VA Acquisition Regulation: Service-Disabled Veteran-Owned and Veteran-Owned Small Business Status Protests
The Department of Veterans Affairs (VA) is amending its adjudication procedures for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) status protests, to provide that VA's Director, Center for Veterans Enterprise (CVE), shall initially adjudicate SDVOSB and VOSB status protests, and to provide that protested businesses, if they are denied status, may appeal to VA's Executive Director, Office of Small and Disadvantaged Business Utilization (OSDBU). Additionally, VA amends the title of CVE from the Center for Veterans Enterprise to the Center for Verification and Evaluation, to more appropriately represent the function of this office.

The Department of Veterans Affairs (VA) published an information collection notice in a Federal Register on September 6, 2013 (78 FR 54957), that contained errors. VA announced that the Board of Veterans' Affairs was announcing an opportunity for public comment on the proposed collection. The department name should read ``Board of Veterans' Appeals (BVA)'' throughout the entire notice. The Proposed Information Collection title throughout the notice should read ``Board of Veterans' Appeals, Veterans Information Office, Voice of the Veterans Call Center Survey''. We have corrected the office telephone number of the contact person. Lastly, we have corrected the frequency of response that was listed as quarterly to annually. Those errors are corrected by this notice.

Notice of Funds Availability Inviting Applications for the Rural Veterans Coordination; Amendment
This notice extends the Department of Veterans Affairs (VA) application deadline for funds available under the Rural Veterans Coordination Pilot (RVCP) program. VA published a Notice of Funds Availability (NOFA) in the Federal Register on June 4, 2013 (78 FR 33472) to announce the availability of funds for applications beginning June 4, 2013 through July 19, 2013, 5 pm eastern standard time. VA also published a Notice; extension of NOFA application deadline in the Federal Register on June 25, 2013 (78 FR 38099) to allow applicants more time to complete the application process until September 19, 2013. The NOFA includes funding priorities for those applicants who will assist veterans and their families who are transitioning from military service to civilian life in rural or underserved communities. To allow applicants even more time to complete the application process, VA is extending the application deadline to midnight eastern standard time on October 4, 2013.
Servicemembers' Group Life Insurance and Veterans' Group Life Insurance Information Access
The Department of Veterans Affairs (VA) proposes to amend its regulations governing Servicemembers' Group Life Insurance (SGLI), Family SGLI, SGLI Traumatic Injury Protection, and Veterans' Group Life Insurance (all hereafter referred to as SGLI). The purpose is to acknowledge and clarify what is implicit in the law: That VA, which has the responsibility under the law to oversee the SGLI program and ensure its proper operation, also has the right to full access to records held by the insurer or on behalf of the insurer from whom VA has purchased a policy. These records include all of the insurer's records related to the operation and administration of the SGLI programs necessary to protect the legal and financial rights of the Government and of the persons affected by the activities of the agency and its agents.

The Department of Veterans Affairs (VA) adopts as a final rule its proposal to amend its adjudication regulation concerning a certificate of eligibility for financial assistance in the purchase of an automobile or other conveyance and adaptive equipment, which was published in the Federal Register on November 5, 2012, and republished for minor technical corrections on November 26, 2012. The amendment is necessary to incorporate statutory changes made by the Veterans' Benefits Act of 2010.

The NOFA includes funding priorities for those applicants who, through innovative transportation services, will assist Veterans in highly rural areas travel to VA medical centers and other VA and non-VA facilities in connection with the provision of VA medical care. To allow applicants more time to complete the application process, VA is extending the application deadline to midnight eastern standard time on October 9, 2013. VA will consider all applications received up through the original deadline, plus those received through the extended deadline of October 9, 2013.

Hospital Care and Medical Services for Camp Lejeune Veterans
The Department of Veterans Affairs (VA) proposes to amend its regulations to implement a statutory mandate that VA provide health care to certain veterans who served at Camp Lejeune, North Carolina, for at least 30 days during the period beginning on January 1, 1957, and ending on December 31, 1987. The law requires VA to furnish hospital care and medical services for these veterans for certain illnesses and conditions that may be attributed to exposure to toxins in the water system at Camp Lejeune. This proposed rule does not implement the statutory provision requiring VA to provide health care to these veterans' family members; regulations applicable to such family members are currently in development and will be promulgated through a separate notice.

Disease Associated With Exposure to Certain Herbicide Agents: Peripheral Neuropathy
The Department of Veterans Affairs (VA) adopts as a final rule its proposal to amend its adjudication regulations by clarifying and expanding the terminology regarding presumptive service connection for acute and subacute peripheral neuropathy associated with exposure to certain herbicide agents. This amendment implements a decision by the Secretary of Veterans Affairs based on findings from the National Academy of Sciences (NAS) Institute of Medicine report, Veterans and Agent Orange: Update 2010. It also amends VA's regulation governing retroactive awards for certain diseases associated with herbicide exposure as required by court orders in the class action litigation of Nehmer v. U.S. Department of Veterans Affairs.
