Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year reviews (``Sunset Reviews'') of the antidumping and countervailing duty (``AD/CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
Certain Steel Grating From the People's Republic of China: Rescission of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``the Department'') is rescinding the administrative review of the antidumping duty order on certain steel grating from the People's Republic of China (``PRC'') for the period July 1, 2012, through June 30, 2013.
Magnesium Metal From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``Department'') is conducting the administrative review of the antidumping duty order on magnesium metal from the People's Republic of China (``PRC''). The period of review (``POR'') is April 1, 2012, through March 31, 2013. This review covers one PRC company, Tianjin Magnesium International, Co., Ltd. (``TMI''). The Department preliminarily finds that TMI did not have reviewable entries during the POR. We invite interested parties to comment on these preliminary results.

Chlorinated Isocyanurates from Spain: Preliminary No Shipments Determination of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on chlorinated isocyanurates (chlorinated isos) from Spain.\1\ The period of review (POR) is June 1, 2012, through May 31, 2013. The review covers one producer/exporter of the subject merchandise, Ercros S.A. We preliminarily determine that Ercros S.A. had no shipments of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Certain Preserved Mushrooms from the People's Republic of China: Initiation of Antidumping Duty New Shipper Review; 2013-2014
The Department of Commerce (the Department) received a timely request for a new shipper review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC) from Dezhou Kaihang Agricultural Science Technology Co., Ltd. (Dezhou Kaihang). The Department determined that the request meets the statutory and regulatory requirements for initiation. As a consequence, in accordance with section 751(a)(2)(B) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.214(d)(1), the Department is initiating an antidumping duty new shipper review of Dezhou Kaihang. The period of review (POR) of this new shipper review is February 1, 2013, through February 28, 2014, as explained further in the ``Period of Review'' section below.
Corrosion-Resistant Carbon Steel Flat Products From the Republic of Korea: Final Results of Antidumping Duty Administrative Review; 2011-2012
In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea). The period of review (POR) is August 1, 2011, through February 14, 2012,1 2 and covers Dongbu Steel Co., Ltd., (Dongbu), and Hyundai HYSCO (HYSCO), and five non-examined companies.\3\ We determine that Dongbu sold subject merchandise at less than normal value (NV) during the POR. We determine that HYSCO did not sell subject merchandise at less than NV during the POR.
Persulfates From the People's Republic of China: Continuation of Antidumping Duty Order
The Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') determined that revocation of the existing antidumping duty (``AD'') order on persulfates from the People's Republic of China (``PRC'') would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States. Therefore, the Department is publishing this notice of continuation of the AD order.
Laminated Woven Sacks From the People's Republic of China: Continuation of Countervailing Duty Order

On January 2, 2014, the Department of Commerce (the Department) initiated the sunset reviews of the antidumping duty orders on ball bearings and parts thereof from Japan and the United Kingdom.\1\ Because no domestic interested party filed a notice of intent to participate in response to the Initiation Notice by the applicable deadline, the Department is revoking the antidumping duty orders on ball bearings and parts thereof from Japan and the United Kingdom.
Non-Oriented Electrical Steel From the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination, Preliminary Affirmative Critical Circumstances Determination, and Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determination

The period of review (``POR'') is April 1, 2012, through March 31, 2013. We preliminarily found that the only respondent, Shandong Taihe Chemicals Co., Ltd. (``STCC''), sold subject merchandise at less than normal value (``NV''). We invite interested parties to comment on these preliminary results.
Stainless Steel Bar From India: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on stainless steel bar (SSB) from India.\1\ The period of review (POR) is February 1, 2012, through January 31, 2013. This review covers three exporters/ producers of the subject merchandise: Ambica Steels Limited (Ambica); Mukand, Ltd. (Mukand); and, Chandan Steel Limited (Chandan). We preliminarily determine that Ambica has not made sales of subject merchandise at prices below normal value (NV) during this POR. We are rescinding this review for Mukand and Chandan. Interested parties are invited to comment on these preliminary results.
Polyethylene Retail Carrier Bags From the People's Republic of China: Affirmative Final Determination of Circumvention of the Antidumping Duty Order
The Department of Commerce (the Department) determines that imports of unfinished polyethylene retail carrier bags (PRCBs) from the People's Republic of China (PRC) are circumventing the antidumping duty order on PRCBs from the PRC.\1\
Certain Cut-to-Length Carbon-Quality Steel Plate from the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review; 2012
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on certain cut-to-length carbon-quality steel plate from the Republic of Korea (Korea). The period of review (POR) is January 1, 2012, through December 31, 2012. This review covers multiple exporters/producers; one of which is being individually examined as a mandatory respondent. We preliminary determine that Dongkuk Steel Mill Co., Ltd. (DSM) received a de minimis net subsidy rate during the POR. DSM's CVD rate has been used as the rate for the five companies that remain subject to review. The Department also intends to rescind the review of five companies that timely certified that they had no shipments of subject merchandise to the United States during the POR. Interested parties are invited to comments on these preliminary results.
Non-Oriented Electrical Steel From the Republic of Korea: Preliminary Negative Countervailing Duty Determination, Preliminary Negative Critical Circumstances Determination, and Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determination

Certain Frozen Warmwater Shrimp From India; Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India.\1\ The review covers 205 producers/exporters of the subject merchandise. The Department selected two mandatory respondents for individual examination, Devi Fisheries Limited (Devi Fisheries) and Falcon Marine Exports Limited (Falcon). The period of review (POR) is February 1, 2012, through January 31, 2013. We preliminarily determined that sales to the United States have been made below normal value (NV) and, therefore, are subject to antidumping duties. If these preliminary results are adopted in the final results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. We invite all interested parties to comment on these preliminary results.

The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain frozen warmwater shrimp (``shrimp'') From the People's Republic of China (``PRC''), covering the period of review (``POR'') from February 1, 2012, through January 31, 2013. As discussed below, the Department preliminarily determines that Zhanjiang Newpro Foods Co., Ltd. (``Newpro''), and Hilltop International (``Hilltop'') failed to cooperate to the best of their ability in this review. Accordingly, the Department is finding Newpro and Hilltop are part of the PRC-wide entity to which we are applying adverse facts available (``AFA''), as discussed below. Interested parties are invited to comment on these preliminary results.
Small Diameter Graphite Electrodes from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Partial Rescission; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on small diameter graphite electrodes (graphite electrodes) from the People's Republic of China (PRC), covering the period February 1, 2012, through January 31, 2013. The Department preliminarily determines that sales by the Minh Phu Group,\1\ and Stapimex,\2\ the two mandatory respondents, were made below normal value (``NV''). Low-Enriched Uranium From France; Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on low-enriched uranium (LEU) from France.\1\ The period of review (POR) is February 1, 2012, through January 31, 2013. The review covers one producer or exporter of the subject merchandise, Eurodif S.A., AREVA NC, and AREVA NC, Inc. (collectively AREVA). The Department preliminarily determines that AREVA made no shipments of subject merchandise during the POR. We invite interested parties to comment on these preliminary results. The deadline for the preliminary results of this review was March 17, 2014. Due to the closure of the Federal Government in Washington, DC on March 17, 2014, the Department reached this determination on the next business day (i.e., March 18, 2014). Renewable Energy and Energy Efficiency Advisory Committee; Notice of Meeting
The Renewable Energy and Energy Efficiency Advisory Committee (RE&EEAC) will meet on April 8, 2014 to further the development of recommendations related to the financing renewable energy and energy efficiency exports. Each of the Committee's four subcommittees will discuss its progress today, with specific attention given to U.S. Government financing, the development of new financial products, and international or multilateral financing.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Notice of Reopening of the First Five-Year “Sunset” Review of the Antidumping Duty Order
On December 7, 2010, the Department of Commerce (``the Department'') published the final results of the first sunset review of the antidumping duty (``AD'') order on certain frozen warmwater shrimp from the Socialist Republic of Vietnam (``Vietnam''). Certain information has come to the Department's attention that may call into question the integrity of the first sunset review and the information on which the Department relied for its final results. The Department is reopening the first sunset review to consider the new information and invites the interested parties to comment on this information.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam; Final Results of Re-Conducted Administrative Review of Grobest & I-Mei Industrial (Vietnam) Co., Ltd. and Intent Not To Revoke; 2008-2009
On September 18, 2013, the Department of Commerce (``the Department'') published its Preliminary Results of the re-conducted administrative review of certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') of Grobest & I-Mei Industrial (Vietnam) Co., Ltd. (``Grobest'') and intent not to revoke.\1\ The period of review (``POR'') is February 1, 2008, through January 31, 2009. The final dumping margin is listed below in the ``Final Results of the Review'' section of this notice.
Export Trade Certificate of Review
The Office of Trade and Economic Analysis (``OTEA'') of the International Trade Administration, Department of Commerce, has received an application for an Export Trade Certificate of Review (``Certificate''). This notice summarizes the application and requests comments relevant to whether the Certificate should be issued.
Circular Welded Carbon Quality Steel Line Pipe From the People's Republic of China: Final Results of Expedited Sunset Review of the Countervailing Duty Order
On December 2, 2013, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty (``CVD'') order on circular welded carbon quality steel line pipe (``line pipe'') from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties and an inadequate response from respondent interested parties (in this case, no response), the Department conducted an expedited sunset review of this CVD order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(B) and (C). As a result of this sunset review, the Department finds that revocation of the CVD order would be likely to lead to continuation or recurrence of a countervailable subsidy at the level indicated in the ``Final Results of Review'' section of this notice.
United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board
The United States Travel and Tourism Advisory Board (Board) will hold the first meeting of its newly appointed members on Tuesday, April 8, 2014. The Board was re-chartered on August 2013, to advise the Secretary of Commerce on matters relating to the travel and tourism industry. At the meeting, members will be sworn-in and will begin a discussion of the work they will undertake during their term. They are expected to discuss issues impacting the travel and tourism industry, including travel promotion, visa policy, travel facilitation, infrastructure, Brand USA, public-private partnerships, and domestic travel and tourism issues, in addition to other topics. The agenda may change to accommodate Board business. The final agenda will be posted on the Department of Commerce Web site for the Board at https:// trade.gov/ttab, at least one week in advance of the meeting.

Uncovered Innerspring Units From the People's Republic of China; Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on uncovered innerspring units from the People's Republic of China (``PRC''). The period of review is February 1, 2012, through January 31, 2013. The review covers the following exporters of subject merchandise: Goldon Bedding Manufacturing (M) Sdn Bhd (``Goldon'') \1\ and Ta Cheng Coconut Knitting Company Ltd. (``Ta Cheng''). We preliminarily determine that Goldon and Ta Cheng, two market economy exporters, failed to cooperate to the best of their abilities and are, therefore, applying adverse facts available (``AFA'') to Goldon's and Ta Cheng's PRC-origin merchandise. Interested parties are invited to comment on these preliminary results.
Steel Threaded Rod From Thailand: Final Determination of Sales at Less Than Fair Value and Affirmative Final Determination of Critical Circumstances
On December 31, 2013, the Department of Commerce (the ``Department'') published the preliminarily determination of the antidumping investigation of steel threaded rod from Thailand. The period of investigation (``POI'') is April 1, 2012, through March 31, 2013. We gave interested parties an opportunity to comment on the preliminary determination, but we received no comments. The final weighted-average dumping margins of sales at less than fair value (``LTFV'') are listed below in the ``Final Determination'' section of this notice.
