This notice is to inform the public that the Export-Import Bank of the United States is withdrawing a previous Federal Register notice informing the public of its intent to conduct a detailed economic impact analysis regarding a loan guarantee to support the export of U.S.-manufactured Boeing 787 wide-body passenger aircraft to an airline in China. Export-Import Bank has recently learned that the Chinese airline will not likely operate on routes in direct competition with U.S. airlines. This recent information was not available at the time the original Federal Register notice was posted on August 5th, 2013. Based on this new information, the evaluated transaction does not meet the substantial injury threshold and is therefore not subject to a detailed economic impact analysis.

The Export-Import Banks of the United States (Ex-Im Bank), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal Agencies to comment on the proposed information collection, as required by the Paperwork Reduction Act of 1995. The Letter of Interest (LI) is a pre-export tool to accelerate the start of the financing process. LI is an indication of Export-Import (Ex-Im) Bank's willingness to consider financing a given export transaction. Ex-Im Bank uses the requested information to determine the applicability of the proposed export transaction and determines whether or not to consider financing that transaction. This application tool streamlines the LI application process by guiding the applicant via automated prompts to submit the information specifically required for the desired transaction. By presenting only the information necessary for the transaction, the application reduces user confusion and wasted effort. The application allows for payment by credit card. Ex-Im Bank has developed an electronic disbursement approval processing system for guaranteed lenders with transactions documented under Medium-term Master Guarantee Agreements. After an export transaction has been authorized by Ex-Im Bank and legal documentation has been completed, the lender will obtain and review the required disbursement documents (e.g. invoices, bills of lading, Exporter's Certificates, etc.) and will disburse the proceeds of the loan for eligible goods and services. In order to obtain approval of the disbursement, the lender will access and complete an electronic questionnaire through Ex-Im Bank's automatic application system (ExIm Online). Ex-Im Bank's action (approved or declined) will be posted on the lender's history page. The information collected will assist in determining that each disbursement under a Medium-Term Guarantee meets all of the terms and conditions for approval. Export-Import (Ex-Im) Bank is requesting an emergency approval for form EIB 95-10 Application for Long Term Loan or Guarantee, OMB 3048-0013, because the Export Import Bank Reauthorization Act of 2012 has placed additional reporting requirements on the Bank. By neutralizing the effect of export credit insurance and guarantees offered by foreign governments and by absorbing credit risks that the private section will not accept, Ex-Im Bank enables U.S. exporters to compete fairly in foreign markets on the basis of price and product. This collection of information is necessary, pursuant to 12 U.S.C. 635(a)(1), to determine eligibility of the applicant for Ex- Im Bank Assistance. The collection will provide information needed to determine compliance and creditworthiness for transaction requests submitted to Ex-Im Bank under its long-term guarantee and direct loan programs.
