Federal Acquisition Regulation; Inflation Adjustment of Acquisition-Related Thresholds; Correction
DoD, GSA, and NASA are issuing a correction to FAR Case 2014- 022; Inflation Adjustment of Acquisition-Related Thresholds (Item I), which was published in the Federal Register at 80 FR 38293, July 2, 2015. The changes to 7.104 and 7.107 are removed from the case because those thresholds are controlled by the Small Business Administration. The other changes are made to correct errors.

Under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35), GSA will be submitting to OMB for review and approval a new information collection request concerning the Wireless Telecommunications Company Application. GSA will also be requesting from OMB approval to characterize this form as a common form, meaning that GSA will only request approval for its own use of the form, rather than aggregating the burden estimate across all Federal agencies that may use this form. A previous notice relating to the Wireless Telecommunications Company Application was published in the Federal Register on March 12, 2015, at 80 FR 13004. One respondent submitted 20 comments on this collection.

Office of Federal High-Performance Green Buildings; Development of Model Commercial Leasing Provisions
This notice announces that GSA has developed draft model commercial leasing provisions, as required by Section 102 of the ``Better Buildings Act of 2015,'' and is soliciting public comment on these provisions. These provisions are intended to encourage building owners in the private sector, as well as state, county, and municipal governments, to invest in all cost-effective energy and water efficiency improvements, and to encourage tenants in these sectors to require spaces in which such measures have been implemented.

Under the provisions of the Paperwork Reduction Act, the Regulatory Secretariat Division will be submitting to the Office of Management and Budget (OMB) a request to review and approve an extension of a previously approved information collection requirement regarding preparation, submission, and negotiation of subcontracting plans. This information collection will ensure that small and small, disadvantaged business concerns are afforded the maximum practicable opportunity to participate as subcontractors in negotiated procurements. The Preparation, Submission, and Negotiation of the Subcontracting Plans provision requires for all negotiated solicitations, having an anticipated award value over $650,000 ($1,500,000 for construction), the submission of a subcontracting plan with an offeror's proposal. Federal Acquisition Regulation; Fair Pay and Safe Workplaces; Second Extension of Time for Comments
DoD, GSA, and NASA issued a proposed rule (FAR Case 2014-025) on May 28, 2015, amending the Federal Acquisition Regulation (FAR) to implement Executive Order (E.O.) 13673, ``Fair Pay and Safe Workplaces,'' which is designed to improve contractor compliance with labor laws and increase efficiency and cost savings in Federal contracting. On July 14, 2015, DoD, GSA, and NASA published an extension of the comment period by 15 days, from July 27, 2015, to August 11, 2015. The deadline for submitting comments is being further extended by an additional 15 days from August 11, 2015, to August 26, 2015, to provide additional time for interested parties to comment on the FAR case. The due date for comments on DOL's Guidance for Executive Order 13673, ``Fair Pay and Safe Workplaces'', which also implements the E.O., is being extended to August 26, 2015 as well.

Federal Travel Regulation; Temporary Duty (TDY) Travel Allowances
GSA is amending the Federal Travel Regulation (FTR) by removing the meals and incidental expenses (M&IE) breakdown table from the regulation. The table will continue to be published on GSA's Web site at www.gsa.gov/mie and any changes to the breakdown of M&IE reimbursement rates will be publicized via FTR Bulletins.

Meaningful Access to United States Currency for Blind and Visually Impaired Persons
The Department of the Treasury (Treasury) and the Bureau of Engraving and Printing (BEP) are issuing this Notice pursuant to the ruling in American Council of the Blind v. Paulson that ordered Treasury to provide meaningful access to U.S. currency to people who are blind and visually impaired pursuant to section 504 of the Rehabilitation Act of 1973, as amended. BEP seeks to develop a solution that fully complies with the Court's order and provides people who are blind and visually impaired meaningful access to U.S. currency, while also giving appropriate consideration to the interests of domestic and international users of currency, U.S. businesses, and cash handling and cash-intensive industries. The purposes of this Federal Register Notice are to inform the public of the features that BEP intends to propose to the Secretary of the Treasury to accommodate people who are blind and visually impaired in denominating U.S. currency, and to solicit public comment on the proposed accommodations.

Pursuant to 5 U.S.C. 4314(c) (4), this notice announces the appointment of members of the Combined Performance Review Board (PRB) for the Bureau of Engraving and Printing (BEP), Financial Management Service (FMS), the Bureau of the Public Debt (BPD), the United States Mint, the Alcohol and Tobacco Tax and Trade Bureau (TTB) and the Financial Crimes Enforcement Network (FINCEN). The Board reviews the performance appraisals of career senior executives below the level of bureau head and principal deputy in the bureaus, except for executives below the Assistant Commissioner/Executive Director level in the Financial Management Service and Bureau of the Public Debt. The Board makes recommendations regarding proposed performance appraisals, ratings, bonuses, pay adjustments and other appropriate personnel actions.

Currently, the Bureau of Engraving and Printing within the Department of the Treasury is soliciting comments concerning survey and other research designed to establish benchmark measures of awareness, confidence and behavior, test messages and potential program taglines and materials relating to the Bureau's redesigned currency public education program.
