Privacy Act of 1974; System of Records
As required by the Privacy Act of 1974, 5 U.S.C. 552a(e), notice is hereby given that the Department of Veterans Affairs (VA) is amending the system of records currently entitled ``The Office of Inspector General Management Information System (MIS)VA'' (71VA53) as set forth in the Federal Register at 47 FR 6513. VA is amending the system of records by revising the system location, revising the Categories of Records in the System, adding a Purposes section, adding Routine Uses of Records Maintained in the System, including Categories of Users and the Purposes of Such Uses, and updating Policies and Practices for Storing, Retrieving, Accessing, Retaining and Disposing of Records in the System. VA is republishing the system notice in its entirety.
Proposed Information Collection (Mentor-Protégé Program Application and Reports) Activity; Comment Request
The Office of Management (OM), Department of Veterans Affairs (VA), is announcing an opportunity for public comment on the proposed collection of certain information by the agency. Under the Paperwork Reduction Act (PRA) of 1995, Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each new collection, and allow 60 days for public comment in response to the notice. This notice solicits comments on information needed to establish a mentor-prot[eacute]g[eacute] program agreement between a large business, veteran-owned small business and service-disabled veteran-owned small business and to report the success of the program.

Notice is hereby given that the Department of Veterans Affairs (VA) is establishing a new system of records entitled ``Library Network (VALNET)-VA'' (136VA19E).
Loan Guaranty: Loan Servicing and Claims Procedures Modifications Segment 6 Effective Date
This publication is to serve as notice that on September 19, 2008, Subpart F of Title 38, Code of Federal Regulations, Part 36, will be applicable to industry segment 6. Program participants in the VA Home Loan Guaranty Program's servicing and claims activities were assigned to one of nine industry segments as part of the planned phased implementation of the rules in Subpart F. All program participants were given notice of their respective segments and were afforded opportunity to comment during the regulatory development process (see SUPPLEMENTARY INFORMATION section, below). Segment 6 participants will be under the authority of Subpart F rules on September 19, 2008. VA continues to work with these participants to ensure that all necessary servicing system modifications, defect corrections, interface testing and data transmission are addressed.

Presumption of Service Connection for Amyotrophic Lateral Sclerosis
This document amends the Department of Veterans Affairs (VA) adjudication regulations to establish a presumption of service connection for amyotrophic lateral sclerosis (ALS) for any veteran who develops the disease at any time after separation from service. This amendment is necessary to implement a decision by the Secretary to establish such a presumption based primarily on a November 2006 report by the National Academy of Sciences Institute of Medicine (IOM) on the association between active service and ALS.

Enhanced-Use Lease of VA Property for the Development and Operation of a Transitional Housing Facility for Eligible Homeless Veterans at the Department of Veterans Affairs Medical Center, Battle Creek, MI.
The Secretary of the Department of Veterans Affairs (VA) intends to enter into an enhanced-use lease of 6 acres of underutilized land at the VA Medical Center in Battle Creek, Michigan. The selected lessee will finance, design, develop, construct, operate, manage and maintain a transitional housing facility consisting of 75 units and a manager's unit. As consideration for the lease, the lessee will be required to provide VA with rent, and/or in-kind consideration, including furnishing homeless veterans with transitional housing units and related services on a priority basis.

Enhanced-Use Lease of VA Property for the Improvement and Operation of the Memorial Stadium at the Department of Veterans Affairs Medical Center, Chillicothe, OH
The Secretary of the Department of Veterans Affairs (VA) intends to enter into an enhanced-use lease of approximately 4.273 acres of underutilized land and improvements at the VA Medical Center in Chillicothe, Ohio. The selected lessee will finance, preserve, improve, design, build, operate, manage and maintain the property, which includes the VA Memorial Stadium and its accessory facilities (e.g., bleachers, dressing rooms, concession buildings, playground, and a grassy area adjacent to the stadium). As consideration for the lease, the lessee will be required to make annual capital improvements, pay VA fair market annual rent, and allow VA to use the stadium at no cost for mission-related events at least 5 times annually during the lease term. The value of the consideration meets or exceeds the net present value of the property to be leased.
