The United States Department of Commerce, International Trade Administration, U.S. and Foreign Commercial Service published a document in the Federal Register of December 4, 2012 regarding the U.S. Healthcare Trade Mission to Russia June 3-7, 2013. The subject heading of the document incorrectly indicated the fees for the mission. All other information in the December 31, 2012 Notice, is correct.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results of Antidumping Duty New Shipper Reviews; 2011-2012
The Department of Commerce (``the Department'') is conducting four new shipper reviews (``NSRs'') of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). The period of review (``POR'') is August 1, 2011, through January 31, 2012. The reviews cover four exporters of subject merchandise: Quang Minh Seafood Co., Ltd. (``Quang Minh''); Dai Thanh Seafoods Company Limited (``Dathaco''); Fatifish Company Limited (``Fatifish''); and Hoang Long Seafood Processing Co., Ltd. (``Hoang Long'') (collectively, the ``New Shipper Respondents''). The Department has preliminarily determined that the New Shipper Respondents did not sell subject merchandise at less than normal value (``NV'').
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with December anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Laminated Woven Sacks From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on laminated woven sacks (``sacks'') from the People's Republic of China (``PRC''). The period of review (``POR'') is August 1, 2011, through July 31, 2012. The review covers one exporter of subject merchandise, Zibo Aifudi Plastic Packaging Co., Ltd. (``Aifudi''). We have preliminarily determined that Aifudi failed to demonstrate its eligibility for a separate rate. Accordingly, we are treating the company as part of the PRC-wide entity and subject to the PRC-wide rate.

Notice of Allocation of Tariff Rate Quotas (TRQ) on the Import of Certain Worsted Wool Fabrics for Calendar Year 2013
The Department of Commerce (Department) has determined the allocation for Calendar Year 2013 of imports of certain worsted wool fabrics under tariff rate quotas established by Title V of the Trade and Development Act of 2000 (Pub. L. 106-200), as amended by the Trade Act of 2002 (Pub. L. 107-210), the Miscellaneous Trade Act of 2004 (Pub. L. 108-249), and the Pension Protection Act of 2006 (Pub. L. 109- 280), and further amended pursuant to the Emergency Economic Stabilization Act of 2008 (Pub. L. 110-343). The companies that are being provided an allocation are listed below.

Certain Kitchen Appliance Shelving and Racks From the People's Republic of China; 2010-2011; Final Results of Antidumping Duty Administrative Review
On October 9, 2012, the Department of Commerce (``Department'') published its Preliminary Results of the antidumping duty order on certain kitchen appliance shelving and racks from the People's Republic of China (``PRC'').\1\ We gave interested parties an opportunity to comment on the Preliminary Results. After reviewing interested parties' comments and information received, we have made no changes for the final results of review. The final antidumping duty margins for this review are listed below in the ``Final Results of the Review'' section of this notice. The period of review (``POR'') is September 1, 2010, through August 31, 2011.

Chlorinated Isocyanurates From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2010-2011
On July 16, 2012, the Department of Commerce (the Department) published the preliminary results of an administrative review of the antidumping duty order on chlorinated isocyanurates (chlorinated isos) from the People's Republic of China (PRC).\1\ The period of review (POR) for this administrative review was June 1, 2010, through May 31, 2011. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we have made changes to the margin calculations. Therefore, the final results differ from the preliminary results. The final dumping margins for this review are listed in the ``Final Results of Review'' section below.
Stainless Steel Bar From Brazil: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel bar (SSB) from Brazil. The period of review (POR) is February 1, 2011, through January 31, 2012. The review covers one producer/exporter of the subject merchandise, Villares Metals S.A. (Villares). We preliminarily find that subject merchandise has not been sold at less than normal value.

Oil Country Tubular Goods From the People's Republic of China: Rescission of Antidumping Duty Administrative Review; 2011-2012
In response to requests from the United States Steel Corporation (``U.S. Steel'' or ``Petitioner''), a domestic producer and Petitioner in the underlying investigation of this case, and Wuxi Seamless Oil Pipe Co., Ltd. (``WSP''), a producer of subject merchandise from the People's Republic of China (``PRC''), the Department of Commerce (the ``Department'') initiated an administrative review of the antidumping duty order on oil country tubular goods (``OCTG'') from the PRC. The period of review is May 1, 2011 through April 30, 2012. Based on the timely withdrawal of the request for review submitted by both U.S. Steel and WSP, we are now rescinding this administrative review.

Certain Preserved Mushrooms From the People's Republic of China: Preliminary Rescission of Antidumping Duty New Shipper Review; 2011-2012
The Department of Commerce (the Department) is conducting a new shipper review (NSR) of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC). The NSR covers Shandong Yinfeng Rare Fungus Corporation Ltd. (Yinfeng) for the period of review (POR) February 1, 2011, through January 31, 2012. The Department has preliminarily determined that Yinfeng did not satisfy the regulatory requirements for a NSR. Therefore, the Department is preliminarily rescinding this NSR. We invite interested parties to comment on this preliminary rescission of review.
United States Travel and Tourism Advisory Board: Meeting of the United States Travel and Tourism Advisory Board
This notice sets forth the schedule and agenda for an open meeting of the United States Travel and Tourism Advisory Board (Board). The Board will meet to present updates on the work of its subcommittees and hear briefings from representatives of the U.S. government on the implementation of the National Travel and Tourism Strategy and the progress on implementing the President's Executive Order 13597 on travel and tourism. The agenda may change to accommodate Board business. The final agenda will be posted on the Department of Commerce Web site for the Board at https://tinet.ita.doc.gov/TTAB/TTAB Home.html, at least one week in advance of the meeting.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2010-2011
On July 10, 2012, the Department of Commerce (``Department'') published the preliminary results of, and intent to rescind in part, the 2010-2011 administrative review of the antidumping duty order on tapered roller bearings (``TRBs'') from the People's Republic of China (``PRC'').\1\ Further, the Department released the results of its post- preliminary analysis on December 7, 2012.\2\ The period of review (``POR'') is June 1, 2010, through May 31, 2011.
Modification of Regulation Regarding the Extension of Time Limits
The Department of Commerce (the Department) proposes to modify its regulation concerning the extension of time limits for submissions in antidumping (AD) and countervailing duty (CVD) proceedings. The modification, if adopted, will clarify that parties may request an extension of time limits before any time limit established under this part expires. This modification will also clarify under which circumstances the Department will grant untimely- filed requests for the extension of time limits.
Renewable Energy and Energy Efficiency Advisory Committee
The Renewable Energy and Energy Efficiency Advisory Committee (RE&EEAC) will hold its inaugural meeting under its second charter. During the course of this charter term, which began in June 2012, the Committee is expected to develop recommendations on improving the competitiveness of U.S. renewable energy and energy efficiency exports. The meeting is open to the public and the room is disabled-accessible. Public seating is limited and available on a first-come, first-served basis.
Carbon and Certain Alloy Steel Wire Rod From Mexico: Rescission of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the ``Department'') is rescinding its administrative review of the antidumping duty order on carbon and certain alloy steel wire rod (``wire rod'') from Mexico for the period October 1, 2011, through September 30, 2012.
Certain Polyester Staple Fiber From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2010-2011
On July 6, 2012, the Department of Commerce (``Department'') published in the Federal Register the Preliminary Results of the fourth administrative review of the antidumping duty order on certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC'').\1\ We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results. Further, we determine that Huvis Sichuan Co., Ltd. (``Huvis Sichuan'') had no reviewable entries of subject merchandise during the period of review (``POR'').
Certain Pasta From Italy and Turkey; Final Results of Expedited Third Sunset Reviews of the Antidumping Duty Orders
On September 4, 2012, the Department of Commerce (``the Department'') initiated five-year (``sunset'') reviews of the antidumping duty orders on certain pasta (``pasta'') from Italy and Turkey. As a result of these reviews, the Department finds that revocation of these antidumping orders would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Reviews'' section of this notice.
Certain Cased Pencils From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Intent Not To Revoke Order In Part; 2010-2011
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain cased pencils (``pencils'') from the People's Republic of China (``PRC''). The period of review (``POR'') is December 1, 2010, through November 30, 2011. The review covers one exporter of subject merchandise, Beijing Fila Dixon Stationery Company, Ltd. a/ k/a Beijing Dixon Ticonderoga Stationery Company, Ltd., a/k/a Beijing Dixon Stationery Company, Ltd., and Dixon Ticonderoga Company (collectively, ``Dixon''). We preliminarily find that Dixon made sales of subject merchandise at less than normal value.
Xanthan Gum From Austria: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (``Department'') preliminarily determines that xanthan gum from Austria is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The period of investigation (``POI'') is April 1, 2011, through March 31, 2012. The estimated weighted-average dumping margin of sales at LTFV is shown in the ``Preliminary Determination'' section of this notice. The final determination will be issued 135 days after publication of this preliminary determination in the Federal Register.

Magnesium Metal From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (``Department'') is conducting the administrative review of the antidumping duty order on magnesium metal from the People's Republic of China (``PRC''). The period of review (``POR'') is April 1, 2011, through March 31, 2012. This review covers one PRC company, Tianjin Magnesium International, Co., Ltd. (``TMI''). The Department preliminarily finds that TMI did not have reviewable transactions during the POR.
Hand Trucks and Certain Parts Thereof From the People's Republic of China: Preliminary Results of the 2010-2011 Antidumping Duty Administrative Review
The Department of Commerce (the Department) is currently conducting an administrative review of the antidumping duty order on hand trucks and certain parts thereof (hand trucks) from the People's Republic of China (PRC) covering the period of review (POR) of December 1, 2010, through November 30, 2011. We preliminarily determine that sales made by New-Tec Integration (Xiamen) Co., Ltd. (New-Tec) were below normal value (NV). In addition, we are not rescinding this review with respect to WelCom Products, Inc. (WelCom), Yangjiang Shunhe Industrial Co., Ltd. and Yangjiang Shunhe Industrial & Trade Co., Ltd. (collectively, Shunhe), and Yuhuan Tongsheng Industry Company (Tongsheng) at this time (see ``Intent Not to Rescind in Part,'' infra). We invite interested parties to comment on these preliminary results.
Export Trade Certificate of Review
The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Northwest Fruit Exporters on December 21, 2012. The Certificate has been amended twenty three times. The previous amendment was issued on August 12, 2011 (76 FR 55010, Sept. 6, 2011). The original Certificate was issued on June 11, 1984 (49 FR 24581, June 14, 1984).
Diamond Sawblades and Parts Thereof From the People's Republic of China: Initiation of Antidumping Duty Changed Circumstances Review
Pursuant to section 751(b) of the Tariff Act of 1930, as amended, and 19 CFR 351.216 and 351.221(c)(3), the Department of Commerce is initiating a changed circumstances review of the antidumping duty order on diamond sawblades and parts thereof from the People's Republic of China with respect to Husqvarna (Hebei) Co., Ltd.
Light-Walled Rectangular Pipe and Tube From Mexico: Final Results of Antidumping Duty Administrative Review
On September 7, 2012, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on light-walled rectangular pipe and tube (LWR pipe and tube) from Mexico. This review covers two respondent companies and the period of review is from August 1, 2010, through July 31, 2011. We invited interested parties to comment on the preliminary results but we received no such comments. Therefore, our final results remain unchanged from the preliminary results of review.
