The General Services Administration (GSA) is amending the Federal Travel Regulation (FTR), by increasing the mileage reimbursement rate for use of a privately owned automobile (POA) when used for official travel. This new rate reflects current costs of operating a POA as determined in cost studies conducted by GSA. The governing regulation increases the mileage allowance for the cost of operating a POA for official travel from $0.485 to $0.505 per mile.

The General Services Administration (GSA) has reviewed the per diem rates for certain locations in the States of Alabama, California, Illinois, Missouri, and Texas, using more current lodging industry data, as well as data on where Federal travelers actually stay when visiting these locations. The county information for St. Louis, Missouri has expanded to include the counties of Crawford, Franklin, Jefferson, Lincoln, Warren, and Washington. Queens, New York will have the same per diem rates as Manhattan beginning March 17, 2008. Finally, an analysis of the meals and incidental expenses (M&IE) data reveals that the maximum M&IE rates for the State of Alabama, the city of Mobile, including the county of Mobile; the State of California, the cities of Eureka, Arcata, and McKinleyville, including the county of Humboldt; and the State of Texas, the city of Beaumont, including the county of Jefferson, should be increased and adjusted to provide for the reimbursement of Federal employees' M&IE expenses. In accordance with the National Environmental Policy Act of 1969, and the President's Council on Environmental Quality Regulations (40 CFR Parts 1500-1508), as implemented by General Services Administration (GSA) Order PBS P 1095.4D, GSA announces its Notice of Availability (NOA) of the Final Master Site Plan Final Environmental Impact Statement (FEIS) for the Denver Federal Center in Lakewood, Colorado. GSA proposes to implement a Master Site Plan for the Denver Federal Center, a federal facility, that addresses opportunities for future site redevelopment. The Draft Environmental Impact Statement presented two action alternatives, the Federal Quad Alternative and the Federal Mall Alternative; and a No Action Alternative. Subsequent to public review and comment, GSA determined that the Federal Quad Alternative, with modifications, would be the preferred alternative. The Federal Quad Alternative, with modifications, is the concept identified in the Final Master Site Plan.

FMR Bulletin 2003-B1 assisted Federal agencies, having their own statutory authority to acquire real property, in complying with the Rural Development Act of 1972. The ``rural area'' definition is outdated and the revised definition was published in 41 CFR 102-83.55, Rural Areas, Real Property Policies Update, on November 2, 2005. FMR Bulletin 2003-B1 is being cancelled in its entirety to ensure that agencies refer to 41 CFR 102-83.55 for the definition of rural areas. The General Services Administration (GSA) recognizes that some persons with mobility impairments are utilizing the Segway[reg] Personal Transporter (Segway) and similar devices as their preferred means of locomotion. GSA is committed to making all reasonable efforts to make its facilities accessible to persons with disabilities. To that end, on December 3, 2007, GSA's Public Buildings Service issued the following interim policy to permit individuals with a mobility impairment to use these devices in Federal buildings under GSA's jurisdiction, custody or control, including those buildings delegated to other Federal agencies by the Administrator of General Services. This interim policy does not cover privately-owned leased buildings. GSA will issue a final policy once the effectiveness of the interim policy has been thoroughly reviewed and assessed.
