The Department of Commerce (the Department) has reached a final determination that countervailable subsidies are being provided to producers and exporters of Bottle-Grade (BG) Polyethylene Terephthalate (PET) Resin from India. For information on the estimated countervailable subsidy rates, please see the ``Final Determination'' section of this notice.

On March 10, 2005, the NAFTA Panel issued its decision in the matter of Certain Durum Wheat and Hard Red Spring Wheat CVD determination from Canada, Secretariat File No. USA-CDA-2003-1904-05.

On February 14, 2005, the U.S. Department of Commerce (the Department) published the final results of its administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Italy for the period July 1, 2002, through June 30, 2003. See Stainless Steel Sheet and Strip in Coils from Italy: Final Results of Antidumping Duty Administrative Review, 70 FR 7472 (February 14, 2005) (Final Results) and accompanying Issues and Decision Memorandum. We are amending our Final Results to correct a ministerial error alleged by Allegheny Ludlum, AK Steel Corporation, Butler Armco Independent Union, J&L Specialty Steel, Inc., North American Stainless, United Steelworkers of America, AFL-CIO/CLC, and Zanesville Armco Independent Organization (collectively, petitioners) pursuant to section 751(h) of the Tariff Act of 1930, as amended (the Act).

On November 8, 2004, the Department of Commerce (the Department) published the preliminary results of its first administrative review of the antidumping duty order on carbon and certain alloy steel wire rod from Trinidad and Tobago. The review covers one producer of the subject merchandise. The period of review (POR) is April 10, 2002, through September 30, 2003. Based on our analysis of comments received, these final results differ from the preliminary results. The final results are listed below in the Final Results of Review section.

The Department of Commerce issued an Export Trade Certificate of Review (Certificate) to the CONSOL Energy Inc. (Consol) on February 16, 2004. This notice summarizes the conduct for which certification has been granted.

On October 20, 2004, the Department of Commerce published a preliminary determination in the antidumping duty investigation of live swine from Canada. We gave interested parties an opportunity to comment on the preliminary determination. Based upon the results of verification and our analysis of the comments received, we have made certain changes. We continue to find that live swine from Canada were sold in the United States below normal value during the period of investigation. The final weighted-average dumping margins are listed below in the section entitled ``Continuation of Suspension of Liquidation.''

ITA is soliciting U.S. export promotion projects to be conducted by eligible entities for periods of up to three years. Project award periods normally begin between October 1, 2005 and January 1, 2006, but may begin as late as April 1, 2006. MDCP awards help to underwrite the start-up costs of new export ventures that export multipliers are often reluctant to undertake without Federal Government support. MDCP aims to develop, maintain and expand foreign markets for non-agricultural goods and services produced in the United States.

The Department of Commerce publishes this interim final rule to implement a Steel Import Monitoring and Analysis (SIMA) System, originally outlined in the President's March 5, 2002, Proclamation on Steel Safeguards.\1\ SIMA, as fully implemented by this interim final rule, contains modifications made in light of comments received in response to an Advanced Notice of Proposed Rulemaking (ANPRM) published on August 25, 2004.

The Department of Commerce (the Department) is initiating a changed circumstances administrative review of the antidumping duty order of carbon and certain alloy steel wire rod (steel wire rod) from Canada \1\ in response to a request from Mittal Canada Inc. (Mittal), a Canadian exporter of steel wire rod from Canada to the United States. Mittal has requested that the Department conduct a changed circumstances review to determine that it is the successor-in-interest to Ispat Sidbec Inc. (Ispat), and as a result to find that steel wire rod manufactured and exported by Mittal should be accorded the same treatment previously accorded to Ispat in regards to the antidumping order on steel wire rod from Canada.

The Department of Commerce (the Department) is conducting administrative reviews of the countervailing duty (CVD) orders on low enriched uranium from Germany, the Netherlands, and the United Kingdom for the period January 1, 2003, through December 31, 2003. For information on the net subsidy for the reviewed companies, please see the ``Preliminary Results of Reviews'' section of this notice. Interested parties are invited to comment on these preliminary results. (See the ``Public Comment'' section of this notice).

In response to requests from interested parties, the Department of Commerce is conducting an administrative review of the antidumping duty order on stainless steel bar from India with respect to Chandan Steel Ltd. This review covers sales of stainless steel bar from India to the United States during the period February 1, 2003, through January 31, 2004. We have preliminarily found that sales have been made below normal value by Chandan Steel Ltd. We invite interested parties to comment on these preliminary results. We are also rescinding this administrative review with respect to Ferro Alloys Corp., Ltd.; Isibars Ltd.; Mukand, Ltd.; Venus Wire Industries Ltd; and the Viraj Group, Ltd. (Viraj Alloys, Ltd.; Viraj Forgings, Ltd.; and Viraj Impoexpo, Ltd.).

The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on Low Enriched Uranium (LEU) from France in response to requests by USEC Inc. and the United States Enrichment Corporation (collectively, petitioners) and by Eurodif, S.A.(Eurodif), Compagnie G[eacute]n[eacute]rale Des Mati[egrave]res Nucl[eacute]aires (COGEMA) and COGEMA, Inc. (collectively, Eurodif/COGEMA or the respondent). This review covers sales of subject merchandise to the United States during the period of February 1, 2003, through January 31, 2004. We have preliminarily determined that U.S. sales have been made below normal value (NV). If these preliminary results are adopted in our final results, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on the difference between the constructed export price (CEP) and the NV. Interested parties are invited to comment on these preliminary results. See the Preliminary Results of Review section of this notice.

In response to a request from the National Candle Association (``NCA'' or ``Petitioners''), the Department of Commerce (``the Department'') is initiating an anticircumvention inquiry pursuant to section 781(c) of the Tariff Act of 1930, as amended, (``the Act'') to determine whether mixed wax candles composed of petroleum wax and varying amounts of either palm or vegetable-based waxes have been subject to a minor alteration such that the addition of the non- petroleum content to these candles results in products that are ``altered in form or appearance in minor respects'' from the subject merchandise that these mixed wax petroleum candles can be considered subject to the antidumping duty order on petroleum wax candles from the People's Republic of China (``PRC'') under the minor alterations provision. See Notice of Antidumping Duty Order: Petroleum Wax Candles from the People's Republic of China, 51 FR 30686 (August 28, 1986) (``Order''). In addition, in response to a request from the NCA, the Department is also initiating an anticircumvention inquiry pursuant to section 781(d) of the Act to determine whether mixed wax candles composed of petroleum wax and varying amounts of either palm or vegetable-based waxes are later-developed products that can be considered subject to the antidumping duty order on petroleum wax candles from the PRC under the later-developed merchandise provision.

In response to timely requests by two manufacturers/exporters and the petitioner,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain preserved mushrooms from India with respect to four companies. The period of review (POR) is February 1, 2003, through January 31, 2004.

On April 1, 2004, the Department of Commerce (``the Department'') initiated a sunset review of the countervailing duty (``CVD'') order on stainless steel plate in coils (``SSPC'') from Italy pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). See Initiation of Five-Year (Sunset) Reviews, 69 FR 17129 (April 1, 2004). On the basis of a notice of intent to participate and an adequate substantive response filed on behalf of the interested parties, the Department conducted a full (240-day) sunset review. As a result of this review, the Department finds that revocation of the CVD order would likely lead to continuation or recurrence of subsidies at the levels indicated in the ``Final Results of Review'' section of this notice.

In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year (``sunset'') reviews of certain antidumping and countervailing duty orders. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers these same orders.
