Mittal has requested that the Department initiate an expedited review pursuant to section 751(b) of the Act and 19 CFR 351.221(c)(3)(iii). However, because it is the Department’s practice to examine changes in management and customer base as part of its analysis in such a determination, and Mittal has not addressed these factors, we are denying its request to conduct the changed circumstances review on an expedited basis. The Department will publish in the Federal Register a notice of preliminary results of changed circumstances review, in accordance with 19 CFR 351.221(c)(3)(i) (2004), which will set forth the factual and legal conclusions upon which our preliminary results are based, and a description of any action proposed based on those results. Interested parties may submit comments for consideration in the Department’s preliminary results not later than 60 days after publication of this notice. Responses to those comments may be submitted not later than 10 days following submission of the comments. All written comments must be submitted in accordance with 19 CFR 351.303 (2004), and must be served on all interested parties on the Department’s service list in accordance with 19 CFR 351.303(f) (2004). The Department will issue its final results of review within 270 days after the date on which the changed circumstances review is initiated, in accordance with 19 CFR 351.216(e) (2004), and will publish these results in the Federal Register. The current requirement for a cash deposit of estimated antidumping duties on all subject merchandise will continue unless and until it is modified pursuant to the final results of this changed circumstances review. SUMMARY: On November 19, 2004, the Department of Commerce (the 
Department) published in the Federal Register (69 FR 67701) a notice 
announcing the initiation of an administrative review of the 
antidumping duty order on helical spring lock washers from the People's 
Republic of China (PRC), covering the period October 1, 2003, through 
September 30, 2004, and one manufacturer/exporter of the subject 
merchandise, Hangzhou Spring Washer Co., Ltd. (also known as Zhejiang

Background

    On October 18, 2004, Shakeproof, in accordance with 19 CFR 
351.213(b), requested an administrative review of the antidumping duty 
order on helical spring lock washers from the PRC. On November 19, 
2004, in accordance with 19 CFR 351.221(c)(1)(i), we initiated an 
administrative review of this order for the period October 1, 2003, 
through September 30, 2004. See Notice of Initiation of Antidumping and 
Countervailing Duty Administrative Reviews, 69 FR 67701. On January 31, 
2005, Shakeproof withdrew its request for this review.

Rescission of Review

    The Department's regulations at 19 CFR 351.213(d)(1) provide that 
the Department will rescind an administrative review if the party that 
requested the review withdraws its request for review within 90 days of 
the date of publication of the notice of initiation of the requested
