Information Collection; Certain Federal Acquisition Regulation Part 16 Contract Pricing Requirements
In accordance with the Paperwork Reduction Act of 1995, and the Office of Management and Budget (OMB) regulations, DoD, GSA, and NASA invite the public to comment on an extension concerning certain Federal Acquisition Regulation (FAR) part 16 contract pricing requirements. Federal Acquisition Regulation: Inflation Adjustment of Acquisition-Related Thresholds
DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to further implement the statute, which requires an adjustment every five years of statutory acquisition- related thresholds for inflation. The adjustment uses the Consumer Price Index for all urban consumers and does not apply to the Construction Wage Rate Requirements statute (Davis-Bacon Act), Service Contract Labor Standards statute, performance and payment bonds, and trade agreements thresholds. DoD, GSA, and NASA are also proposing to use the same methodology to adjust nonstatutory FAR acquisition-related thresholds in 2025.
Federal Management Regulation; Transportation Payment and Audit Regulations
The United States General Services Administration (GSA) is issuing a final rule amending the Federal Management Regulation (FMR). This amendment executes changes that include the removal, addition, and revision of definitions, the elimination of gender pronouns, the simplification of requirements, the alteration of statutory references, and the clarification of GSA's role in adjudicating disputes arising from audits of transportation bills. These adjustments are necessary to furnish accurate guidance for agencies, facilitate proper management and compliance with transportation invoice payment and audit obligations.

The United States General Services Administration (GSA) is issuing a final rule amending the Federal Management Regulation (FMR). This amendment introduces changes specific to Transportation Management. Following a comprehensive review, GSA decided to eliminate the use of gendered pronouns in this FMR part. The modifications aim to ensure the language aligns with the principles of inclusivity, particularly concerning gender, and to further incorporate language that supports diversity, equity, inclusivity, and accessibility. These changes are grammatical and technical in nature and will not result in additional costs or related policy changes for agencies.

This notice announces the availability of the Final Environmental Impact Statement (EIS), which examines potential environmental impacts from the modernization and expansion of the Lynden and Sumas LPOEs in Lynden and Sumas, Washington. The existing Lynden and Sumas LPOEs are owned and managed by GSA and operated by the U.S. Department of Homeland Security's Customs and Border Protection (CBP). The Final EIS describes the purpose and need for the project; alternatives considered; the existing environment that could be affected; the potential impacts resulting from each of the alternatives; and proposed best management practices and mitigation measures. The Final EIS also includes a Floodplain Assessment and Statement of Findings due to the construction in a floodplain at the Sumas LPOE. The Final EIS identifies the preferred alternatives, including the environmentally preferable alternatives, as summarized below (see the SUPPLEMENTARY INFORMATION section of this NOA).
Federal Travel Regulation; Removing References to Title and Narrative Format and Other Changes Addressing Relocation
The Federal Travel Regulation (FTR) was originally written in title and narrative format. The entire FTR has since been re-written in question and answer format to align with plain language standards. This final rule removes the remaining references to the defunct title and narrative format, clarifies the applicability of the FTR, and clarifies multiple provisions regarding relocation authorization and allowances. Finally, the final rule makes various editorial changes to better align the regulatory question with its corresponding answer.

The Department of Housing and Urban Development (HUD), the General Services Administration (GSA), and the Department of Health and Human Services (HHS) (the Agencies) administer the Title V program, which makes suitable Federal real properties categorized as underutilized, unutilized, excess, or surplus available to States, local government agencies, and 501(c)(3) tax-exempt non-profit organizations for use to assist the homeless. This final rule incorporates required statutory changes and current practices; updates references and terminology that are now outdated; and revises procedures for more efficient program administration in the Agencies' regulations.

Information Collection; Learning From Tribal Governments' Experiences With American Rescue Plan Programs
Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve a new information collection request regarding new data collection activities conducted by OES. The objective of this project is to record and amplify key lessons learned from the American Rescue Plan Act of 2021 (ARP) programs that provided dedicated funding for Tribal governments. This project will include in-depth evaluations of three selected ARP programs that supported Tribal governments during the pandemic. We will conduct a set of qualitative, descriptive studies that aim to understand Tribal governments' awareness of, access to, and allocation of ARP-funded programs and resources.
General Services Administration Acquisition Regulation (GSAR); Construction Labor Requirements for Lease Acquisitions
The General Services Administration is proposing to amend the General Services Administration Acquisition Regulation to add a new section that adopts the amended definition of the term "public building or public work" from the Department of Labor's Updating the Davis-Bacon and Related Acts Regulations final rule and to include compliance with the minimum wage and sick leave Executive Orders, and other requirements for leasehold acquisitions when there is a qualifying construction event as defined in this rule.

Federal Travel Regulation (FTR); Relocation Allowances-Waiver of Certain Provisions for Official Relocation Travel to Locations in Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia Impacted by Hurricane/Tropical Storm/Post-Tropical Cyclone Helene, Hurricane Milton, or Both
GSA Bulletin FTR 25-02 informs Federal agencies that certain provisions of the FTR governing official relocation travel are temporarily waived for Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, and Virginia locations impacted by Hurricane/ Tropical Storm/Post-tropical Cyclone Helene, Hurricane Milton, or both. As a result of the storm damage caused by Hurricane/Tropical Storm/ Post-tropical Cyclone Helene and Hurricane Milton, agencies should consider delaying all non-essential relocations to the affected areas for a period of at least 30 days because the ability to secure lodgings may have been compromised due to the storm. In addition, the statutory 120-day maximum for payment of temporary quarters subsistence expenses (TQSE) remains in effect. Due to the lasting effects of the storm damage to these affected areas, finding a permanent residence may be difficult, which might also affect household goods temporary storage time requirements, along with the completion of all aspects of relocation within one year of reporting to the new duty station.

On September 4, 2024, The U.S. General Services Administration (GSA), in cooperation with the U.S. Federal Protective Service, issued a Record of Decision (ROD) on the Final Environmental Impact Statement (EIS) for the future of three vacant federally owned buildings located at 202, 214, and 220 South State Street in downtown Chicago, Illinois. These properties are adjacent to the Dirksen U.S. Courthouse. GSA selects the Viable Adaptive Reuse Alternative, and the agency will pursue reuse under the National Historic Preservation Act (NHPA) section 111 outlease authority. The Viable Adaptive Reuse Alternative meets the purpose and need for the Proposed Action upon satisfying the security needs of the Dirksen Courthouse. GSA will issue a Request for Lease Proposals (RLP) in Fall 2024.
