Notice of Final Federal Agency Actions on Proposed Highways in Texas
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(1)(1). The actions relate to various proposed highway projects in the State of Texas. Those actions grant licenses, permits, and approvals for the projects.
Notice of Final Federal Agency Actions on State Highway 45SE in Texas
This notice announces actions taken by the FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, State Highway 45 Southeast (SH 45SE), south of Austin, beginning at I-35 and heading east to SH 130/US 183 in Travis and Hays Counties in the State of Texas. Those actions grant licenses, permits, and approvals for the project.
Parks, Recreation Areas, Wildlife and Waterfowl Refuges, and Historic Sites
This proposal would modify the procedures for granting approvals under 23 U.S.C. 138 and 49 U.S.C. 303 (hereafter referred to as ``Section 4(f)'' \1\) in several ways. First, this proposal clarifies the factors to be considered and the standards to be applied when determining if an alternative for avoiding the use of Section 4(f) property is feasible and prudent. Second, this NPRM proposes to clarify the factors to be considered when selecting a project alternative in situations where all alternatives use Section 4(f) property and no feasible and prudent avoidance alternative exists. Third, this proposal would establish procedures for determining that the use of a Section 4(f) property has de minimis impacts. Fourth, the proposal updates the regulation to recognize statutory and common-sense exceptions for uses that advance Section 4(f)'s preservationist goals; as well as the option of conducting certain Section 4(f) evaluations on a programmatic basis. Fifth, this proposal would move the Section 4(f) regulations out of the agencies' National Environmental Policy Act regulations (23 CFR part 771, ``Environmental Impact and Related Procedures''), into a separate part of 23 CFR, with a reorganized structure that is easier to use.
Environmental Impact Statement: Allegheny County, PA
This notice rescinds the previous Notice of Intent (issued April, 2000) to prepare an Environmental Impact Statement for a proposed highway project in Allegheny County.
Notice of Final Federal Agency Actions on Proposed Highway in Rhode Island
This notice announces actions taken by FHWA and other Federal agencies that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, Improvements to the U.S. Route 6/Route 10 Interchange in Providence County in the State of Rhode Island. Those actions grant licenses, permits, and approvals for the project.
Projects of National and Regional Significance Evaluation and Rating
Section 1301 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59; 119 Stat. 1144) established a program to provide grants to States for Projects of National and Regional Significance (PNRS) to improve the safe, secure, and efficient movement of people and goods throughout the United States and to improve the health and welfare of the national economy. Section 1301 requires the Secretary of Transportation (Secretary) to establish regulations on the manner in which the proposed projects will be evaluated and rated, in order to determine which projects shall receive grant funding. This proposed rule would establish the required evaluation and rating guidelines for proposed projects. If this rule were adopted, a proposed project would become eligible to be funded under this program only if the Secretary finds that the project meets the requirements of the rule. In making such findings, the Secretary will evaluate and rate each project as ``highly recommended,'' ``recommended,'' or ``not recommended'' based on the results of preliminary engineering, the project justification criteria, and the degree of non-Federal financial commitment.
Environmental Impact Statement: Hamilton County, OH and Kenton County, KY
The FHWA is issuing this notice to advise the public that an Environmental Impact Statement (EIS) will be prepared for a proposed highway project in Hamilton County, Ohio and Kenton County, Kentucky. This Notice of Intent is a follow-up to a notice published in the Federal Register on June 1, 2000 which advised the public that a Major Investment Study for the I-75 Corridor (completed in 2004) served as the formal scoping process for the preparation of one or more Environmental Assessments or EISs.
U.S. Institute for Environmental Conflict Resolution; Request for Public Participation in National Outdoor Advertising Control Program Assessment
The FHWA and the U.S. Institute have initiated an assessment of the national outdoor advertising control (OAC) program, which implements the provisions of 23 U.S.C. 131. The goal of the assessment is to reach out, through a neutral entity, to parties interested in OAC to identify issues that cause controversy, perspectives of the various stakeholders, and appropriate methods for addressing conflicts and improving program results. The U.S. Institute, operating under an interagency agreement with the FHWA, is responsible for carrying out the neutral conflict assessment process. This notice describes the first of several opportunities for public participation in the assessment process. At this time, the public is invited to identify any OAC issues that should be considered during the assessment. The public also is invited to suggest persons or entities with particular interests or expertise in outdoor advertising and the OAC program, that the assessors should consider contacting as a part of the assessment proceedings.
Notice of Request To Approve a Revision of a Currently Approved Information Collection: Highway Safety Improvement Program
The FHWA has forwarded the information collection request described in this notice to the Office of Management and Budget (OMB) to approve a revision of a currently approved information collection. We published a Federal Register Notice with a 60-day public comment period on this information collection on May 4, 2006. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.
Environmental Impact Statement; Arlington County, VA, and Washington, DC
The FHWA is issuing this notice to advise the public that an environmental impact statement will be prepared, in cooperation with the Virginia Department of Transportation and the District of Columbia Department of Transportation, for potential transportation improvements in the 14th Street Bridge Corridor, from South Capitol Street in Washington, DC to Virginia Route 27 in Arlington, VA, including the 14th Street Bridge over the Potomac River.

This notice announces actions taken by the FHWA that are final within the meaning of 23 U.S.C. 139(1)(1). The actions relate to a proposed highway project, Interstate 495 (i.e., Capital Beltway), I-95/ I-395/I-495 Interchange to the American Legion Bridge, in the County of Fairfax, State of Virginia. Those actions grant approvals for the project.
Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Value Pricing Pilot Program Participation
This notice revises a previous notice, published in the Federal Register on January 6, 2006 (71 FR 970), which invited State and local governments and other public authorities to apply to participate in the Value Pricing Pilot (VPP) program and presented guidelines for program applications. That notice described the statutory basis for the VPP program and updated a previous notice published in the Federal Register on May 7, 2001 (66 FR 23077), by providing revised procedures, process timelines, and guidance for program participation. The purpose of today's notice is to announce a delay in the consideration of applications for fiscal year (FY) 2007 funds and to temporarily suspend the deadlines to apply for such funds. The purpose of this delay is to allow the FHWA to revise the VPP program guidance to solicit certain types of projects that further the goals of the Secretary of Transportation's new National Strategy to Reduce Congestion on America's Transportation Network, announced on May 16, 2006.\1\
Safe Routes to School Task Force to the Secretary of Transportation
Pursuant to section 1404 (h) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the Secretary of Transportation is establishing a Safe Routes to School Task Force to study and develop a strategy for advancing safe routes to school programs nationwide. The FHWA Office of Safety will serve as sponsor of the Task Force for the Secretary. The purpose of this notice is to invite interested parties to submit comments to the FHWA on the strategy or issues that should be discussed by the Task Force, and the organizations and participants to be considered for representation on the Task Force.
Draft Environmental Impact Statement: Pulaski and Laurel Counties, KY
This announces the availability of the Draft Environmental Impact Statement (DEIS) for the proposed interstate facility in the south-central portion of Kentucky, between the Somerset Northern Bypass (I-66) and London, KY. In accordance with the National Environmental Policy Act of 1969 (NEPA), this DEIS examines the potential social, economic, and environmental impacts of the proposed build alternatives and includes the no-build alternative.

This notice announces the dates, times, and locations of six public meetings and a national Webcast to be held in July and August 2006 concerning a Notice of Proposed Rulemaking (NPRM) on Statewide and Metropolitan Planning Requirements. Presentations delivered at these meetings will describe the provisions of the NPRM jointly issued by the Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) on June 9, 2006 to provide guidance on implementing the planning provisions of Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the Federal surface transportation law.

Environmental Impact Statement; San Bernardino County, CA
The FHWA is issuing this notice to advise the public of its intent to prepare an Environmental Impact Statement (EIS) for the proposed U.S. 395 Realignment Freeway/Expressway project on U.S. 395 from the Interstate 15 (I-15)/U.S. 395 interchange to Farmington Road. Part of the realignment would go through the cities of Oak Hills, Hesperia, Victorville, Adelanto and incorporated areas of San Bernardino County, California.
