Polyethylene Retail Carrier Bags From Malaysia: Preliminary Results of Antidumping Duty Administrative Review; 2015-2016
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on Polyethylene Retail Carrier Bags (``PRCBs'') from Malaysia, covering the period of review (``POR'') August 1, 2015, through July 31, 2016. The review covers one producer/exporter of subject merchandise, Euro SME Sdn Bhd (``Euro SME''). The Department preliminarily determines that Euro SME did not have reviewable entries during the POR. We invite interested parties to comment on these preliminary results.
Certain Crystalline Silicon Photovoltaic Products From the People's Republic of China and From Taiwan: Final Results of Changed Circumstances Reviews, and Revocation of Antidumping Duty Orders and Countervailing Duty Order, in Part
On February 16, 2017, the Department of Commerce (the ``Department'') published its preliminary results of changed circumstances reviews (``CCRs'') and intent to revoke, in part, the antidumping duty (``AD'') and countervailing duty (``CVD'') orders on certain crystalline silicon photovoltaic products from the People's Republic of China (``PRC'') and the AD order on certain crystalline silicon photovoltaic products from Taiwan (collectively the ``Orders'') with respect to certain solar panels. Specifically, the Department preliminarily determined that the producers accounting for substantially all of the production of the domestic like product to which the Orders pertain lacked interest in the relief provided by the Orders with respect to certain solar panels that are incorporated in the battery charging and maintaining units described below. We invited interested parties to comment on the preliminary results. No party submitted comments. For the final results of these CCRs, the Department is revoking, in part, the Orders as to imports of certain solar panels that are incorporated in the battery charging and maintaining units described below.

Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Notice of Partial Rescission of the Antidumping Duty Administrative Review; 2015-2016
On November 9, 2016, the Department of Commerce (``Department'') initiated an administrative review of the antidumping duty order on certain new pneumatic off-the-road tires (``OTR Tires'') from the People's Republic of China (``PRC'') for ten companies. Based on timely withdrawal of requests for review, we are now rescinding this administrative review with respect to three of these companies: Weifang Jintongda Tyre Co., Ltd. (``Jintongda''); Trelleborg Wheel Systems (Xingtai) Co., Ltd. (``TWS China''); and Zhongce Rubber Group Company Limited (``Zhongce'').
Amendment to the Privacy Shield Cost Recovery Fees
Consistent with the guidelines in OMB Circular A-25, the U.S. Department of Commerce's International Trade Administration (ITA) is revising the fee schedule implemented on August 1, 2016. On January 12, 2017, the Swiss Government announced the approval of the Swiss-U.S. Privacy Shield Framework as a valid legal mechanism to comply with Swiss requirements when transferring personal data from Switzerland to the United States. For more detailed information on the Swiss-U.S. Privacy Shield Framework and the announcement, please see https:// www.privacyshield.gov/Program-Overview. This notice revises the Privacy Shield fee structure to incorporate the Swiss-U.S. Privacy Shield Framework in addition to the existing EU- U.S. Privacy Shield Framework. This is to support the operation of both the EU-U.S. and Swiss-U.S. Privacy Shield Frameworks (Privacy Shield).
Certain Aluminum Foil From the People's Republic of China: Notice of Initiation of Inquiry Into the Status of the People's Republic of China as a Nonmarket Economy Country Under the Antidumping and Countervailing Duty Laws
As part of the less-than-fair-value investigation of certain aluminum foil from the People's Republic of China (PRC), the Department of Commerce (Department) is initiating an inquiry into whether the PRC should continue to be treated as a nonmarket economy (NME) country under the antidumping and countervailing duty laws. As part of this inquiry, the Department is seeking public comment and information with respect to the factors to be considered under the Tariff Act of 1930, as amended (the Act).

Honey From the People's Republic of China: Final Rescission of the New Shipper Review of Shanghai Sunbeauty Trading Co., Ltd.
On December 6, 2016, the Department of Commerce (the Department) published its Preliminary Rescission for the new shipper review (NSR) of the antidumping duty order on honey from the People's Republic of China (PRC). The period of review is December 1, 2014, through November 30, 2015. As discussed below, we preliminarily determined to rescind this review because we found the new shipper sales of Shanghai Sunbeauty Trading Co., Ltd. (Sunbeauty) to be non- bona fide. Based on our analysis of the comments received, we make no changes to the Preliminary Rescission. Accordingly, we have determined to rescind this NSR with respect to Sunbeauty.
Utility Scale Wind Towers From the Socialist Republic of Vietnam: Notice of Court Decision Not in Harmony With the Final Determination of Less Than Fair Value Investigation and Notice of Amended Final Determination of Investigation
On March 16, 2017, the United States Court of International Trade (CIT or Court) issued its final judgment, affirming the Department of Commerce's (the Department) final results of redetermination concerning the less-than-fair-value investigation (LTFV) of utility scale wind towers from the Socialist Republic of Vietnam (Vietnam). The Department is notifying the public that the Court's final judgment in this case is not in harmony with the Department's final determination in the LTFV investigation on utility scale wind towers from Vietnam, and is amending the final determination with respect to CS Wind Vietnam Co., Ltd. and CS Wind Corporation (collectively, CS Wind Group).
Calcium Hypochlorite From the People's Republic of China: Final Decision To Rescind the Countervailing Duty New Shipper Review of Haixing Jingmei Chemical Products Sales Co., Ltd.
On January 3, 2017, the Department of Commerce (the Department) published its Preliminary intent to rescind the new shipper review (NSR) of the countervailing duty order on calcium hypochlorite from the People's Republic of China (PRC). The period of review is May 27, 2014, through December 31, 2015. As discussed below, we announced our preliminary intent to rescind this review because the Department requested but did not receive from Haixing Jingmei Chemical Products Sales Co., Ltd. (Jingmei) and its customers' information requested by the Department to determine whether, and conclude that, the sale under review is bona fide. Based on our analysis of the comments received, we make no changes to the preliminary intent to rescind. Accordingly, we have determined to rescind this NSR.

On February 7, 2017, the Department of Commerce (the ``Department'') published its notice of initiation and preliminary results of a changed circumstances review (``CCR'') of the antidumping duty (``AD'') order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC'') (Preliminary Results). The Department preliminarily determined that Yihua Lifestyle Technology Co., Ltd. (``Yihua Tech'') is the successor-in-interest to Guangdong Yihua Timber Industry Co., Ltd. (``Yihua Timber'') for purposes of the AD order on WBF from the PRC and, as such, is entitled to Yihua Timber's AD cash deposit rate with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, and there is no other information or evidence on the record calling into question our Preliminary Results, the Department is making no changes to the Preliminary Results. For these final results, the Department continues to find that Yihua Tech is the successor-in-interest to Yihua Timber.

On February 7, 2017, the Department of Commerce (the ``Department'') published its notice of initiation and preliminary results of changed circumstances reviews (``CCR'') of the antidumping duty (``AD'') and countervailing duty (``CVD'') orders on multilayered wood flooring from the People's Republic of China (``PRC'') (Preliminary Results). The Department preliminarily determined that Yihua Lifestyle Technology Co., Ltd. (``Yihua Tech'') is the successor- in-interest to Guangdong Yihua Timber Industry Co., Ltd. (``Yihua Timber'') for purposes of the AD and CVD orders on wood flooring from the PRC and, as such, is entitled to Yihua Timber's AD and CVD cash deposit rates with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculation for these final results regarding one of the mandatory respondents, Stanley. We also continue to find that the other mandatory respondent, Tianjin Lianda Group Co. Ltd. (Tianjin Lianda), is not eligible for separate rate status and, thus, is part of the PRC-wide entity.
