This action amends Class D and E airspace at Elmira, NY, as the ERINN Outer Marker (OM) has been decommissioned requiring airspace reconfiguration at Elmira/Corning Regional Airport. This action enhances the safety and airspace management of Instrument Flight Rules (IFR) operations at the airport. This action also updates the geographic coordinates of the airport, and eliminates the Notice to Airmen (NOTAM) part-time status of the Class E airspace designated as an extension to a Class D surface area. Also, the FAA found the Class E airspace designated as an extension to a class D surface area description was inaccurate. This action corrects the error.

We are superseding airworthiness directive (AD) 2012-04-01 for all Rolls-Royce plc (RR) RB211-Trent 800 model turbofan engines. AD 2012-04-01 required removal from service of certain critical engine rotating parts based on reduced life limits. This AD makes additional revisions to the life limits of certain critical engine rotating parts. This AD was prompted by RR further revising the life limits of certain critical engine rotating parts. We are issuing this AD to correct the unsafe condition on these products.

AD 2017-01-01 required inspections of the low-pressure turbine (LPT) exhaust case and support assembly or tail bearing housing (TBH) to detect cracks or damage. This AD corrects references to certain service bulletins in the compliance section of AD 2017-01-01. This AD was prompted by reports that references to service bulletins in AD 2017-01-01 are incorrect. We are issuing this AD to correct the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for certain Airbus Model A300 series airplanes; Model A300 B4-600, B4-600R, and F4- 600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes); and Model A310 series airplanes. This AD was prompted by a report indicating that during inspections to detect corrosion of the bulk cargo doors, several cracks were discovered. This AD requires inspections of the bulk cargo door frame to identify any structural repairs and cracking, and corrective actions if necessary. We are issuing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all DG Flugzeugbau GmbH Models DG-400, DG-500M, DG-500MB, DG-800A, and DG- 800B gliders. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as a manufacturing defect in certain textile fabric covered fuel hoses, which could cause the fuel hose to fail. We are issuing this proposed AD to require actions to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for DG Flugzeugbau GmbH Model DG-500MB gliders that are equipped with a Solo 2625 02 engine modified with a fuel injection system following the instructions of Solo Kleinmotoren GmbH Technische Mitteilung (TM)/ Service Bulletin (SB) 4600-3 ``Fuel Injection System'' and identified as Solo 2625 02i. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as possible in-flight engine shut-down and engine fire due to failure of the connecting stud for the two fuel injector mounts of the engine redundancy system. We are issuing this AD to require actions to address the unsafe condition on these products.

This action modifies three jet routes and four VHF Omnidirectional Range (VOR) Federal airways; removes two VOR Federal Airway routes, and establishes four and modifies three low altitude Area Navigation (RNAV) routes (T-routes) in the western United States. The FAA is taking this action due to the scheduled decommissioning of the Manteca, CA, and Maxwell, CA, VOR facilities, which provide navigation guidance for portions of the affected routes. This action enhances the safety and management of aircraft along these routes within the National Airspace System (NAS). The VOR Federal airway, V- 244, published in the notice of proposed rulemaking, requires more coordination and is not being finalized in this action.

This proposed AD was prompted by occurrences of cracks or broken welds in the connecting weld of the muffler body to muffler cuff that may allow carbon monoxide exhaust fumes into the cockpit heating system. This proposed AD would require an inspection of the muffler for leaking to identify cracks and replacement of the muffler. We are proposing this AD to correct the unsafe condition on these products.

AD 2016-13-05 required eddy current inspection (ECI) of the high-pressure compressor (HPC) stage 8-10 spool at each shop visit for all affected engines and ECI or ultrasonic inspection (USI) for certain affected engines. This new AD requires initial and repetitive on-wing USIs of the HPC stage 8-10 spool for certain engines prior to shop visit and ECI of all affected engines at each shop visit. This AD was prompted by analysis that the risk of the failure of an HPC stage 8-10 spool was excessive without repetitive USI prior to shop visit. We are issuing this AD to correct the unsafe condition on these products.

We propose to supersede Airworthiness Directive (AD) 2014-26- 10, for all Airbus Model A318, A319, A320, and A321 series airplanes. AD 2014-26-10 currently requires revising the maintenance or inspection program to incorporate maintenance requirements and airworthiness limitations. Since we issued AD 2014-26-10, we have determined that more restrictive maintenance instructions and airworthiness limitations are necessary. This proposed AD would require revising the maintenance or inspection program, as applicable, to incorporate new or revised airworthiness limitation requirements. This proposed AD also removes airplanes from the applicability. We are proposing this AD to address the unsafe condition on these products.

We propose to adopt a new airworthiness directive (AD) for all The Boeing Company Model 757-200, -200PF, and -200CB series airplanes. This proposed AD was prompted by reports of slats disbonding on airplanes on which the terminating actions of AD 2005-07-08 had been performed. We have also received reports of slats disbonding on airplanes outside of the applicability of AD 90-23-06, AD 91-22-51, and AD 2005-07-08. This proposed AD would require determining the type of trailing edge slat wedges of the leading edge slats, repetitive inspections for disbonding on certain trailing edge slat wedges, and corrective actions, if necessary. This proposed AD would also provide an optional terminating action for the repetitive inspections. We are proposing this AD to address the unsafe condition on these products.
Proposed Amendment of Class E Airspace; Medford, OR

This action proposes to modify Class E airspace designated as an extension to a Class D or E surface area, modify Class E airspace extending upward from 700 feet above the surface, and remove Class E airspace upward from 1,200 feet above the surface at Rogue Valley International-Medford Airport, Medford, OR. This action is necessary due to the proposed decommissioning of the PUMIE locator outer marker and removal of the VHF Omnidirectional Range/Tactical Air Navigation (VORTAC) from the airspace description as the FAA transitions from ground-based navigation aids to satellite-based navigation. Also, this action would update the airport's geographic coordinates for Class D and E airspace areas to reflect the FAA's current aeronautical database.

Airspace reconfiguration is necessary due to the decommissioning of the Pauls Valley non-directional radio beacon (NDB), and cancellation of the NDB approach. This proposed action would enhance the safety and management of standard instrument approach procedures for instrument flight rules (IFR) operations at the airport.

The Federal Aviation Administration (FAA) has prepared the Purpose, Need, and Alternatives Working Paper for the Proposed Airfield Safety Enhancement Project (ASEP) including real property transactions at Tucson International Airport (TUS), Pima County, Arizona. The FAA initiated preparation of an Environmental Impact Statement (EIS) in response to a proposal by the Tucson Airport Authority (TAA). The FAA is issuing this notice to advise the public that the Purpose, Need, and Alternatives Working Paper will be made available for public comment as part of a continued effort to engage the public in the scoping process for this project. FAA is seeking comments on the Working Paper. The FAA is the lead Federal agency for preparation of the EIS and will do so in compliance with the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4321 et seq.) and Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of NEPA (40 CFR parts 1500-15080). The preparation of the EIS will follow FAA regulations and policies for implementing NEPA published in FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. The U.S. Air Force (USAF) and the National Guard Bureau (NGB) are cooperating agencies under 40 CFR 1501.6. This Purpose, Need, and Alternatives Working Paper provides background information on TUS, a description of the Proposed Action, and the Purpose and Need to which the FAA, USAF, and NGB are responding in evaluating the Proposed Action and various reasonable alternatives to the Proposed Action. In whole or in summary, the Purpose, Need, and Alternatives Working Paper will become part of the EIS. The FAA is not making a decision regarding the Proposed Action in this Working Paper.

We propose to adopt a new airworthiness directive (AD) for all Textron Aviation Inc. Models A36TC and B36TC airplanes. This proposed AD was prompted by a fatal accident where the exhaust tailpipe fell off during takeoff. This proposed AD would add a life limit to the exhaust tailpipe v-band coupling (clamp) that attaches the exhaust tailpipe to the turbocharger and, if the coupling is removed for any reason before the life limit is reached, this proposed AD would require an inspection of the coupling before reinstalling. We are proposing this AD to correct the unsafe condition on these products.

These special conditions are issued for the Bombardier Inc. (Bombardier) Model BD-700-2A12 and BD-700-2A13 airplanes. These airplanes will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport-category airplanes. This design feature is a fuselage fabricated using aluminum-lithium materials instead of conventional aluminum. The applicable airworthiness regulations do not contain adequate or appropriate fire-safety standards for this design feature. These special conditions contain the additional fire-safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

We are superseding Airworthiness Directive (AD) 2015-03-01, for all Bombardier, Inc. Model CL-600-2B19 (Regional Jet Series 100 & 440) airplanes. AD 2015-03-01 required installing additional attaching hardware on the left and right engine fan cowl access panels and the nacelle attaching structures. This new AD requires weight and balance data to be included in the Weight and Balance Manual for certain modified airplanes. This new AD also requires the weight and balance data to be used in order to calculate the center of gravity for affected airplanes. This AD was prompted by updates to the weight and balance data needed to calculate the center of gravity for affected airplanes. We are superseding Airworthiness Directive (AD) 2013-22-19 for all Gulfstream Aerospace Corporation Model GV and GV-SP airplanes. AD 2013-22-19 required inspecting to determine if fuel boost pumps having a certain part number were installed, replacing the fuel boost pumps having a certain part number, and revising the airplane maintenance program to include revised Instructions for Continued Airworthiness. This new AD reduces the compliance time for revising the airplane maintenance or inspection program. This AD was prompted by reports of two independent types of failure of the fuel boost pump with overheat damage found on the internal components and external housing on one of the failure types, and fuel leakage on the other. We are issuing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for certain American Champion Aircraft Corp. Model 8KCAB airplanes. This AD requires fabrication and installation of a placard to prohibit aerobatic flight, inspection of the aileron hinge rib and support, and a reporting requirement of the inspection results to the FAA. This AD was prompted by a report of a cracked hinge support and cracked hinge ribs, which resulted in partial loss of control with the aileron binding against the cove. We are issuing this AD to correct the unsafe condition on these products.

We propose to supersede Airworthiness Directive (AD) 2012-05- 03, which applies to certain The Boeing Company Model 747-100, 747- 100B, 747-100B SUD, 747-200B, 747-200C, 747-200F, 747-300, 747-400, 747-400D, 747-400F, 747SR, and 747SP series airplanes. AD 2012-05-03 currently requires modifying the fluid drain path in the leading edge area of the wing. Since we issued AD 2012-05-03, Boeing has informed us that it did not provide work instructions to seal two of the drainage holes in the wing leading edge area. This proposed AD would require additional work to seal those drainage holes in the wing access panels. We are proposing this AD to address the unsafe condition on these products.
