On September 4, 2024, The U.S. General Services Administration (GSA), in cooperation with the U.S. Federal Protective Service, issued a Record of Decision (ROD) on the Final Environmental Impact Statement (EIS) for the future of three vacant federally owned buildings located at 202, 214, and 220 South State Street in downtown Chicago, Illinois. These properties are adjacent to the Dirksen U.S. Courthouse. GSA selects the Viable Adaptive Reuse Alternative, and the agency will pursue reuse under the National Historic Preservation Act (NHPA) section 111 outlease authority. The Viable Adaptive Reuse Alternative meets the purpose and need for the Proposed Action upon satisfying the security needs of the Dirksen Courthouse. GSA will issue a Request for Lease Proposals (RLP) in Fall 2024. The ROD was prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, the Council on Environmental Quality Regulations, and the GSA Public Buildings Service NEPA Desk Guide. It documents the agency's decision based on the Final EIS; associated technical reports; comments from Federal and State agencies, stakeholders, members of the public, and elected officials; and other resources contained in the administrative record.

This notice announces the availability of a Final Environmental Impact Statement (FEIS) that analyzes the potential environmental effects from the proposed expansion and modernization of the Alcan Land Port of Entry (LPOE) in Alcan, Alaska.

Under the provisions of the Paperwork Reduction Act, OES is proposing new data collection activities conducted for the National Evaluation of the American Rescue Plan (ARP). The objective of this project is to provide a systematic look at the contributions of selected ARP-funded programs toward achieving equitable outcomes to inform program design and delivery across the Federal Government. The project will include in-depth, cross-cutting evaluations and data analysis of selected ARP programs, especially those with shared outcomes, common approaches, or overlapping recipient communities; and targeted, program-specific analyses to fill critical gaps in evidence needs. The General Services Administration is amending the General Services Administration Acquisition Regulations (GSAR) to standardize and simplify the Multiple Award Schedule clauses for economic price adjustments. This rule removes certain economic price adjustment requirements within these clauses to better align with commercial standards and practices.

GSA is seeking comments on its draft recommendations to the Secretary of Energy on those green building certification systems that will most likely "encourage a comprehensive and environmentally sound approach" to the certification of high-performance green Federal buildings, per requirements of the Energy Independence and Security Act of 2007. These draft recommendations are based on the information contained in GSA's 2024 Green Building Certification System Review Findings Report that analyzed green building certification systems and their alignment with Federal green building performance requirements.
