On December 11, 2024, Avalon Motor Coaches, LLC (Avalon Motor Coach), an interstate passenger motor carrier, together with its noncarrier affiliates Virgin-Fish, Inc. (Virgin-Fish), and Jeffrey Brush (Avalon Motor Coach, Virgin-Fish, and Jeffrey Brush will be collectively referred to as "Avalon") filed an application for Avalon to purchase most of the assets of another interstate passenger motor carrier, Rose Chauffeured Transportation, Inc. (Rose), and assume substantially all of its outstanding contracts related to its charter services. The Board is tentatively approving and authorizing this transaction. Railroad Cost of Capital-2024
The Board is instituting a proceeding to determine the railroad industry's cost of capital for 2024. The decision solicits comments on the following issues: the railroads' 2024 current cost of debt capital, the railroads' 2024 current cost of preferred equity capital (if any), the railroads' 2024 cost of common equity capital, and the 2024 capital structure mix of the railroad industry on a market value basis.

(TCL) filed an application for Board approval to amalgamate (merge) its assets and operations with those of Quick Coachlines Ltd. (QCL) and Vancouver Tours & Transit Ltd. c/b/a Charter Bus Lines of British Columbia (VTT) (collectively, Applicants). Traxx Holdings Inc. (Traxx) currently owns 100% of the interest in TCL, QCL, and VTT, and Monarch Ventures Inc. (Monarch) currently owns 100% of Traxx. Upon completion of the proposed transaction, TCL, QCL, and VTT would merge into one entityTCLwhich would be 100% owned by Traxx. Monarch would continue to control Traxx.
