Program of Comprehensive Assistance for Family Caregivers Improvements and Amendments Under the VA MISSION Act of 2018
The Department of Veterans Affairs (VA) adopts as final, with changes, a proposed rule to revise its regulations that govern VA's Program of Comprehensive Assistance for Family Caregivers (PCAFC). This final rule makes improvements to PCAFC and updates the regulations to comply with the recent enactment of the VA MISSION Act of 2018, which made changes to the program's authorizing statute. This final rule allows PCAFC to better address the needs of veterans of all eras and standardize the program to focus on eligible veterans with moderate and severe needs.

Specialty Education Loan Repayment Program

This rulemaking implements the mandates of the VA MISSION Act of 2018 by establishing a Specialty Education Loan Repayment Program, which will assist VA in meeting the staffing needs of VA physicians in medical specialties for which VA has determined that recruitment or retention of qualified personnel is difficult.

Educational Assistance for Certain Former Members of the Armed Forces

This rulemaking would implement the mandates of the Consolidated Appropriations Act 2018 by establishing a pilot program to provide educational assistance to certain former members of the Armed Forces for education and training leading to a degree as a physician assistant.

Update and Clarify Regulatory Bars to Benefits Based on Character of Discharge
The Department of Veterans Affairs (VA) proposes to amend its regulations regarding character of discharge determinations. VA proposes to modify the regulatory framework for discharges considered ``dishonorable'' for VA benefit eligibility purposes, such as discharges due to ``willful and persistent misconduct,'' ``an offense involving moral turpitude,'' and ``homosexual acts involving aggravating circumstances or other factors affecting the performance of duty.'' VA also proposes to extend a ``compelling circumstances'' exception to certain regulatory bars to benefits in order to ensure fair character of discharge determinations in light of all pertinent factors.
