Fresh Garlic From the People's Republic of China: Preliminary Results of New Shipper Reviews
The Department of Commerce (Department) is conducting six new shipper reviews (NSRs) of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the periods of review (PORs) of November 1, 2007 through April 30, 2008 and November 1, 2007 through June 9, 2008. As discussed below, we preliminarily determine that sales have been made in the United States at prices below normal value (NV) with respect to certain exporters who participated fully and have demonstrated their eligibility for a separate rate in the NSRs. The NSRs for Jinxiang Tianheng Trade Co., Ltd. and Shandong Jinxiang Zhengyang Import & Export Co., Ltd. continue to be preliminarily rescinded. The dumping margins are set forth in the ``Preliminary Results of the Reviews'' section below. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on entries of subject merchandise during the POR for which importer-specific assessment rates are above de minimis. We invite interested parties to comment on these preliminary results. See ``Comments'' section below.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same order.
Subsidy Programs Provided by Countries Exporting Softwood Lumber and Softwood Lumber Products to the United States; Request for Comment
The Department of Commerce (Department) seeks public comment on any subsidies, including stumpage subsidies, provided by certain countries exporting softwood lumber or softwood lumber products to the United States during the period July 1 through December 31, 2008.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Notice of Partial Rescission of the Fifth Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). See Notice of Antidumping Duty Order: Certain Frozen Fish Fillets From the Socialist Republic of Vietnam, 68 FR 47909 (August 12, 2003) (``Order''). On September 30, 2008, the Department initiated an antidumping duty administrative review on certain frozen fish fillets from Vietnam. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 73 FR 56795 (September 30, 2008). The Department initiated this review with respect to 18 companies. The period of review is August 1, 2007, through July 31, 2008. The preliminary results of this administrative review are currently due no later than May 3, 2009. On October 30, 2008, Vinh Quang Fisheries Corporation withdrew its request for review. On December 22, 2008, Anvifish Co., Ltd. (``Anvifish'') withdrew its request for a review. On October 17, 2008, Petitioners \1\ withdrew their request for review with respect to 12 companies, including Vinh Quang Fisheries Corporation. Following Anvifish's withdrawal, on December 23, 2008, Petitioners withdrew their request for review with respect to Anvifish.
Certain Activated Carbon From the People's Republic of China: Notice of Initiation of Changed Circumstances Review
The Department of Commerce (``Department'') has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC''). Based upon a request filed by Hebei Foreign Trade and Advertising Corporation (``Hebei Foreign''), the Department is initiating a changed circumstances review to determine whether Hebei Shenglun Advertising and Exhibit Corporation (``Hebei Shenglun'') is the successor-in-interest to Hebei Foreign, a separate-rate respondent in the original investigation and first administrative review.
Granular Polytetrafluoroethylene Resin From Italy: Amended Final Results of Antidumping Duty Administrative Review
On March 31, 2009, the Department of Commerce (``the Department'') published the final results of the administrative review of the antidumping duty order on granular polytetrafluoroethylene resin (``PTFE'') from Italy, covering the period August 1, 2006, through July 31, 2007. See Granular Polytetrafluoroethylene Resin From Italy: Final Results of Antidumping Duty Administrative Review, 74 FR 14519 (March 31, 2009) (``Final Results''). We are amending the Final Results to correct ministerial errors in the calculation of the weighted average margin and the assessment rate applicable to entries by the respondent to this proceeding, Solvay Solexis S.p.A. and Solvay Solexis, Inc. (collectively, ``Solvay''), pursuant to section 751(h) of the Tariff Act of 1930, as amended (``the Act''), and 19 CFR 351.224(e).
Certain Hot-Rolled Carbon Steel Flat Products from Thailand: Extension of Time Limit for Final Results of Changed Circumstances Review
The U.S. Department of Commerce (``the Department'') is extending the time limit for the final results of the changed circumstances review of the antidumping duty order on certain hot- rolled carbon steel flat products (``hot-rolled steel'') from Thailand. The period of review is July 1, 2006, through June 30, 2007. This extension is made pursuant to 19 CFR 351.216(e) and 19 CFR 351.302(b).
Implementation of the Findings of the WTO Dispute Settlement Panel and Appellate Body in United States - Final Anti-Dumping Measures on Stainless Steel from Mexico: Notice of Determination Under Section 129 of the Uruguay Round Agreements Act
On March 31, 2009, the Department of Commerce (the Department) issued a determination regarding the dumping margin calculation in the less-than-fair-value investigation of stainless steel sheet and strip in coils (stainless steel) from Mexico challenged by Mexico before the World Trade Organization (WTO). On April 23, 2009, the U.S. Trade Representative (USTR) instructed the Department to implement in whole this determination under section 129 of the Uruguay Round Agreements Act (URAA). The Department is now implementing this determination.
1-Hydroxyethylidene-1, 1-Diphosphonic Acid from India and the People's Republic of China: Antidumping Duty Orders
Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (the Commission), the Department is issuing antidumping duty orders on 1- Hydroxyethylidene-1, 1-Diphosphonic Acid (HEDP) from India and the People's Republic of China (PRC). On April 17, 2009, the Commission notified the Department of its affirmative determination of threat of material injury to a U.S. industry. See 1-Hydroxyethylidene-1, 1- Diphosphonic Acid from China and India (Investigation Nos. 731-TA-1146 and 731-TA-1147 (Final), USITC Publication 4072, April 2009).
Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Notice of Amended Final Results of the Fourteenth Antidumping Duty Administrative Review
On March 16, 2009, the Department of Commerce (the Department) published its final results of the fourteenth administrative review for certain corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea) for the period from August 1, 2006, through July 31, 2007. We are amending our final results to correct ministerial errors made in the calculation of the dumping margins for Dongbu Steel Co., Ltd., (Dongbu), Hyundai HYSCO (HYSCO), and Pohang Iron & Steel Co., Ltd. (POSCO) and Pohang Coated Steel Co., Ltd. (POCOS) (collectively, the POSCO), pursuant to section 751(h) of the Tariff Act of 1930, as amended (the Act).
Antidumping Duty Order: Frontseating Service Valves from the People's Republic of China
Based on affirmative final determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on frontseating service valves (``FSVs'') from the People's Republic of China (``PRC'').
Ball Bearings and Parts Thereof From France, Germany, Italy, Japan, and the United Kingdom: Preliminary Results of Antidumping Duty Administrative Reviews and Intent To Revoke Order In Part
In response to requests from interested parties, the Department of Commerce (the Department) is conducting administrative reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, Italy, Japan, and the United Kingdom. The reviews cover 15 manufacturers/exporters. The period of review is May 1, 2007, through April 30, 2008. We have preliminarily determined that sales have been made below normal value by certain companies subject to these reviews. If these preliminary results are adopted in our final results of administrative reviews, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries.
Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with March anniversary dates. We received a timely request to revoke one antidumping duty order in part. In accordance with the Department's regulations, we are initiating those administrative reviews.
Certain Cut-to-Length Carbon-Quality Steel Plate Products From the Republic of Korea: Final Results of Antidumping Duty Administrative Review
On December 19, 2008, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain cut-to-length carbon- quality steel plate products (steel plate) from the Republic of Korea (Korea). The period of review is February 1, 2007, through January 31, 2008. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received and an examination of our calculations, we have made changes for the final results. The final weighted-average dumping margin is listed below in the ``Final Results of the Review'' section of this notice.
Ball Bearings and Parts Thereof From Germany: Amended Final Results of Antidumping Duty Administrative Review Pursuant to a Court Decision
On June 29, 2007, the United States Court of International Trade (CIT) affirmed the redetermination of the Department of Commerce (the Department) on voluntary remand of the final results of the administrative review of the antidumping duty order on ball bearings and parts thereof from Germany. See Paul M[uuml]ller Industrie GmbH & Co. v. United States, 502 F. Supp. 2d 1271 (CIT 2007). The Department is amending the final results of the administrative review of the antidumping duty order on ball bearings and parts thereof from Germany covering the period of review May 1, 2002, through April 30, 2003, to reflect the CIT's order.

Certain Polyester Staple Fiber From Taiwan: Final Results of Antidumping Duty Administrative Review
On February 5, 2009, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on certain polyester staple fiber from Taiwan. The period of review is May 1, 2007, through April 30, 2008. We gave interested parties an opportunity to comment on the preliminary results. We received no comments on our preliminary results. The final weighted- average dumping margin for Far Eastern Textiles Ltd. is listed below in the ``Final Results of Review'' section of this notice.
Continuation of Antidumping Duty Order on Malleable Cast Iron Pipe Fittings From the People's Republic of China
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on malleable cast iron pipe fittings (``malleable pipe fittings'') from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.
Certain Hot-Rolled Carbon Steel Flat Products from India: Final Results of Antidumping Duty Administrative Review
On December 19, 2008, the Department of Commerce (``Department'') published the preliminary results of the antidumping duty administrative review of certain hot-rolled carbon steel flat products from India. See Certain Hot-Rolled Carbon Steel Flat Products From India: Notice of Preliminary Results of Antidumping Duty Administrative Review, 73 FR 77618 (December 19, 2008) (``Preliminary Results''). The review covers one respondent, Essar Steel Limited (``Essar''). The period of review (``POR'') is December 1, 2006, through November 30, 2007. We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we have made changes to the margin calculations. Therefore, the final results differ from the preliminary results. For the final dumping margins see the ``Final Results of Review'' section below.
Certain Circular Welded Carbon Steel Pipes and Tubes from Taiwan: Final Rescission of Antidumping Duty Administrative Review
In response to a request from Allied Tube & Conduit Corporation, a domestic interested party, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain circular welded carbon steel pipes and tubes from Taiwan. This review covers one firm, Yieh Hsing Enterprise Co., Ltd. (Yieh Hsing), for the period May 1, 2007, through April 30, 2008. No interested party commented on the Department's intent to rescind this review based upon its determination that the party subject to this review did not have entries of subject merchandise during the period of review (POR) on which to assess antidumping duties.
Honey from Argentina: Notice of Partial Rescission of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is partially rescinding its administrative review of the antidumping duty order on honey from Argentina for the period December 1, 2007, to November 30, 2008, with respect to multiple companies. This rescission is based on the timely withdrawal of the request for review by the interested parties that requested the review. A complete list of the companies for which the administrative review is being rescinded is provided below.
Glycine from the People's Republic of China: Notice of Rescission of Antidumping Duty New Shipper Review
In response to a request from Jiangxi Ansun Chemical Technology Co., Ltd. (``Jiangxi Ansun'') on September 24, 2008, the Department of Commerce (``the Department'') published in the Federal Register a notice announcing the initiation of a new shipper review of the antidumping duty order on glycine from the People's Republic of China (``the PRC''), covering the period March 1, 2008, through August 31, 2008. On February 23, 2009, Jiangxi Ansun withdrew its request for a new shipper review and therefore, we are rescinding this new shipper review.
Certain Steel Threaded Rod from the People's Republic of China: Notice of Antidumping Duty Order
Based on affirmative final determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on certain steel threaded rod (``STR'') from the People's Republic of China (``PRC''). On April 6, 2009, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Steel Threaded Rod from China (Investigation No. 731-TA-1145 (Final), USITC Publication 4070, April 2009).
