Airworthiness Directives; Siemens S.A.S. Smoke Detectors
We are adopting a new airworthiness directive (AD) for certain Siemens S.A.S. smoke detectors installed on various transport category airplanes. This AD requires inspection and replacement of the affected smoke detectors. This AD was prompted by a report that the affected smoke detectors failed an acceptance test. We are issuing this AD to correct the unsafe condition on these products.

Kennedy International Airport (JFK), Los Angeles International Airport (LAX), Newark Liberty International Airport (EWR), and San Francisco International Airport (SFO), in accordance with the International Air Transport Association (IATA) Worldwide Slot Guidelines (WSG). The deadline coincides with the schedule submission deadline for the IATA Slot Conference for the summer 2018 scheduling season.

Proposed Revocation of Class E Airspace; Pulaski, WI
This action proposes to remove Class E airspace extending upward from 700 feet above the surface at Carter Airport, Pulaski, WI. The FAA is proposing this action due to the cancellation of the instrument procedures into the airport, resulting in the airport no longer qualifying for controlled airspace.
Proposed Revocation of Class E Airspace; Centerville, MD
This action proposes to remove Class E airspace extending upward from 700 feet above the surface at Centerville, MD. Because the Maryland State Police Trooper 6 Heliport has moved, controlled airspace is no longer required at this location. Another rulemaking will be forthcoming establishing controlled airspace at the heliport's new location.
Amendment of Class E Airspace; Wellsboro, PA
This action amends Class E airspace extending upward from 700 feet or more above the surface at Wellsboro, PA, as the airspace surrounding Wellsboro Johnston Airport was inadvertently removed from the airspace description. This action enhances the safety and management of instrument flight rules (IFR) operations at the airport.
Establishment of Class E Airspace; Columbia, MS
This action establishes Class E airspace extending upward from 700 feet above the surface at Marion General Hospital Heliport, Columbia, MS, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures (SIAPs) serving Marion General Hospital Heliport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at the heliport.
Establishment of Temporary Restricted Area R-5602; Fort Sill, OK
This action establishes temporary restricted area R-5602, over the Fort Sill, OK, R-5601 restricted area complex, to support the U.S. Army Maneuver & Fires Integration Experiment (MFIX) 2018 scheduled for December 2017. MFIX 2018 is planned to exercise hazardous laser operations conducting counter unmanned aircraft systems (UAS) activities. The temporary restricted area will be in effect from December 4 through December 15, 2017.
Amendment of Class E Airspace; Wellington, KS
This action modifies Class E airspace extending upward from 700 feet above the surface at Wellington Municipal Airport, Wellington, KS. Airspace reconfiguration is necessary due to the decommissioning of the Wellington non-directional radio beacon (NDB), and cancellation of the NDB approach, and enhances the safety and management of standard instrument approach procedures for instrument flight rules (IFR) operations at the airport.
Amendment of Class E Airspace; Windsor Locks, CT
This action amends Class E airspace at Windsor Locks, CT, by removing the Notice to Airmen (NOTAM) part-time status at Bradley International Airport under Class E airspace designated as an extension to a Class C surface area. This change enhances the safety and management of instrument flight rules (IFR) operations at Bradley International Airport under these Class E airspace designations. This action also updates the geographic coordinates of the airport.
Amendment of Class D and Class E Airspace; New Bern, NC
This action amends Class D and Class E airspace at Coastal Carolina Regional Airport (formally Craven County Regional Airport), New Bern, NC. The Notice to Airmen (NOTAM) part-time status is removed from Class E airspace designated as an extension. Also, under Class E surface airspace, the segment using the New Bern VHF omnidirectional range/distance measuring equipment (VOR/DME) navigation aid used to describe the northeast and southwest extensions to the airport is removed. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at the airport. This action also updates the geographic coordinates of the airport, updates the airport's name, and makes an editorial change replacing Airport/ Facility Directory with the term Chart Supplement in the legal descriptions of associated Class D and E airspace. Also, the docket number for this rule is corrected to FAA-2017-0230.

This action amends Class E airspace extending upward from 700 feet or more above the surface at Hot Springs, VA, by adding controlled airspace for Bath Community Hospital Heliport to the Ingalls Field Airport airspace designation. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at the heliport. This action also updates the geographic coordinates of Ingalls Field Airport in the associated Class E airspace. This action enhances the safety and airspace management of instrument flight rules (IFR) operations at the airport.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
We are superseding Airworthiness Directive (AD) 2009-17-01, which applied to certain Gulfstream Model G-IV, GIV-X, GV-SP airplanes and Model GV airplanes. AD 2009-17-01 required an inspection for sealant applied to the exterior of the auxiliary power unit (APU) enclosure (firewall), and a revision of the airplane flight manual (AFM), as applicable. This AD requires revising the AFM and revising the applicability to include additional airplanes. This AD was prompted by a report indicating that the type design sealant applied to the APU enclosure failed certain tests. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc., Model DHC-8-400 series airplanes. This AD was prompted by the failure of the fire control amplifier (FCA), which was likely caused by an electrical short in a discharged squib for a fire extinguishing bottle. This AD requires replacing certain circuit breakers. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Dassault Aviation Airplanes
We are adopting a new airworthiness directive (AD) for certain Dassault Aviation Model FALCON 7X airplanes. This AD was prompted by a review showing that inadequate clearance may exist between certain electrical wiring and nearby structures. This AD requires an inspection of certain electrical wiring bundles and feeders, modifications, and corrective actions if necessary. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We are superseding Airworthiness Directive (AD) 2011-01-15, which applied to certain The Boeing Company Model 757-200, -200CB, and -300 series airplanes. AD 2011-01-15 required repetitive inspections for cracking of the fuselage skin of the crown skin panel along the chem-milled step at certain stringers, and repair if necessary. This AD adds repetitive inspections for cracking in additional areas, and repair if necessary; removes airplanes from the applicability; adds an optional skin panel replacement, which terminates all inspections; adds an optional preventive modification, which terminates certain inspections; and reduces the compliance time for certain inspections. This AD was prompted by reports of the initiation of new fatigue cracking in the fuselage skin of the crown skin panel along locally thinned channels adjacent to the chem-milled steps. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-600, -700, -700C, -800, -900, and -900ER series airplanes. This proposed AD was prompted by significant changes made to the airworthiness limitations (AWL) related to fuel tank ignition prevention and the nitrogen generation system. This proposed AD would require revision of the maintenance or inspection program, as applicable, to include the latest revision of the AWLs. We are proposing this AD to address the unsafe condition on these products.
Notice of Intent To Rule on a Land Release Request at Lancaster Airport (LNS), Lancaster, PA
The FAA is requesting public comment for a land release enabling a change in use of federally obligated airport property from aeronautical to non-aeronautical use, as well as a long-term lease of such property, at Lancaster Airport, Lititz, Pennsylvania. This change in use, which involves 2.799 acres of airport property, will accommodate the construction of a convenience store. This acreage was purchased with federal financial assistance through the Federal Aid to Airports (FAAP) Program under Grant Agreement 9-36-001-5703 in 1959. In accordance with federal regulations, this notice is required to be published in the Federal Register 30 days before releasing the grant assurances that requires the property to be used for an aeronautical purpose.

Schedule of Charges Outside the United States
The Federal Aviation Administration (FAA) is announcing the availability of Advisory Circular (AC) 187-1L which transmits an updated schedule of charges for services of FAA Flight Standards Aviation Safety Inspectors outside the United States. The advisory circular has been updated in accordance with the procedures listed in 14 CFR part 187, Appendix A.
RTCA Federal Advisory Committee
The FAA is issuing this notice to advise the public of the renewal of the RTCA Charter (FAA Order 1110.77X) for 6 months, effective September 29, 2017. The Federal Aviation Administration (FAA) is authorized to establish the RTCA advisory committee in accordance with the provisions of the Federal Advisory Committee Act (FACA). The current charter agreement requires that the RTCA manage various Federal subcommittees on behalf of the agency. The objective of the advisory committee is to seek resolution of issues and challenges involving air transportation concepts, requirements, operational capabilities, the associated use of technology, and related considerations to aeronautical operations that affect the future of the Air Traffic Management System and the integration of new technologies.

Revised Notice of Land Use Change and Release of Grant Assurance Restrictions at the Sacramento International Airport (SMF), Sacramento, California
This Notice revises ``Notice of Land Use Change and Release of Grant Assurance Restrictions at the Sacramento International Airport'', June 14, 2016, Page 38772. The previous Notice proposed to rule and invite public comment on the application for a land-use change for approximately 31.1 acres of airport property at Sacramento International Airport (SMF), California. The parcel size has changed from 31.1 acres to approximately 35.32 acres of airport property. The land use change will allow airport land to be released from the aeronautical use provisions of the Grant Assurances that require it to serve an airport purposes since the land is not needed for aeronautical uses. The reuse of the land for energy generating solar arrays represents a compatible land use that will not interfere with the airport or its operations. The solar generated electricity will benefit the airport by producing a market return on the land while reducing electrical costs. Cost savings will equal or exceed the fair market rental value of the land occupied by the solar farms. These benefits will serve the interest of civil aviation and contribute to the self- sustainability of the airport.
Notice of Cancellation of Preparation of Environmental Impact Statement for Replacement General Aviation Airport, Mesquite, Clark County, Nevada
The Federal Aviation Administration (FAA) announces that it has discontinued preparation of an Environmental Impact Statement (EIS) for a construction of a Replacement General Aviation Airport for Mesquite, Nevada. On November 14, 2011, FAA published a notice of suspension of the EIS in the Federal Register (76 FR 70530). The FAA received a letter dated September 27, 2011, from the City of Mesquite, Nevada asking the FAA to suspend any further work on the EIS. The reasons for this action include the local economic conditions in Mesquite and other local fiscal and budgetary constraints. The Mesquite Lands Act of 1988 (the Act), as amended, provided land to the City of Mesquite for the replacement airport, expired on November 14, 2011 and was not extended or renewed by Congress. The original purpose and need for the proposed relocated airport no longer exists. The City of Mesquite, the owner and operator of the existing Mesquite Municipal Airport, has not included a replacement airport in its 5-year Airport Capital Improvement Program. As a result, FAA has determined the proposed replacement General Aviation Airport for Mesquite, Nevada is not ripe for decision at this time.

We are adopting a new airworthiness directive (AD) for all Honeywell International Inc. (Honeywell) TFE731-20 and TFE731-40 turbofan engines. This AD was prompted by two fan disks found with a manufacturing-caused flaw. This AD requires removing affected fan disks and replacing fan disks with a part eligible for installation. We are issuing this AD to address the unsafe condition on these products.

This proposed AD was prompted by low-pressure compressor (LPC) case A-frame hollow locating pins that may have reduced integrity due to incorrect heat treatment. This proposed AD would require replacement of the LPC case A-frame hollow locating pins. We are proposing this AD to correct the unsafe condition on these products.

Additionally, this action establishes Class E airspace extending upward from 700 feet above the surface at Odessa Airport-Schlemeyer Field, Odessa, TX and Midland Airpark, Midland, TX, to accommodate special instrument approach procedures developed at these airports to enhance the safety and management of standard instrument approach procedures for instrument flight rules (IFR) operations. Also, an editorial change is made to the Class E surface area airspace legal description replacing Airport/Facility Directory with the term Chart Supplement. In addition, the airport name is changed to Midland International Air and Space Port Airport to coincide with the FAA's aeronautical database.

This action amends Class E airspace extending upward from 700 feet above the surface at Leesville City Airport, Leesville, LA, and Harry P. Williams Memorial Airport, Patterson, LA. Airspace redesign is necessary due to the decommissioning of the Leesville non-directional radio beacon (NDB), and the Patterson radio beacon (RBN), and cancellation of NDB and RBN approaches, and for the safe management of instrument flight rules (IFR) operations at these airports. Additionally, this action amends the geographic coordinates at Harry P. Williams Memorial Airport, to coincide with the FAA's aeronautical database.
Proposed Amendment of Class D Airspace and Establishment of Class E Airspace; Norman, OK; and Amendment of Class E Airspace; Oklahoma City, OK
This action proposes to amend Class D airspace and establish Class E airspace designated as a surface area at University of Oklahoma Westheimer Airport, Norman, OK. The University of Oklahoma Westheimer Airport requested establishment of this airspace. This action would also amend Class E airspace extending upward from 700 feet above the surface at the University of Oklahoma Westheimer Airport, Norman, OK, contained within the Oklahoma City, OK, airspace description, by removing the Oklahoma Westheimer Airport ILS localizer and realigning the southwest segment. Additionally, the name of the University of Oklahoma Westheimer Airport would be updated to coincide with the FAA's aeronautical database in Class D airspace. This action is necessary for the safety and management of instrument flight rules (IFR) operations at the airport.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2015-15-10, which applied to all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2015-15-10 required repetitive inspections of the trimmable horizontal stabilizer actuator (THSA) for damage, and replacement if necessary; and replacement of the THSA after reaching a certain life limit. This AD requires repetitive detailed inspections of certain THSAs, and related investigative and corrective actions if necessary. This AD was prompted by the establishment of an additional life limit for the THSA, based on flight cycles. In addition, the THSA manufacturer has issued service information which, when accomplished, increases the life limit of the THSA. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Airplanes
We are revising an earlier notice of proposed rulemaking (NPRM) for all Airbus Model A318-111 and -112 airplanes; Model A319- 111, -112, -113, -114, and -115 airplanes; Model A320-211, -212, and - 214 airplanes; and Model A321-111, -112, -211, -212, and -213 airplanes. This action revises the NPRM by expanding the list of affected engine fan cowl door (FCD) part numbers and adding Airbus Model A320-216 airplanes to the applicability. We are proposing this Airworthiness Directive (AD) to address the unsafe condition on these products. Since these actions impose an additional burden over those proposed in the NPRM, we are reopening the comment period to allow the public the chance to comment on these proposed changes.
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2017-13-05, which applied to all Airbus Model A330-200, A330-300, A340-200, A340- 300, A340-500, and A340-600 series airplanes. AD 2017-13-05 required an inspection, corrective actions if necessary, lubrication of the ball- nut, modification of the trimmable horizontal stabilizer actuator (THSA), and additional work for previously modified airplanes. For certain airplanes, AD 2017-13-05 required installation of an electronic harness, terminating actions, and a ball-screw assembly inspection. This AD clarifies the formatting of a figure in the published version of AD 2017-13-05. This AD was prompted by reports indicating that affected parties misinterpreted the intent of a figure as formatted in the published version of AD 2017-13-05, which could result in a negative effect on compliance. We are issuing this AD to address the unsafe condition on these products.

This AD was prompted by the discovery of cracking on two test spoiler power control unit (PCU) manifolds during testing by the manufacturer. This AD requires replacement of affected spoiler PCUs. We are superseding Airworthiness Directive (AD) 2014-26-10, which applied to all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2014-26-10 required revising the maintenance or inspection program to incorporate maintenance requirements and airworthiness limitations. This new AD requires revising the maintenance or inspection program, as applicable, to incorporate new or revised airworthiness limitation requirements. This AD was prompted by a determination that more restrictive maintenance instructions and airworthiness limitations are necessary. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Defense and Space S.A. (Formerly Known as Construcciones Aeronauticas, S.A.) Airplanes
We are adopting a new airworthiness directive (AD) for all Airbus Defense and Space S.A. Model CN-235, CN-235-100, CN-235-200, and CN-235-300 airplanes; and Model C-295 airplanes. This AD was prompted by reports of leakage of motorized cross-feed fuel valves. This AD requires repetitive inspections and operational checks of the affected fuel valves, and corrective actions if necessary. We are issuing this AD to address the unsafe condition on these products.
Establishment of Restricted Area R-2306F; Yuma Proving Ground, AZ
This action establishes restricted area R-2306F in the vicinity of Laguna Army Airfield (LGF) at Yuma Proving Ground, AZ. The restricted area allows Yuma Proving Ground (YPG) to maximize the existing fixed infrastructure to support current and future hazardous test programs while minimizing the risk to public and non-participating aircraft. These programs involve ground and airborne testing of non- eye-safe lasers, high energy radars and the development of unproven weapon systems and this ensures the safer testing and evaluation of these programs without impacting non-participating aircraft and general public.
Notice of Intent To Rule on Change in Use of Aeronautical Property at Harnett Regional Jetport, Harnett County, NC
The Federal Aviation Administration (FAA) is requesting public comment on a request by the County of Harnett of North Carolina, owner of the Harnett Regional Jetport, to change a portion of airport property from aeronautical to non-aeronautical use at the Harnett Regional Jetport. The request consists of approximately 2.49 acres to Piedmont Natural Gas Company, Inc. for use as a permanent utility easement for the installation of a gas line.
Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for all The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. This proposed AD was prompted by a report of wire damage on a fuel boost pump power cable, and a separate report of a fuel tank explosion on a similarly equipped airplane. This proposed AD would require the installation of new shielded wire bundles and convoluted liners within fuel tank conduits, and revision of the maintenance or inspection program, as applicable, to incorporate certain airworthiness limitations (AWLs). We are proposing this AD to address the unsafe condition on these products.
