Air Plan Approval; Forsyth County, North Carolina; Removal of Excess Emissions Provisions
The Environmental Protection Agency (EPA) is approving a State Implementation Plan (SIP) revision submitted by the North Carolina Division of Air Quality (NCDAQ) on behalf of the Forsyth County Office of Environmental Assistance and Protection (FCEAP or Forsyth County) on November 28, 2022. The revision was submitted in response to a finding of substantial inadequacy and SIP call published on June 12, 2015, concerning excess emissions during startup, shutdown, and malfunction (SSM) events. EPA is approving the SIP revision in accordance with requirements for SIP provisions under the Clean Air Act (CAA or Act) and finds that such SIP revision corrects the deficiencies identified in the Forsyth County portion of the North Carolina SIP in the June 12, 2015, SIP Call. EPA is also approving minor and administrative changes to certain regulatory provisions that have been revised by the local agency since EPA's last approval of those provisions.
Vessel Incidental Discharge National Standards of Performance; Correction
The U.S. Environmental Protection Agency (EPA) is correcting an error found in the Vessel Incidental Discharge National Standards of Performance final rule. The final rule appeared in the Federal Register on October 9, 2024. This correction removes a footnote superscript number "1" that was included in error, as there is no accompanying footnote text.

Integrating e-Manifest With Hazardous Waste Exports and Other Manifest-Related Reports, PCB Manifest Amendments, and Technical Corrections; Correction
The Environmental Protection Agency (EPA) or (the Agency) is making four minor corrections to a final rule that appeared in the Federal Register on July 26, 2024. The final rule related to regulatory changes to incorporate export manifests and other manifest-related reports (i.e., Discrepancy, Exception, and Unmanifested Waste Reports) into e-Manifest as well as other changes related to manifests, including for polychlorinated biphenyls under the Toxic Substances Control Act.
Air Plan Approval; KY; Revisions to Jefferson County Control of Open Burning
The Environmental Protection Agency (EPA) is proposing to approve a State Implementation Plan (SIP) revision submitted by the Commonwealth of Kentucky, through the Kentucky Division for Air Quality (KDAQ) on behalf of the Louisville Metro Pollution Control District (Jefferson County or District) via a letter dated May 30, 2023. The purpose of the revision is to clarify that a fire for general agricultural production must be a controlled burn; to allow the use of District-approved accelerants to start certain fires; and to adjust paragraph numbering. EPA is proposing to approve the changes pursuant to the Clean Air Act (CAA or Act).
Air Plan Approval; Mississippi; PSD and Air Quality Modeling Infrastructure Requirements for the 2015 8-Hour Ozone National Ambient Air Quality Standards
The Environmental Protection Agency (EPA) is approving a State Implementation Plan (SIP) submission provided by the State of Mississippi, through the Mississippi Department of Environmental Quality (MDEQ), via a letter dated February 28, 2024. Specifically, EPA is finalizing approval of updates to the incorporation by reference of Federal prevention of significant deterioration (PSD) rules in the Mississippi SIP. EPA is also converting the previous conditional approval of Mississippi's infrastructure SIP PSD and air quality modeling provisions for the 2015 Ozone National Ambient Air Quality Standards (NAAQS) to a full approval. EPA is also approving changes to public notice provisions for PSD permitting to provide for electronic notice (e-notice) and to remove the mandatory requirement to provide public notice in a newspaper, and other minor changes to the PSD rules. EPA is finalizing approval of these changes pursuant to the Clean Air Act (CAA or Act).
Notification of a Public Meeting of the Clean Air Scientific Advisory Committee Lead Panel
The EPA Science Advisory Board (SAB) Staff Office announces a public meeting of the Clean Air Scientific Advisory Committee (CASAC) Lead Panel. A public meeting will be held for the CASAC Lead Panel to provide additional consultative advice on aspects of the approach for quantitative exposure and risk analyses as a follow-up to prior CASAC Lead Panel advice on the Integrated Review Plan (IRP) for Review of the National Ambient Air Quality Standards for Lead, Volume 3: Planning for Quantitative Exposure/Risk Analyses (External Review Draft).
Notice of Preliminary Designation of Certain Stormwater Discharges in the Commonwealth of Massachusetts and Notice of Availability of Draft Permit Under the National Pollutant Discharge Elimination System of the Clean Water Act
The Regional Administrator of the Environmental Protection Agency Region 1 ("EPA") is providing notice of two proposed actions today. The first action is the Preliminary Designation of certain stormwater discharges from commercial, industrial, and institutional properties with one acre or more of impervious surface in the Charles, Neponset, and Mystic River watersheds in Massachusetts for regulation under the Clean Water Act's ("CWA") National Pollutant Discharge Elimination System ("NPDES") permitting program. Second, the Regional Administrator of the EPA Region 1 is concurrently providing notice of availability of a draft NPDES General Permit ("GP") for Private Commercial Industrial, and Institutional ("CII") Stormwater Discharges in the Charles, Mystic, and Neponset River Watersheds in Massachusetts ("Draft CII GP"). The Draft CII GP would regulate the identified stormwater discharges, as it is authorized to do under section 402 of the CWA, by requiring the implementation of Best Management Practices ("BMPs") and meeting other limitations to meet water quality standards.
Air Plan Approval; Revisions to Colorado Common Provisions Regulation
The Environmental Protection Agency (EPA) is proposing to approve revisions to the Common Provisions Regulation of the Colorado State Implementation Plan (SIP). These revisions were submitted by the State of Colorado in response to the EPA's June 12, 2015, Findings of Substantial Inadequacy and "SIP call" for certain provisions in the SIP related to affirmative defenses applicable to excess emissions during startup, shutdown, and malfunction (SSM) events. The EPA is proposing approval of these SIP revisions because the Agency has determined that they are in accordance with the requirements for SIP provisions under the Clean Air Act (CAA or the Act).
Proposed Information Collection Request; Comment Request; GreenChill Advanced Refrigeration Partnership (Revision); Correction and Extension of Comment Period
The U.S. Environmental Protection Agency (EPA) is correcting the Docket ID number under the ADDRESSES section of the Federal Register notice, which was published on October 16, 2024. This correction is associated with an information collection request (ICR), "GreenChill Advanced Refrigeration Partnership (Revision)" (EPA ICR No. 2349.03, OMB Control No. 2060-0702). Due to the incorrect Docket ID number in the previous notice, EPA is extending the comment period by 15 days to December 31, 2024.
Outer Continental Shelf Air Regulations Update To Include New Jersey State Requirements
The Environmental Protection Agency (EPA) is finalizing an update of a portion of the Outer Continental Shelf (OCS) air regulations proposed in the Federal Register on July 16, 2024. Requirements applying to OCS sources located within 25 miles of States' seaward boundaries must be updated periodically to remain consistent with the requirements of the corresponding onshore area (COA), as mandated by the Clean Air Act (CAA). The portion of the OCS air regulations that is being updated here pertains to the requirements for OCS sources for which the State of New Jersey is the COA. The intended effect of approving the OCS requirements for the State of New Jersey is to regulate emissions from OCS sources in accordance with the requirements onshore. The requirements discussed below are proposed to be incorporated by reference into the Code of Federal Regulations and listed in the appendix to the OCS air regulations.
National Primary Drinking Water Regulations for Lead and Copper: Improvements (LCRI)
In December 2023, the U.S. Environmental Protection Agency (EPA) requested comment on the proposed the Lead and Copper Rule Improvements (LCRI), which informed the revisions to the National Primary Drinking Water Regulation (NPDWR) for lead and copper. After consideration of public comment on the LCRI, and consistent with the provisions set forth under the Safe Drinking Water Act (SDWA), the EPA is finalizing revisions to the NPDWR for lead and copper. In this rule, the agency is finalizing requirements for drinking water systems to replace lead and certain galvanized service lines. The final rule also removes the lead trigger level, reduces the lead action level to 0.010 mg/L, and strengthens tap sampling procedures to improve public health protection and simplify implementation relative to the 2021 Lead and Copper Rule Revisions (LCRR). Further, this final rule strengthens corrosion control treatment, public education and consumer awareness, requirements for small systems, and sampling in schools and child care facilities. The final rule will significantly reduce the adverse human health impacts of exposure to toxic lead in drinking water.
Clean Air Act Operating Permit Program; Order on Petition for Objection to State Operating Permit for Coolidge Generating Station
The Environmental Protection Agency (EPA) Administrator signed an order dated September 11, 2024, granting in part and denying in part a petition dated May 13, 2024, from Sierra Club. The Petition requested that the EPA object to a Clean Air Act (CAA) title V operating permit issued by the Pinal County Air Quality Control District (PCAQCD) to the Salt River Project Agricultural Improvement and Power District's Coolidge Generating Station ("SRP Coolidge"), an electricity generating station located in Coolidge, Arizona.
Glufosinate-P; Pesticide Tolerances
This regulation establishes tolerances for residues of glufosinate-P in or on multiple commodities, which are identified and discussed later in this document. BASF Corporation and MITSUI Chemicals Crop & Life Solutions, INC requested these tolerances under the Federal Food, Drug, and Cosmetic Act (FFDCA).
Air Plan Approval; Wisconsin; SIP Alignment Revision
The Environmental Protection Agency (EPA) is approving an October 27, 2023, submittal from the Wisconsin Department of Natural Resources (WDNR) to align provisions approved in the Wisconsin State Implementation Plan (SIP) with current Wisconsin administrative rules and statutes. WDNR requested that certain provisions previously approved into the Wisconsin SIP under now obsolete numbering schemes be renumbered to ensure citations in the Wisconsin SIP reflect the current numbering systems of the Wisconsin Administrative Code (WAC) and the Wisconsin Statutes (Wis. Stats.). WDNR also requested that EPA approve rule and statute provisions that have been revised since they were approved into the Wisconsin SIP. Finally, WDNR requested removal of rules and statutes from the Wisconsin SIP that are no longer in effect in Wisconsin. Approval of these changes in the Wisconsin SIP will not impact the state's air quality or ability to meet Clean Air Act (CAA) requirements. EPA proposed to approve this action on May 16, 2024, and received no comments.
Phasedown of Hydrofluorocarbons: Notice of Information Availability for Regulations Implementing the American Innovation and Manufacturing Act
The purpose of this notice is to alert stakeholders that the U.S. Environmental Protection Agency (EPA) has published frequently asked questions related to the regulations implementing the American Innovation and Manufacturing Act. While the questions broadly cover topics on hydrofluorocarbons, the Act itself, and the three new programs established under the Act, the majority of these new and updated frequently asked question are related to the Technology Transitions program restrictions on the use of certain hydrofluorocarbons. The Agency has published and continues to update these frequently asked questions in the Frequent Questions on the Phasedown of Hydrofluorocarbons web area and in the existing rulemaking docket.
Pesticide Registration Review; Pesticide Dockets Opened for Review and Comment; Notice of Availability
This notice announces the availability of the EPA's work plans and registration review case dockets for the following chemicals: capsaicin and related capsaicinoids; cis-jasmone; cyantraniliprole; GS- omega/kappa-Hxtx-Hv1a; male sea lamprey mating pheromone [3- Ketopetromyzonol-24-sulfate, ammonium salt]; methyl dihydrojasmolate (cyclopentaneacetic acid, 3- hydroxy- 2-pentyl-, methyl ester); methyl jasmonate; natamycin; prohydrojasmon (PDJ), propyl-3-oxo-2-pentylcyclo- pentylacetate; and tobacco mild green mosaic tobamovirus strain U2. EPA is opening a 60-day public comment period for these work plans and case dockets.
Certain New Chemicals or Significant New Uses; Statements of Findings for August 2024
The Toxic Substances Control Act (TSCA) requires EPA to publish in the Federal Register a statement of its findings after its review of certain TSCA submissions when EPA makes a finding that a new chemical substance or significant new use is not likely to present an unreasonable risk of injury to health or the environment. Such statements apply to premanufacture notices (PMNs), microbial commercial activity notices (MCANs), and significant new use notices (SNUNs) submitted to EPA under TSCA. This document presents statements of findings made by EPA on such submissions during the period from August 1, 2024 to August 31, 2024.
Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Comment Request; EPA's Safer Choice Program Product and Partner Recognition Activities (Renewal)
The Environmental Protection Agency (EPA) has submitted an information collection request (ICR), EPA's Safer Choice Program Product and Partner Recognition Activities (EPA ICR Number 2692.02, OMB Control Number 2070-0221) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. This is a proposed revision of the ICR, which is currently approved through May 31, 2025. Public comments were previously requested via the Federal Register on May 8, 2024 during a 60-day comment period. This notice allows for an additional 30 days for public comments.

Pesticide Registration Review; Decisions and Case Closures for Several Pesticides; Notice of Availability
This notice announces the availability of EPA's interim registration review decision for chlorine gas. In addition, this notice announces the closure of the registration review case for metschnikowia fructicola strain NRRL Y-27328 because the last U.S. registrations for this pesticide have been canceled.
Metamitron; Receipt of Applications for Emergency Exemptions, Solicitation of Public Comment
EPA has received specific exemption requests from the Colorado, Idaho, Nebraska, Oregon, and Wyoming Departments of Agriculture to use the pesticide metamitron (CAS No. 41394-05-2) to treat up to 116,902 acres of sugar beets (22,468 in CO; 14,400 in ID; 47,025 in NE; 1,629 in OR; and 31,380 in WY), to control the invasive weed, Palmer amaranth. The applicants propose the use of a new chemical which has not been registered by EPA. EPA is soliciting public comment before making the decision whether or not to grant the exemption.
Extension of Time-Limited Tolerances for Emergency Exemptions
This regulation extends time-limited tolerances for residues of the pesticides sodium salt of acifluorfen in or on Beet, sugar, roots and Beet, sugar, leaves; thiamethoxam in or on Rice, grain and Rice, straw; and clothianidin in or on Rice, grain. These actions are in response to EPA's granting of emergency exemptions under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) authorizing use of these pesticides. In addition, the Federal Food, Drug, and Cosmetic Act (FFDCA) requires EPA to establish a time-limited tolerance or exemption from the requirement for a tolerance for pesticide chemical residues in food that will result from the use of a pesticide under an emergency exemption granted by EPA.
Agency Information Collection Activities; Proposed Information Collection Request; Comment Request; Brownfields Program-Accomplishment Reporting in Assessment, Cleanup and Redevelopment Exchange System (ACRES) (Revision)
The Environmental Protection Agency (EPA) is planning to submit an information collection request (ICR), Brownfields Program Accomplishment Reporting in Assessment, Cleanup and Redevelopment Exchange System (ACRES) (EPA ICR Number 2104.10, OMB Control Number 2050-0192) to the Office of Management and Budget (OMB) for review and approval in accordance with the Paperwork Reduction Act. Before doing so, EPA is soliciting public comments on specific aspects of the proposed information collection as described below. This is a proposed extension of the ICR, which is currently approved through March 31, 2026. This notice allows for 60 days for public comments.
Interim Final Determination To Stay or Defer Sanctions; California; San Joaquin Valley Unified Air Pollution Control District
The Environmental Protection Agency (EPA) is making an interim final determination that the State of California has submitted revisions to the California State Implementation Plan (SIP) that correct the deficiency prompting the partial disapproval of previous SIP submissions addressing the requirements under the Clean Air Act (CAA or "Act") for contingency measures for the 2008 ozone national ambient air quality standards (NAAQS or "standards") for the San Joaquin Valley ozone nonattainment area. This determination is based upon a proposed conditional approval, published elsewhere in this issue of the Federal Register, of SIP revisions addressing the contingency measure requirements for the 2008 ozone NAAQS for the San Joaquin Valley. The effect of this interim final determination is to stay the application of the offset sanction and to defer the application of the highway sanction that were triggered by the EPA's previous partial disapproval of SIP revisions submitted to address the contingency measure requirements for the 2008 ozone NAAQS for this area.
Conditional Approval; Contingency Measure State Implementation Plan for the 2008 Ozone Standard; San Joaquin Valley, California
The Environmental Protection Agency (EPA) is proposing to conditionally approve a state implementation plan (SIP) submission under the Clean Air Act (CAA or "Act") that addresses the contingency measure requirements for the 2008 ozone national ambient air quality standards (NAAQS or "standards") for the San Joaquin Valley ozone nonattainment area. The SIP submission, titled the "Ozone Contingency Measure State Implementation Plan Revision for the 2008 and 2015 8-hour Ozone Standards" ("2024 SJV Ozone Contingency Measure Plan," "Contingency Measure Plan," or "Plan") relies on two ozone contingency measures that the EPA has already approved in separate rulemakings. The proposed approval is conditional because it also relies on commitments by the State air agency and regional air district to supplement the 2024 SJV Ozone Contingency Measure Plan with submission of specific additional contingency measures within one year of the EPA's final conditional approval. The EPA is proposing conditional approval of the SIP submission because the Agency has preliminarily determined that the existing approved contingency measures, the commitments to submit additional contingency measures, and the justification for not adopting contingency measures that would achieve the recommended amount for such measures, meet the applicable requirements for such SIP submissions under the CAA and the EPA's implementation regulations for the San Joaquin Valley for the 2008 ozone NAAQS. The proposed conditional approval, if finalized, would add the 2024 SJV Ozone Contingency Measure Plan to the federally enforceable California SIP.
Notice of Public Environmental Financial Advisory Board Webinar
The United States Environmental Protection Agency (EPA) announces a public webinar of the Environmental Financial Advisory Board (EFAB). The purpose of the webinar is to explore strategies for mobilizing private capital in distributed energy generation projects to leverage the government's recent historic $27 billion Greenhouse Gas Reduction Fund (GGRF). This webinar will feature a discussion on the conditions required to attract private capital into distributed generation projects and leveraging GGRF resources, including innovative financing models, risk mitigation strategies, and opportunities for scaling up investments. This webinar is the third in a three-part series that explores strategies for leveraging GGRF resources to attract private capital into GGRF priority sectors. The first webinar, held on July 30, 2024, addressed Net Zero Buildings projects. The second webinar, held on September 19, 2024, addressed Zero Emission Transportation. Announcing Upcoming Meeting of Mobile Sources Technical Review Subcommittee
Pursuant to the Federal Advisory Committee Act, the Environmental Protection Agency (EPA) announces an upcoming meeting of the Mobile Sources Technical Review Subcommittee (MSTRS), which is a subcommittee under the Clean Air Act Advisory Committee (CAAAC). This is a virtual meeting and open to the public. The meeting will include discussion of current topics and presentations about activities being conducted by EPA's Office of Transportation and Air Quality. Air Plan Approval; Washington; Olympic Region Clean Air Agency, Recreational Fires
The Environmental Protection Agency (EPA) is proposing to approve a revision to the Washington State Implementation Plan (SIP) that was submitted by the Department of Ecology (Ecology) in coordination with the Olympic Region Clean Air Agency (ORCAA). In 2013, Ecology and ORCAA inadvertently submitted for incorporation into the SIP a ban on small, recreational fires in Thurston County. These fires are defined as having a maximum pile size of three feet in diameter by two feet high using seasoned firewood or charcoal, generally associated with backyard, summer campfires. Ecology and ORCAA provided a review of the historical record to demonstrate that the ban on recreational fires was not relied upon for attainment, maintenance, or reasonable further progress in the Thurston County area. Ecology and ORCAA also provided data to demonstrate that removing the ban on recreational fires would not interfere with maintenance of the national ambient air quality standards. Therefore, we are proposing to approve the request by Ecology and ORCAA to remove this provision from the SIP.
Final Revisions to the National Lead Laboratory Accreditation Program (NLLAP); Notice of Availability
The Environmental Protection Agency (EPA or Agency) is announcing the availability of the document titled "Laboratory Quality Standards for Recognition (LQSR 4.0)" under the National Lead Laboratory Accreditation Program (NLLAP), which is a revision to the EPA document titled "Laboratory Quality System Requirements (LQSR) Revision 3.0," dated November 5, 2007. The revised LQSR 4.0 updates and streamlines the guidance by referencing existing laboratory standards already in practice by NLLAP participating laboratories and directly related to laboratory lead analysis; and includes updates to the test and sampling method standards to better complement EPA's lead- based paint program activities.
Forty-Sixth Update of the Federal Agency Hazardous Waste Compliance Docket
Since 1988, the Environmental Protection Agency (EPA) has maintained a Federal Agency Hazardous Waste Compliance Docket ("Docket") under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). CERCLA requires EPA to establish a Docket that contains certain information reported to EPA by Federal facilities that manage hazardous waste or from which a reportable quantity of hazardous substances has been released. This notice identifies the Federal facilities not previously listed on the Docket and identifies Federal facilities reported to EPA since the last update on April 22, 2024. In addition to the list of additions to the Docket, this notice includes a section with revisions of the previous Docket list and a section of Federal facilities that are to be deleted from the Docket. Thus, the revisions in this update include three additions, two deletions, and zero corrections to the Docket since the previous update.
Phasedown of Hydrofluorocarbons: Notice of 2025 Allowance Allocations for Production and Consumption of Regulated Substances Under the American Innovation and Manufacturing Act of 2020, and Notice of Final Actions Establishing Administrative Consequences
The Environmental Protection Agency (EPA) has issued calendar year 2025 allowances for the production and consumption of hydrofluorocarbons in accordance with the Agency's regulations. This issuance of allowances is undertaken pursuant to the American Innovation and Manufacturing Act, which directs the Environmental Protection Agency by October 1 of each calendar year to determine the quantity of production and consumption allowances for the following calendar year. In this notice, the Agency is also providing notice of separate Agency actions previously taken to establish administrative consequences for specific entities. These previously finalized actions withheld, retired, or revoked the identified entities' newly-issued calendar year 2025 allowances in accordance with the administrative consequence regulatory provisions.

EPA is required under the Toxic Substances Control Act (TSCA), as amended by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, to make information publicly available and to publish information in the Federal Register pertaining to submissions under TSCA Section 5, including notice of receipt of a Premanufacture notice (PMN), Significant New Use Notice (SNUN) or Microbial Commercial Activity Notice (MCAN), including an amended notice or test information; an exemption application (Biotech exemption); an application for a test marketing exemption (TME), both pending and/or concluded; a notice of commencement (NOC) of manufacture (including import) for new chemical substances; and a periodic status report on new chemical substances that are currently under EPA review or have recently concluded review. This document covers the period from 9/1/ 2024 to 9/30/2024.
Dimethyl Tetrachloroterephthalate (DCPA); Final Cancellation Order for Pesticide Registrations
The Environmental Protection Agency (EPA or Agency) is hereby announcing EPA's order for the cancellations, voluntarily requested by the registrant and accepted by the Agency, of the products listed in Table 1 of Unit II., pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This action cancels the last remaining products containing Dimethyl Tetrachloroterephthalate (DCPA) in the U.S.

The Environmental Protection Agency (EPA) Administrator signed an order dated September 27, 2024, granting in part and denying in part a Petition dated December 4, 2023, from the Myrtle Felton, Barbara Washington, Gail Leboeuf, Inclusive Louisiana, and Louisiana Bucket Brigade (the Petitioners). The Petition requested that the EPA object to a Clean Air Act (CAA) title V operating permit issued by the Louisiana Department of Environmental Quality (LDEQ) to Nucor Steel Louisiana, L.L.C., Direct Reduced Iron (DRI) Facility, located in Covent, St. James Parish, Louisiana.
Planned Change Request for Waste Isolation Pilot Plant Replacement Panels 11 and 12; Reopening of Public Comment Period
On July 16, 2024, the Environmental Protection Agency (EPA or the Agency) announced for public comment the availability of a Planned Change Request (PCR) recently submitted by the U.S. Department of Energy (DOE) to modify the Waste Isolation Pilot Plant (WIPP). The proposed change will involve adding two additional waste panels west of the current repository to replace lost disposal capacity resulting from the 2014 radiological incident and resulting ground control issues. A 60-day comment period was provided for the PCR that expired on September 16, 2024. A request for an extension to the comment period was received from several stakeholders, most recently at the Agency's informal public meetings held in New Mexico in late August. EPA is reopening the comment period to seek public input on both DOE's application and on what EPA should consider in its evaluation.
Prevention of Significant Deterioration (PSD): Paragraph Designation Corrections
The Environmental Protection Agency (EPA) is amending its Prevention of Significant Deterioration (PSD) regulations to correct the fourth-level paragraph designations to conform with the Office of the Federal Register (OFR) requirements. This is a ministerial final rule action that involves minor technical corrections.
Air Plan Approval; WA; Excess Emissions, Startup, Shutdown, and Malfunction Revisions, Energy Facility Site Evaluation Council
The Environmental Protection Agency (EPA) is proposing to approve Washington State Implementation Plan (SIP) revisions to the Energy Facility Site Evaluation Council (EFSEC) air quality regulations submitted by the State of Washington, through the Department of Ecology (Ecology) on June 15, 2023. The revisions were submitted in response to EPA's June 12, 2015 "SIP call" in which the EPA found a substantially inadequate Washington SIP provision providing affirmative defenses that operate to limit the jurisdiction of the Federal court in an enforcement action related to excess emissions during startup, shutdown, and malfunction (SSM) events. The EPA is proposing approval of the SIP revisions and proposing to determine that removal of the substantially inadequate provision corrects the EFSEC deficiency identified in the 2015 SSM SIP call and the EPA's January 2022 finding of failure to submit. Washington withdrew some portions of the revisions submitted that were not identified in the 2015 SSM SIP call and therefore the EPA is not proposing action on those withdrawn portions.
Approval and Promulgation of Air Quality Implementation Plan; Delaware; Regional Haze State Implementation Plan for the Second Implementation Period
The Environmental Protection Agency (EPA) is approving the regional haze State implementation plan (SIP) revision submitted by Delaware on August 8, 2022, and supplemented on March 7, 2024, as satisfying applicable requirements under the Clean Air Act (CAA) and the EPA's Regional Haze Rule (RHR) for the program's second implementation period. Delaware's SIP submission addresses the requirement that States must periodically revise their long-term strategies for making reasonable progress towards the national goal of preventing any future, and remedying any existing, anthropogenic impairment of visibility, including regional haze, in mandatory Class I Federal areas. The SIP submission also addresses other applicable requirements for the second implementation period of the regional haze program.
Removal of Affirmative Defense Provisions From the National Emission Standards for Hazardous Air Pollutants for the Oil and Natural Gas Production Facility and Natural Gas Transmission and Storage Facility Source Categories
The EPA is finalizing amendments to the National Emission Standards for Hazardous Air Pollutants for the oil and gas industry issued under the Clean Air Act (CAA). Specifically, the EPA is finalizing removal of the affirmative defense provisions in the National Emission Standards for Hazardous Air Pollutants for both the Oil and Natural Gas Production source category and the Natural Gas Transmission and Storage source category.
Air Quality Plans; California; San Diego County Air Pollution Control District; Permit Program
The Environmental Protection Agency (EPA) is taking final action to approve a revision to the San Diego County Air Pollution Control District (SDAPCD or "District") portion of the California State Implementation Plan (SIP). The revision expands an existing provision that exempts tub grinders and trommel screens that process green material from permit requirements to include horizontal grinders and the processing of mixtures of green material and food material. The revision also adds a definition for "food material." This action is being taken pursuant to the Clean Air Act (CAA or "Act") and its implementing regulations.
Air Plan Approval; California; South Coast Air Quality Management District
The Environmental Protection Agency (EPA) is taking final action to approve revisions to the South Coast Air Quality Management District (SCAQMD) portion of the California State Implementation Plan (SIP). These revisions concern emissions of volatile organic compounds (VOCs) and oxides of nitrogen (NOX) from refinery flares. We are approving a local rule that regulates these emission sources under the Clean Air Act (CAA or the Act).

Under the Federal Advisory Committee Act, the Environmental Protection Agency (EPA) gives notice of a public meeting of the Good Neighbor Environmental Board (GNEB). Hazardous Waste Management System; Identification and Listing of Hazardous Waste
The Environmental Protection Agency (EPA)is taking final action to remove an existing exclusion from the list of Federal hazardous waste (delisting) issued to Samsung Austin Semiconductor (Samsung) under the Resource Conservation and Recovery Act. This removal of the exclusion is based on correspondence EPA received from Samsung on August 22, 2024, in which Samsung indicated that the facility has ceased the process creating the delisted waste.
Pesticide Registration Maintenance Fee: Product Cancellation Order for Certain Pesticide Registrations
This notice announces EPA's order for the cancellation of certain pesticide products in association with fiscal year 2023 maintenance fee invoicing and collection. Table 1 of Unit III lists those products for which registrants have voluntarily requested cancellation pursuant to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). Table 3 of Unit III lists those products that EPA is cancelling for non-payment of annual maintenance fees, pursuant to FIFRA.

Announcement of Meeting of the National Environmental Education Advisory Council
Under the Federal Advisory Committee Act (FACA), the Environmental Protection Agency (EPA) gives notice of a virtual meeting of the National Environmental Education Advisory Council (NEE-AC). The NEE-AC was created by Congress to advise, consult with, and make recommendations to the Administrator of the Environmental Protection Agency (EPA) on matters related to activities, functions, and policies of EPA under the National Environmental Education Act (the Act). The purpose of this meeting is to discuss specific topics of relevance by the council to provide advice and insights to the Agency on environmental education.
