Certain Pasta From Italy: Final Results of Countervailing Duty Changed Circumstances Review and Revocation, In Part
On December 15, 2010, the Department of Commerce (``the Department'') published its preliminary results of changed circumstances review and intent to revoke, in part, the countervailing duty (``CVD'') order on certain pasta from Italy.\1\ We are now revoking this order, in part, with regard to gluten-free pasta, as described in the ``Scope of the Order'' section of this notice. The Department confirmed that Petitioners \2\ have no interest in CVD relief from imports of gluten-free pasta. The Department received comments filed by domestic interested party, Maplegrove Gluten Free Goods Inc. (``Maplegrove''), in opposition to the partial revocation; however, Maplegrove was unable to demonstrate that Petitioners did not represent at least 85 percent of total production of the domestic like product. Therefore, the Preliminary Results are hereby adopted as the final results.
Certain Steel Threaded Rod From the People's Republic of China: Notice of Court Decision Not in Harmony With the Final Determination of Sales at Less-Than-Fair-Value and Notice of Amended Final Determination of Sales at Less-Than-Fair-Value and Amended Antidumping Duty Order Pursuant to Court Decision
On April 21, 2011, in litigation arising out of the Department of Commerce's (``Department'') final determination in the less-than- fair-value (``LTFV'') investigation of certain steel threaded rod (``steel threaded rod'') from the People's Republic of China (``PRC''),\1\ the United States Court of International Trade (``CIT'') sustained the Department's results of redetermination. Pursuant to the CIT's remand order in Jiaxing Brother Fastener Co., Ltd. v. United States, Consol. Court No. 09-00205, Slip Op. 10-128 (November 16, 2010) (``Jiaxing Brother''), the Department found that the financial statements of the Indian company, Rajratan Global Wire Ltd. (``Rajratan''), are an appropriate source of data for calculating the surrogate financial ratios. See Jiaxing Brother Fastener Co., Ltd. v. United States, Consol. Court No. 09-00205, Slip Op. 11-44 (April 21, 2011) (``Jiaxing Brother II''). Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Determination and is amending its Final Determination and Antidumping Duty Order.
Polyethylene Terephthalate Film, Sheet, and Strip From the Republic of Korea: Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review
In response to a request for an expedited changed circumstances review from Toray Advanced Materials Korea, Inc. (TAMK), the Department of Commerce (the Department) is initiating a changed circumstances review of the antidumping duty order on polyethylene terephthalate film, sheet and strip (PET film) from the Republic of Korea (Korea) pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216 and 351.221(c)(3). We have preliminarily concluded TAMK is the successor-in-interest to Toray Saehan, Inc. (Toray Saehan) and, as a result, should be accorded the same treatment previously given to Toray Saehan with respect to the antidumping duty order on PET film from Korea. Interested parties are invited to comment on these preliminary results.
Certain Steel Threaded Rod From the People's Republic of China: Preliminary Results of the First Administrative Review and Preliminary Rescission, in Part
The Department of Commerce (``Department'') is conducting the first administrative review of the antidumping duty order on certain steel threaded rod (``steel threaded rod'') from the People's Republic of China (``PRC'') for the period of review (``POR'') October 8, 2008, through February 28, 2010. As discussed below, we preliminarily determine that sales have been made below normal value (``NV''). If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.
Multilayered Wood Flooring From the People's Republic of China: Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determination
The Department of Commerce (the ``Department'') is aligning the final determination in this countervailing duty investigation of multilayered wood flooring (``wood flooring'') from the People's Republic of China (``PRC'') with the final determination in the companion antidumping duty investigation.
Frontseating Service Valves from the People's Republic of China: Preliminary Results of the 2008-2010 Antidumping Duty Administrative Review and Partial Rescission of Review
In response to requests from interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on frontseating service valves (``FSVs'') from the People's Republic of China (``PRC''), covering the period October 22, 2008 through March 31, 2010. We have preliminarily determined that the mandatory respondents in this administrative review have made sales in the United States at prices below normal value (``NV'') during the period of review (``POR''). None of the remaining respondents provided evidence that they are separate from the state-controlled entity. As a result, they are considered part of the PRC entity. If these preliminary results are adopted in the final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis. We invite interested parties to comment on these preliminary results. Parties who submit comments are requested to submit with each argument a summary of the argument. We intend to issue the final results no later than 120 days from the date of publication of this notice, pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (``the Act'').

Paper Clips From the People's Republic of China: Final Results of Expedited Sunset Review of Antidumping Duty Order
On January 3, 2011, the Department of Commerce (``the Department'') initiated the third sunset review of the antidumping duty order on paper clips from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). Based on the notice of intent to participate and adequate substantive response filed by a domestic interested party, and the lack of response from any respondent interested party, the Department conducted an expedited (120-day) sunset review of the antidumping duty order on paper clips from the PRC, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Review'' section of this notice, infra.
Magnesium Metal From the Russian Federation: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on magnesium metal from the Russian Federation for the period of review (POR) April 1, 2009, through March 31, 2010. The review covers two respondents, PSC VSMPO-AVISMA Corporation (AVISMA) and Solikamsk Magnesium Works (SMW). The Department preliminarily determines that AVISMA did not make sales to the United States at less than normal value. If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess no antidumping duties on entries by AVISMA during the POR. SMW reported that it had no shipments to the United States during the POR. The preliminary results are listed below in the section titled ``Preliminary Results of Review.''
Initiation of Anticircumvention Inquiry on Antidumping Duty Order on Ferrovanadium and Nitrided Vanadium From the Russian Federation
In response to a request from AMG Vanadium, Inc. (AMG Vanadium), the Department of Commerce (the Department) is initiating an anticircumvention inquiry to determine whether imports of vanadium pentoxide from the Russian Federation (Russia) that is converted into ferrovanadium in the United States are circumventing the antidumping duty order on ferrovanadium and nitrided vanadium (ferrovanadium) from Russia. Certain Frozen Warmwater Shrimp From Thailand: Notice of Court Decision Not in Harmony With Final Results of Administrative Review and Notice of Amended Final Results of Administrative Review Pursuant to Court Decision
On April 26, 2011, the United States Court of International Trade (CIT) sustained the Department of Commerce's (the Department's) results of redetermination pursuant to the CIT's remand order in Ad Hoc Shrimp Trade Action Committee v. United States, 675 F. Supp. 2d 1287 (CIT 2010). The Department is notifying the public that the final CIT judgment in this case is not in harmony with the Department's final results and is amending the final results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp from Thailand covering the period of review (POR) of February 1, 2006, through January 31, 2007.

Stainless Steel Sheet and Strip in Coils From Italy: Final Results of the Full Five-Year (“Sunset”) Review of the Antidumping Duty Order
Pursuant to sections 751(c) and 752 of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``Department'') finds, as a result of this review, that revocation of the antidumping duty order on stainless steel sheet and strip (``SSSS'') in coils from Italy would be likely to lead to a continuation of dumping.
Stainless Steel Plate in Coils from Belgium: Final Results of Full Sunset Review and Revocation of the Countervailing Duty Order
On June 2, 2010, the Department of Commerce (``the Department'') initiated the second sunset review of the countervailing duty (``CVD'') order on certain stainless steel plate in coils from Belgium (``SSPC'' or ``subject merchandise'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the domestic interested parties and adequate substantive responses from ArcelorMittal Stainless Belgium N.V. (``AMS'') and the Government of Belgium (``GOB''), the Department determined to conduct a full sunset review of the CVD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). As a result of our analysis, the Department finds that revocation of the CVD order would not likely lead to continuation or recurrence of a countervailable subsidy. Therefore, the Department is revoking this CVD order.
Heavy Forged Hand Tools (i.e., Axes & Adzes, Bars & Wedges, Hammers & Sledges, and Picks & Mattocks) From the People's Republic of China: Final Results of the Expedited Sunset Review of the Antidumping Duty Orders
On January 3, 2011, the Department of Commerce (``Department'') initiated a sunset review of the antidumping duty orders on heavy forged hand tools (``Hand Tools'') (i.e., Axes & Adzes, Bars & Wedges, Hammers & Sledges, and Picks & Mattocks) from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). Based on the notices of intent to participate and adequate responses filed by the domestic interested parties, and the lack of response from any respondent interested party, the Department conducted an expedited sunset review of the orders pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the orders would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Review'' section of this notice.
Fresh Garlic From the People's Republic of China: Preliminary Intent To Rescind New Shipper Reviews
The Department of Commerce (Department) is conducting three new shipper reviews (NSRs) under the antidumping duty order on fresh garlic from the People's Republic of China (PRC). The NSRs cover Shenzhen Bainong Co., Ltd. (Shenzhen Bainong) and Jining Yifa Garlic Produce Co., Ltd. (Jining Yifa) for the period of review (POR) November 1, 2009, through April 30, 2010, and Yantai Jinyan Trading Inc. (Yantai Jinyan) for the POR November 1, 2009, through May 31, 2010. As discussed below, we preliminarily determine that Shenzhen Bainong's and Jining Yifa's sales are not bona fide. As such, we are preliminarily rescinding the NSR for Shenzhen Bainong and Jining Yifa. In addition, with respect to Yantai Jinyan, we preliminarily determine that there was no sale or entry during the original, unextended POR, and therefore we are preliminarily rescinding the new shipper review for Yantai Jinyan. We invite interested parties to comment on these preliminary results. see ``comments'' section below.
Initiation of Antidumping and Countervailing Duty Administrative Reviews; Correction
The Department of Commerce (``the Department'') published a notice in the Federal Register on March 31, 2011, concerning the initiation of administrative reviews of various antidumping and countervailing duty orders and findings with February anniversary dates. The document contained incorrect information in the ``Separate Rates'' section.
Carbazole Violet Pigment 23 From India: Rescission of Administrative Review
On January 28, 2011, in response to a request from an interested party, the Department of Commerce (the Department) published a notice of initiation of the administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from India for the period of December 1, 2009, through November 30, 2010. Because the party withdrew its request for an administrative review in a timely manner, the Department is rescinding this review.
Request for Public Comments Concerning Regulatory Cooperation Between the United States and the European Union That Would Help Eliminate or Reduce Unnecessary Divergences in Regulation and in Standards Used in Regulation That Impede U.S. Exports
The U.S. Government recognizes that economic recovery and job creation will depend significantly on its ability to work collaboratively with key trading partners to promote free and open trade and investment while also protecting public health and safety, the environment, intellectual property, and consumers' rights. In our trade and investment relationship with the European Union, the main impediments to greater trade and investmentand more open foreign markets for U.S. exporters and investors are not tariffs or quotas, but rather differences in regulatory measures. These regulatory measureswhich include standards developed by a government and used in regulation, standards developed by other bodies at the request or direction of a regulator for use in regulation, or proposals to provide a presumption of compliance to technical requirements developed by a governmentmay be unnecessary and may increase costs for producers and consumers. With this Notice, the Department of Commerce's International Trade Administration (ITA), in support of the National Export Initiative (NEI) and the U.S.-EU High Level Regulatory Cooperation Forum (HLRCF), and pursuant to the Secretary of Commerce's role as the chair of Trade Promotion Coordinating Committee, is requesting stakeholders assist the Administration identify opportunities for cooperation between the United States and the European Union to reduce or eliminate divergences in regulatory measures that impede trade in goods in the transatlantic marketplace, in ways that may be unnecessary, as well as any existing or emerging sectors that may benefit from transatlantic regulatory cooperation. Certain Pasta From Turkey: Notice of Preliminary Results of Antidumping Duty Administrative Review
In response to a request from petitioners \1\ to conduct an administrative review of Marsan Gida Sanayi ve Ticaret A.S. (Marsan), the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain pasta (pasta) from Turkey. The period of review (POR) is July 1, 2009, through June 30, 2010. As discussed below, we preliminarily find that Marsan was not a producer of subject merchandise during the POR. In addition, because the producer of subject merchandise, Birlik Paz. San. ve Tic. A.S. (Birlik), had knowledge that the pasta it produced and sold to Marsan was destined for the United States, we preliminarily determine that Marsan had no reviewable entries during the POR.
Certain Activated Carbon From the People's Republic of China: Preliminary Results of the Third Antidumping Duty Administrative Review, and Preliminary Rescission in Part
The Department of Commerce (``Department'') is conducting the third administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC'') for the period April 1, 2009, through March 31, 2010. The Department has preliminarily determined that sales have been made below normal value (``NV'') by the respondents examined in this administrative review. If these preliminary results are adopted in our final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the period of review.
Certain Frozen Warmwater Shrimp From Brazil, India, the People's Republic of China, Thailand, and the Socialist Republic of Vietnam: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on certain frozen warmwater shrimp (shrimp) from Brazil, India, the People's Republic of China (PRC), Thailand, and the Socialist Republic of Vietnam (Vietnam) would be likely to lead to continuation or recurrence of dumping and of material injury to an industry in the United States within a reasonably foreseeable time, the Department is publishing notice of the continuation of these antidumping duty orders.

Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with March anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Termination of the Suspension Agreement on Solid Fertilizer Grade Ammonium Nitrate From the Russian Federation and Notice of Antidumping Duty Order
On March 3, 2011, the Department of Commerce (``the Department'') received a letter from the Ministry of Economic Development (``MED'') of the Russian Federation (``Russia'') dated February 22, 2011, that had been sent to the United States Embassy in Moscow for transmittal to the Department concerning the Agreement Suspending the Antidumping Duty (``AD'') Investigation on Solid Fertilizer Grade Ammonium Nitrate from the Russian Federation (``the Agreement''). In that letter, the MED stated that it was withdrawing from the Agreement. In accordance with Section X.C. of the Agreement, termination of the Agreement shall be effective 60 days after notice of termination of the Agreement is given to the Department. Pursuant to section 734(g) of the Tariff Act of 1930, as amended (``the Act''), the underlying investigation was continued following the signature of the Agreement, resulting in an affirmative determination of dumping resulting in material injury to a domestic industry. Therefore, the Department is terminating the Agreement and issuing an AD order, effective May 2, 2011 (60 days from when the Department received notice of MED's request for termination). The Department also will direct suspension of liquidation to begin on that date.

New Pneumatic Off-the-Road Tires From the People's Republic of China: Final Results of Countervailing Duty Administrative Review
The Department of Commerce (the Department) has conducted an administrative review of Hebei Starbright Tire Co., Ltd. (Starbright) under the countervailing duty order on certain new pneumatic off-the- road tires (OTR Tires) from the People's Republic of China (PRC) for the period December 17, 2007, through December 31, 2008. Following the preliminary results, we received comments from Starbright, Titan Tire Corporation (Titan), the petitioner in the original investigation, and Bridgestone Americas, Inc. and Bridgestone Americas Tire Operations, LLC (collectively Bridgestone), a domestic interested party in the original investigation. Based on our analysis of the comments, we have determined that no changes should be made in these final results. We determine that subsidies are being provided to Starbright for the production and export of OTR Tires from the PRC. The subsidy rate is set forth in the Final Results of Review section below.
Certain Frozen Warmwater Shrimp From Brazil, India, the People's Republic of China, Thailand, and the Socialist Republic of Vietnam: Amended Antidumping Duty Orders in Accordance with Final Court Decision
On April 14, 2010, the U.S. Court of International Trade (``CIT'') sustained the remand redetermination \1\ issued by the Department of Commerce (``Department'') pursuant to the CIT's remand order involving the antidumping duty investigations of certain frozen warmwater shrimp from Brazil, Ecuador, India, the People's Republic of China (``PRC''), Thailand, and the Socialist Republic of Vietnam (``Vietnam'').\2\ On March 30, 2011, the U.S. International Trade Commission (``ITC'') notified the Department of its final determinations in the five-year (sunset) reviews concerning the antidumping duty orders on frozen warmwater shrimp from Brazil, the PRC, India, Thailand, and Vietnam, in which it found that revocation of these orders would likely lead to a continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time to a U.S. industry. The ITC also found the domestic like product to include dusted shrimp. See id. at footnote 22. In light of the CIT's final decision and the ITC's sunset determination, the Department is now issuing amended antidumping duty orders that include dusted shrimp within the scope of the orders.
