period of review (POR) is February 1, 2015, through January 31, 2016. We preliminarily determine that sales to the United States have been made below normal value and, therefore, are subject to antidumping duties. Additionally, we preliminarily determine that certain companies for which we initiated a review did not have any shipments during the POR. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Initiation and Preliminary Results of Changed Circumstances Reviews: Antidumping Duty Orders on Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China and Antidumping Duty Order on Certain Crystalline Silicon Photovoltaic Products From the People's Republic of China
The Department of Commerce (the ``Department'') is simultaneously initiating and issuing the preliminary results of changed circumstances reviews (``CCRs'') of the antidumping duty (``AD'') orders on crystalline silicon photovoltaic cells, whether or not assembled into modules, (``solar cells'') from the People's Republic of China (``PRC'') and certain crystalline silicon photovoltaic products (``solar products'') from the PRC. The Department initiated these CCRs to determine whether Hanwha Q CELLS (Qidong) Co. Ltd. (``Q CELLS Qidong'') is the successor-in-interest to Hanwha SolarOne (Qidong) Co., Ltd. (``SolarOne Qidong'') with respect to the AD orders on solar cells and solar products from the PRC and to determine whether Hanwha Q CELLS Hong Kong Limited (``Q CELLS Hong Kong'') is the successor-in-interest to SolarOne Hong Kong Limited (``SolarOne Hong Kong'') with respect to the AD order on solar products from the PRC. For the reasons noted below, we did not initiate the requested CCR to determine whether Q CELLS Hong Kong is the successor- in-interest to SolarOne Hong Kong with respect to the AD order on solar cells from the PRC. Based on the information on the record, we preliminarily determine that Q CELLS Qidong is the successor-in- interest to SolarOne Qidong for purposes of the AD orders on solar cells and solar products from the PRC and that Q CELLS Hong Kong is the successor-in-interest to SolarOne Hong Kong for purposes of the AD order on solar products from the PRC. As such, Q CELLS Hong Kong and Q CELLS Qidong are entitled to SolarOne Hong Kong and SolarOne Qidong's cash deposit rates, respectively, with respect to U.S. entries of merchandise subject to the orders noted above. Interested parties are invited to comment on these preliminary results.
Gray Portland Cement and Cement Clinker From Japan: Final Results of Expedited Fourth Sunset Review of the Antidumping Duty Order
The Department of Commerce (the Department) has conducted an expedited (120-day) fourth sunset review of the antidumping duty order on gray portland cement and cement clinker (cement and clinker) from Japan. As a result of this fourth sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

On January 4, 2017, the Department of Commerce (the ``Department'') published its initiation and preliminary results of a changed circumstances review (``CCR'') and stated its intention to revoke, in part, the antidumping duty order on certain cold-rolled steel flat products from Japan (the ``Order''). The Department preliminarily determined that producers accounting for substantially all of the domestic production of the like product had no interest in the continued application of the Order with respect to certain light gauge cold-rolled flat-rolled steel meeting the requirements of ASTM A424 Type 1. For the final results, the Department is revoking, in part, the Order with respect to the cold-rolled steel flat products described above.

This review covers two producers or exporters of the subject merchandise: Ambica Steels Limited (Ambica), and Bhansali Bright Bars Pvt. Ltd. (Bhansali). We preliminarily determine that Bhansali had no shipments of subject merchandise during the POR and that Ambica did have an entry of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Steel Concrete Reinforcing Bar From the Republic of Turkey: Preliminary Affirmative Countervailing Duty Determination and Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determination
The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers and exporters of steel concrete reinforcing bar (rebar) from the Republic of Turkey (Turkey). The period of investigation is January 1, 2015, through December 31, 2015.

On December 16, 2016, the Department of Commerce (``Department'') published a notice of initiation of an administrative review of the antidumping duty order on carbon and certain alloy steel wire rod (``wire rod'') from Mexico. Based on Nucor Corporation's (``Nucor'') timely withdrawal of the request for review of Ternium Mexico S.A. de C.V. (``Ternium''), we are rescinding this administrative review with respect to Ternium. The instant review will continue with respect to ArcelorMittal Las Truchas S.A. de C.V. (``AMLT'') and Deacero S.A.P.I. de C.V. (``Deacero'').
Certain Pasta From Italy: Notice of Partial Rescission of Antidumping Duty Administrative Review
On September 12, 2016, the Department of Commerce (the Department) published a notice of initiation of an administrative review of the antidumping duty order on certain pasta from Italy. Based on the timely withdrawal of the requests for review of certain companies from interested parties, we are now rescinding this administrative review with respect to eight companies.
Wooden Bedroom Furniture From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty (``AD'') duty order on wooden bedroom furniture from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the AD duty order.
