Environmental Impact Statement: St. Clair County, MI
This notice announces the availability of a Final Environmental Impact Statement (FEIS) and Section 4(f) Evaluation for the Blue Water Bridge Plaza Study (BWB). Notice: Letter of Public Notification on the Federal Highway Administration (FHWA) State Reports for American Recovery and Reinvestment Act (ARRA); Information Collection Activity
The American Recovery and Reinvestment Act of 2009 (ARRA), provides the State Departments of Transportation and Federal Lands Agencies with $27.5 billion for highway infrastructure investment. With these funds also comes an increased level of data reporting with the stated goal of improving transparency and accountability at all levels of government. According to President Obama, ``Every American will be able to hold Washington accountable for these decisions by going online to see how and where their tax dollars are being spent.'' The Federal Highway Administration (FHWA) in concert with the Office of the Secretary of Transportation (OST) and the other modes within the U.S. Department of Transportation (DOT) will be taking the appropriate steps to ensure that this accountability and transparency is in place for all infrastructure investments.
Environmental Impact and Related Procedures
The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) issue this final rule that modifies our regulations to make certain changes mandated by the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). SAFETEA-LU prescribes additional requirements for environmental review and project decisionmaking that are not appropriately reflected in the existing FHWA-FTA joint National Environmental Policy Act (NEPA) procedures. Additionally, this final rule creates certain new categorical exclusions (CE) allowing proposed actions to proceed without an environmental assessment (EA) or environmental impact statement (EIS), and makes other minor changes to the joint procedures in order to improve the description of the procedures or to provide clarification with respect to the interpretation of certain provisions.

The actions relate to a proposed highway project, improvement of the Interstate 680 and State Route 4 interchange in the community of Pacheco, County of Contra Costa, State of California. The improvements will be between post mile 20.2 and 22.2 on Interstate 680, and between post mile R10.5 and R15.1 on State Route 4. Those actions grant approvals for the project.

This notice corrects an error in the FHWA notice published on February 17, 2009, at 74 FR 7535. The notice announced that actions taken by the United States Army Corps of Engineers (USACE) and other Federal agencies were final within the meaning of 23 U.S.C. 139(I)(1). The actions related to a proposed highway project, the Triangle Parkway, which begins at NC 540 in Wake County and ends at I-40 in Durham County, North Carolina. The Triangle Parkway is also known as State Transportation Improvement Program Project U-4763B. Those actions granted licenses, permits, and approvals for the project.
