The Department of Commerce (``Department'') has completed its administrative review of the countervailing duty (``CVD'') order on corrosion-resistant carbon steel flat products from the Republic of Korea (``Korea'') for the period January 1, 2011, through December 31, 2011. On September 10, 2013, we published the Preliminary Results of this review.\1\ In these final results we continue to find that the respondents, Dongbu Steel Co., Ltd. (``Dongbu''), Hyundai HYSCO Ltd. (``HYSCO''), and Pohang Iron & Steel Co. Ltd. (``POSCO''), received subsidies that result in de minimis net subsidy rates.

On September 6, 2013, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on light-walled rectangular pipe and tube (LWR pipe and tube) from Mexico.\1\ The period of review (POR) is August 1, 2011, through July 31, 2012. This review covers two producers or exporters of subject merchandise: Regiomontana de Perfiles y Tubos S.A. de C.V. (Regiopytsa) and Maquilacero S.A. de C.V. (Maquilacero). For the final results, we continue to find that Regiopytsa sold subject merchandise at less than normal value during the POR and that Maquilacero did not. For the final weighted-average dumping margins, see the ``Final Results of Review'' section below.

On July 10, 2013, the Department of Commerce (the Department) published its Preliminary Results of the 2011-2012 administrative review of the antidumping duty order on chlorinated isocyanurates (chloro isos) from the People's Republic of China (PRC).\1\ The period of review (POR) is June 1, 2011, through May 31, 2012. This review covers six producers/exporters of subject merchandise: (1) Arch Chemicals (China) Co. Ltd. (Arch China); (2) Hebei Jiheng Chemical Co., Ltd. and Hebei Jiheng Baikang Chemical Industry Co., Ltd. (collectively, Jiheng); (3) Heze Huayi Chemical Co. Ltd. (Heze); (4) Juancheng Kantgai Chemical Co., Ltd. (collectively, Kangtai); (5) Sinocarbon International Trading Co., Ltd. (Sinocarbon); and (6) Zhucheng Taisheng Chemical Co., Ltd. (Zhucheng). Jiheng and Kangtai are the mandatory respondents. We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for Jiheng and Kangtai. The final dumping margins for this review are listed in the ``Final Results'' section below.

On December 18, 2013, the United States Court of International Trade (the Court or CIT) sustained the Department of Commerce's (the Department) final results of the remand redetermination relating to the less than fair value investigation of polyvinyl alcohol (PVA) from Taiwan, in Chang Chun Petrochemical Co. Ltd. v. United States, Court No. 11-00095, Slip. Op. 13-151 (CIT 2013). Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department is notifying the public that the final CIT judgment in this case is not in harmony with the Department's Final Determination and is amending its Final Determination in the investigation of PVA from Taiwan covering the period of investigation (POI) of July 1, 2003, through June 30, 2004, with respect to the weighted-average dumping margin assigned to Chang Chun Petrochemical Co. The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty (CVD) order on multilayered wood flooring (wood flooring) from the People's Republic of China (PRC). The period of review (POR) is April 6, 2011, through December 31, 2011. This review covers multiple exporters/producers, two of which are being individually reviewed as mandatory respondents, and another is being individually reviewed as a voluntary respondent. We preliminarily find that the mandatory respondents, Armstrong Wood Products (Kunshan) Co., Ltd. (Armstrong) and The Lizhong Wood Industry Limited Company of Shanghai (Lizhong) (also known as, ``Shanghai Lizhong Wood Products Co., Ltd.''), as well as the voluntary respondent, Fine Furniture (Shanghai) Limited (Fine Furniture), received countervailable subsidies during the POR. The mandatory respondents' CVD rates have been used to calculate the rate applied to the other firms subject to this review. The Department also intends to rescind the review of one company, Changzhou Hawd Flooring Co., Ltd., that timely certified that it had no shipments of subject merchandise to the United States during the POR. Interested parties are invited to comments on these preliminary results.

On September 3, 2013, the Department of Commerce (``the Department'') initiated the first five-year (``sunset'') review of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties, as well as a lack of response from respondent interested parties, the Department conducted an expedited sunset review of the antidumping duty order, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the antidumping duty order on steel wire garment hangers from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.

On November 7, 2013, the Department of Commerce (the Department) published the notice of preliminary results of changed circumstances reviews and intent to revoke, in part, the antidumping (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (PRC),\1\ with respect to certain rectangular wire. We invited interested parties to comment on the Preliminary Results and received no comments other than support for partial revocation of the orders. Therefore, the final results do not differ from the preliminary results of reviews and we are revoking the orders with respect to certain rectangular wire. Aluminum Extrusions From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Rescission, in Part, 2010/12

The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on aluminum extrusions from the People's Republic of China (``PRC''). The period of review (``POR'') is November 12, 2010, through April 30, 2012. These final results cover 62 companies for which an administrative review was initiated,\1\ and for which this administrative review was not rescinded in the Preliminary Results.\2\ For these final results, the Department examined two mandatory respondents which include three companies for which this review was initiated. The first mandatory respondent is Kromet International, Inc. (``Kromet'') for which the Department finds for these final results did not make sales of subject merchandise at less than normal value. The second mandatory respondent the Department has continued to find is a single entity, collectively Zhongya/Guang Ya Group/Xinya, comprised of Zhaoqing New Zhongya Aluminum Co., Ltd. a.k.a. Guangdong Zhongya Aluminum Company Limited (``Zhongya''); Guangya Aluminum Industrial Co., Ltd. (``Guang Ya''), Foshan Guangcheng Aluminum Co., Ltd. (``Guangcheng'') \3\ (collectively ``Guang Ya Group''); and Foshan Nanhai Xinya Aluminum & Stainless Steel Products Co., Ltd. (``Xinya'').\4\ The Department finds for these final results that the Zhongya/Guang Ya Group/Xinya entity failed to demonstrate that it was eligible for a separate rate and thus it is part of the PRC-wide entity. Furthermore, the Department finds that ten (including Kromet) of the other companies under review have established their eligibility for a separate rate. The Department finds that the remaining companies under review either failed to establish their eligibility for a separate rate or were not responsive, and, therefore, these companies are part of the PRC-wide entity.
